This article discusses microaggressions as new political material for feminist scholars and activists. The article asks how the new materialisms may contribute to the conceptualisation and operationalisation of microaggressions. After all, and taking them at face value, the ontological status of microaggressions and their modes of operation are fascinating: what are these allegedly infinitesimal hostilities? How do they reach their target and, once they have arrived there, how do they take effect? What assumptions about the constituents of the world do scholars and activists make when, through language they imply that microaggressions are indeed ‘out there’ and therefore researchable? Case studies around micropsychological dynamics that have come to my attention through National Public Radio’s podcast Invisibilia as well as the French philosophical work of Félix Ravaisson (1813–1900) and Henri Bergson (1859–1941) will help to unfold my argument. Invisibilia is here taken to be an instance of new materialist popular culture, and whilst Ravaissonian philosophy has influenced the philosophical work of Bergson, the work of both men contributes to the continental philosophical impetus of the new materialisms.  相似文献

The base erosion and profit shifting (BEPS) initiative of the Organisation for Economic Co-operation and Development (OECD) and G20 countries marks an important development in the reform of the international taxation regime. In this paper I argue that the initiative nevertheless fails to provide a coherent account of what global justice requires in the realm of fiscal policy. While the OECD’s ostensible aim to increase and protect the tax sovereignty of states is commendable, there is insufficient attention for the distribution of relative tax sovereignty. I show that current global income inequality is correlated with significant inequality of tax sovereignty, that this inequality is unjust on a plausible conception of what global justice requires, and that the BEPS initiative is unlikely to meaningfully address this injustice. I close by suggesting that an internationalist conception of justice concerned with securing the tax sovereignty of independent polities may need to prescribe the creation of globally redistributive institutions.  相似文献

At the end of the nineteenth century, infant mortality rates started to fall rapidly in the Netherlands. Unfortunately, not all regions benefited from this development. High infant death in the Roman Catholic provinces of North-Brabant and Limburg has often been ascribed to a growing reluctance of Catholic mothers to breastfeed their infants after 1870. This was supposedly caused by the combination of a strict, prudish Roman Catholic norm prohibiting women from baring their breasts and a refusal to accept new medical insights into healthy childcare. The food given to weaned children was generally of such poor quality that many infants succumbed to gastrointestinal diseases. Consequently, infant mortality rates caused by water- and food-borne infectious diseases would have been higher amongst weaned babies. By using recently digitised municipal cause-of-death registration statistics, it is possible to see if there are, indeed, indications of a shift in breastfeeding patterns after 1870. First, the authors look at infant deaths from all causes to see whether Roman Catholic municipalities underwent a rise in the mortality of children under the age of one. Second, the authors do the same for cause-specific infant mortality from typhus, typhoid fever, diarrhoea, dysentery, acute diseases of the digestive system and cholera. Based on the outcomes, there was no homogenous rise in infant mortality in all Roman Catholic municipalities. Furthermore, there is no indication that infant mortality due to digestive diseases increased uniformly in all Roman Catholic communities between 1875 and 1899. Either some communities were able to counteract the negative effects of a shift towards weaning or changes in breastfeeding patterns were not a specific Roman Catholic phenomenon at all.  相似文献

The EU legislator has been accused of overemphasizing the repressive aspect of law enforcement, while paying less attention to civil liberties, such as fundamental victims' rights. This paper examines the current position of EU crime victims, with a special focus on the execution phase of a criminal procedure. A victimological assessment of (1) the Framework Decisions on custodial sentences and probation measures and (2) the recent EU Victim Directive shows that none of these instruments contains any mechanisms for safeguarding the rights of victims in the post‐trial stage. Regardless of the various praiseworthy efforts to further the emancipation of victims, when it comes to the execution phase, victims' rights are still largely neglected, thereby opening the door again to criticism. Granting victims a right to information and a (non‐influential) right to be heard would already improve matters greatly. A constitutional assessment indicates that Europe is competent to make these changes.  相似文献

Is it domestic politics or the international system that more decisively influences foreign policy? This article focuses on Latin America's three largest powers to identify patterns and compare outcomes in their relations with the regional hegemon, the United States. Through a statistical analysis of voting behavior in the UN General Assembly, we examine systemic variables (both realist and liberal) and domestic variables (institutional, ideological, and bureaucratic) to determine their relative weights between 1946 and 2008. The study includes 4,900 votes, the tabulation of 1,500 ministers according to their ideological persuasion, all annual trade entries, and an assessment of the political strength of presidents, cabinets, and parties per year. The findings show that while Argentina's voting behavior has been determined mostly by domestic factors and Mexico's by realist systemic ones, Brazil's has a more complex blend of determinants, but also with a prevalence of realist systemic variables.  相似文献

Various reforms undertaken during the 1980s significantly reduced the capacity of states to regulate health systems. Of the many policies implemented since then to increase access to health care, policies of exemption from direct payment are among the most important. These can be very effective in a well-funded and managed context. Beyond political will, are African states unable to afford policies of exemption from payment for health care? Our analysis, based mostly but not exclusively on research carried out in West Africa, leads us to suggest the importance of a well-managed extractive sector in Africa as a potential source to finance policies of exemption from payment for health care. This could come about if all actors concerned, whether from the private sector or the donor community, were required to follow the same rules and requirements of transparency and accountability being asked of the countries concerned.  相似文献
