Abstract ‘Local politics’ has specific features that are conducive to the generation of trust, more so than ‘centralised politics’. Local politics is characterised by processes that occur on a small scale, within institutions that enjoy a certain autonomy, that are imbedded in a social community with which the citizens can identify, and that offer the possibility of more democratic participation. Where is the threshold between local and central politics? Clearly, if a city grows to the size of almost half a million inhabitants, as was the case in the port city of Antwerp, it becomes too large for local politics. It also becomes vulnerable to the lure of political distrust, as was manifested by the amazing rise of the extreme right in the 1990s. At least this was the theory that prompted the political leaders of the city to introduce a certain degree of decentralisation. To a certain extent they were right. Our evidence shows that the district councils generate more trust than the city council. Moreover they generate trust among sections of the population that were and remain distrustful of central politics. Will this capital of local political trust overflow into the trust in the higher authorities? Some of the data point in that direction but they are far from conclusive. Anyway it is too early to tell. The decentralisation reform in Antwerp is an interesting experiment but a very recent one. 相似文献

This study presents a pilot project and steps undertaken by Brunel Law School of Brunel University West London (UK) in response to the new challenges and pressures brought by globalisation in higher education. In the last few years there has been emerging consensus in the literature on the importance of internationalisation of higher education and student mobility as a tool for its achievement. Correspondingly, in the UK there has been a significant policy shift from the recruitment of international students to the development of collaborative agendas with overseas institutions and the student experience as the common platforms for the international activities of UK institutions. Criminologists have devoted a great deal of attention to risk factors – also called criminogenic factors – leading to criminal offending. This paper presents a criminogenity monitor which includes 19 risk factors that underlie crime. These factors do not themselves cause criminal behaviour; rather, they must be seen as signals that crimes may be committed. After discussing how the criminogenity monitor was constructed, we apply the risk factors we examined to the situation in Amsterdam, capital city of the Netherlands. The monitor is intended to function particularly as an instrument to rationalise policy-makers’ work in targeting and preventing symptoms of crime at three geographical levels: the entire city, its boroughs and its neighbourhoods. 相似文献

One of the main issues for Latin America now that it is entering a new period of economic growth is the process of speeding up social development to catch up with economic trends. This may be seen by some as a highly profitable investment, but by most as a moral obligation. A long history of exploitation and the most recent decades of misgovernment have provoked a legacy of social injustice and disparities incompatible with the region's economic potential. Structural adjustment policies impose a significant reduction in the size of governments which have shown an unequivocal tendency to retreat from their responsibilities regarding the social sector. Current trends of the new world order raise many concerns regarding the social perspectives of the less privileged layers of the population. Besides the new economic opportunities, redemocratization of the region has led to a new socio-political environment in which paternalistic patterns have given way to a more participatory and mature relationship between government, civil society and business. The so-called third sector has become of increasing importance and is growing rapidly in most countries. Business is also assuming new roles in terms of its responsibility towards social development. There is a change in culture and there are new opportunities to develop innovative forms of participation. The retreat of the State is opening up a new niche for the third sector and business to establish partnerships that can speed up social development without the risks of the heavy paternalistic and patronizing influence of governmental branches. Overall, one can observe a shift in responsibilities. Partnerships will involve the three actors, with government participating heavily in financing the operations of the third sector, while business lends its’ efficiency as well as material resources. The business sector in Latin America is rapidly learning the social responsibility of participating in community initiatives and the benefits that such an approach can bring. Foreign companies have played an important role in bringing new values, strategies and experience of this participation. Local businessmen are adopting these values and adjusting them to their realities. The new economic and political environments have created a new sense of citizenship and there is an observable advance in the approach that business is taking in relation to the potential of its participation and of its responsibilities regarding social growth and development. Corporate philanthropy -- or community relations, or corporate citizenship, as the local culture prefers to call it -- assumes several forms. Grantmaking is still the least frequent as companies prefer to maintain tighter control over the use of resources, either by operating their own projects in a joint effort with target communities, or by establishing partnerships with small organizations of the third sector. Stimulating volunteer work of their employees is also a form of participation. More recently, in countries like Argentina, Brazil, Colombia and Mexico we have witnessed the emergence of associations of grantmakers and philanthropists, similar to those of the United States. Through these organizations, corporations, corporate foundations and independent foundations can share their experiences and values, coordinate their efforts and exert influence in the social and political environment. 相似文献

In 2000 and 2002 the first direct elections for mayors were held in England. They were elected using the supplementary vote method. This article summarises the discussion which led to the adoption of this electoral system, analyses some of the main arguments used, states some general criteria by which electoral systems can be judged, and evaluates some other possible methods for conducting such elections. It concludes that in the light of at least some general conditions, supplementary vote (SV) is a less desirable way of choosing a mayor than alternative vote (AV) and some other systems. However, it seems as if a simple amendment of the original SV procedure will avoid some of its most apparent problems. 相似文献

Abstract This study examined the relationship between psychopathic traits and moral development (moral judgement and empathy) in 85 Dutch male sex offenders between 13 and 23 years of age. Questions were asked about general life situations, sexual situations with morally relevant features, and questions about the offender's own abuse victim. A weak negative association was found between psychopathy and mature moral judgement, but only when questions involved the offender's own abuse victim. Weak to moderate negative associations were found between psychopathy and cognitive and affective empathy in general and sexual situations, but not in the own abuse victim situations. Further analysis revealed moderate negative associations between psychopathy and affective empathy in the own abuse victim situations, but only when an unfamiliar victim was involved. This is the first study, to our knowledge, showing that juvenile sex offenders with high levels of psychopathy have context-specific moral deficits, and that in this group both cognitive and affective empathy are related to psychopathy. 相似文献

AbstractWild animals have a special importance in Colombian rural contexts, where access to other sources of protein is limited. In rural communities, fishing and hunting provide food and generate income for household subsistence. In general, an important portion of the animals harvested is consumed within the family, and the remaining surplus is traded to acquire other subsistence foods and goods. Under the Colombian legal framework, harvesting animals from the wild (fishing and hunting) for subsistence purposes is allowed without restrictions on harvested amounts, if limited to family consumption. However, the trade of wild fish and wild meat, even in small amounts, is subject to a license, permit, or authorization. Regulations for the commercial use of wild fish, under the Ministry of Agriculture and Rural Development, are clear and simple to comply with. On the other hand, the commercial use of wild meat, regulated under the Ministry of Environment and Sustainable Development, remains illegal in practice, due to the complex requirements and the caveats in the regulatory framework. The reasons for these differences in the legal requirements to obtain a commercial permit for wild fish and wild meat are based on institutional differences and not on the sustainability of the practice. Considering the relevance of both hunting and fishing for rural livelihoods, it is important to question whether the current legal framework offers guarantees for the sustainable use of these resources in the future. Our analysis shows that the contrasting regulatory approaches between fish and wild meat use, as well as the discrepancies in the arguments to justify commercial fishing while prohibiting wild meat trade, have concrete consequences for local livelihoods. Moreover, instead of guaranteeing sustainability, bans on wild meat trade lead to more underground distribution channels and, potentially, also to increased pressure on fish stocks. Integrated management options need to be encouraged at the local level and promoted through integrated policy and regulatory frameworks for both resources and their habitats. Improved valuation and monitoring systems for subsistence and small-scale fish and wildmeat trade should also be integrated in the regulatory system to ensure sustainability for the future. 相似文献
