Intimate partner violence (IPV) is a crime that is present in all countries, seriously impacts victims, and demands a great deal of time and resources from the criminal justice system. The current study examined the use of the Spousal Assault Risk Assessment Guide, 2nd ed. (SARA; Kropp, Hart, Webster, & Eaves, 1995), a structured professional judgment risk assessment and management tool for IPV, by police officers in Sweden over a follow-up of 18 months. SARA risk assessments had significant predictive validity with respect to risk management recommendations made by police, as well as with recidivism as indexed by subsequent contacts with police. Risk management mediated the association between risk assessment and recidivism: High levels of intervention were associated with decreased recidivism in high risk cases, but with increased recidivism in low risk cases. The findings support the potential utility of police-based risk assessment and management of IPV, and in particular the belief that appropriately structured risk assessment and management decisions can prevent violence.  相似文献

The aim of this cross-sectional study was to test the accuracy of Cameriere's European formula for age assessment in a large sample of Mexican children. The accuracy of dental age estimation was defined as how closely real age, measured as the difference between chronological age (CA) and dental age (DA), could be predicted. Digitalized orthopantomographs of 502 Mexican children (254 girls and 248 boys), aged between 5 and 15 years, were analyzed. The seven left permanent mandibular teeth were evaluated using Cameriere's method. Intra- and inter-observer variability for this technique was tested on a small random sample. Dental age was estimated for each individual and compared with known chronological age. Accuracy was measured as the difference between known chronological age and dental age and tested for significance with the mean prediction error (ME). The standard deviation and 95% confidence interval of the mean difference were also calculated. ME was 0.63 years for girls and 0.52 years for boys. ME was found to be slightly overestimated by 0.10 years for girls, but was correctly estimated for boys with an accuracy of 0.00. In conclusion, this method is very useful and may be recommended for practical application both in clinical dentistry and forensic procedures on the Mexican population.  相似文献

Manual ground searches and cadaver dogs are traditional methods for locating remains, but they can be time- and resource-intensive, resulting in the decomposition of bodies and delay in victim identification. Therefore, thermal imaging has been proposed as a potentially useful tool for detecting remains based on their temperature. This study investigated the potential of a novel search technique of thermal drones to detect surface remains through the detection of maggot mass temperatures. Two trials were carried out at Selangor, Malaysia, each utilizing 12 healthy male Oryctolagus cuniculus European white rabbits and DJI Matrice 300 RTK drone China, equipped with a thermal camera; Zenmuse H20T to record the thermal imaging footage of the carcasses at various heights (15, 30, 60–100 m) for 14 days for each trial. Our results demonstrated that the larval masses and corresponding heat emissions were at their largest during the active decay stage; therefore, all the carcasses were observable in thermal images on day 5 and remained until day 7. Statistical analyses showed that (1) no statistically significant differences in thermal images between clothed and unclothed subjects (p > 0.05); (2) 15 m above ground level was proven to be the optimal height, as it showed the greatest contrast between the carcass heat signature and the background (p < 0.005). Our data suggested the potential window of detection of thermal signatures was detectable up to 7 days post-deposition. This could be an important guideline for the search and recovery teams for operational implementation in this tropical region.  相似文献

Over the last few years, the emergence of universities’ third mission has significantly affected objectives, sources of funding and financing methods, as well as the management, of universities. Although the university–industry relationships have been widely investigated, several interesting theoretical and empirical issues still remain open in the literature. In this paper we construct an original data set, combining financial information with structural and organizational data on Italian University departments, with a twofold aim. First, to describe the importance and the extent of third-party funding in the Italian system of research as well as the pattern of evolution over the last few years. Second, to investigate the factors that influence both the probability and the intensity of the commitment of departments in third-party activities by building a multi-level framework combining factors at individual, departmental, university and territorial levels. The results obtained suggest a number of policy implications for universities and policy makers. On one hand, universities should explicitly recognize the role of dedicated internal organizations and provide training for professional staff capable of acting as value-added intermediaries. On the other hand, if policy makers wish to improve the relationships between universities and external actors, disciplinary differences across departments as well as regional inequalities in growth levels should be carefully considered, giving up a one-size-fits-all approach.  相似文献

The research in representative bureaucracy that examines the extent to which racial congruence impacts bureaucrats’ decisions is mixed. This study adds to this literature by examining the impact of representative bureaucracy on the level of force that police officers use and whether they make an arrest in use of force encounters, while taking into consideration key situational conditions. Using individual-level data from New Orleans to estimate this impact, the authors find that racial congruence and incongruence impact policing outcomes even in the presence of situational shortcuts that cue decision-making. The findings show that the benefits of representation are conditional on the outcome. Black officers are less likely to use higher levels of force on Black civilians. Yet both Black and White officers are less likely to arrest White civilians in use of force encounters. This suggests that interactions in which bureaucrats have less discretion (e.g., arrests) may offer limited opportunities for active representation.  相似文献

ABSTRACT

Eight years after the Arab Spring revolutions, Tunisia's state and citizens are crafting an increasingly resilient national social contract, despite setbacks. This case study examines what is driving Tunisia's efforts, focusing in particular on key transition initiatives – including a national dialogue and a forward-looking constitution adopted by broad consensus, following nation-wide consultations. The case examines how informed and empowered Tunisians built these structures to leverage the inherent resilience capacities of the people, which developed throughout state and civil society formation, women's movements, labour movements, and civic education. The research suggests that two issues that gave rise to the revolution have remained particular challenges for efforts to mediate and address conflict: political and social polarisation and lack of livelihoods. It reveals how Tunisians are calling for more inclusion and institutionalised citizen engagement as a means to address them. Conclusions point to how post-revolution, democratisation gains as well as values of compromise, tolerance, dialogue appear to be immunising Tunisia against irreparable reversals and are laying the foundations for sustainable democratic peace.  相似文献

We create a collective resistance game in which elites control the distribution of resources if the masses are compliant. However, if the masses unanimously protest elite allocations, they can capture a greater share of resources for themselves. We study how Chinese villagers, randomly assigned to the role of elites and masses, play this game in repeated interactions under varying information conditions. We find significant variation in the extent to which participants gave weight in their decisions to (1) the amount of the elite allocation and (2) their beliefs about the likely choices of fellow group members. Many individuals made their decisions based primarily on the size of the elite allocation, choosing to protest if the elite offer fell below some threshold level. Only a small proportion of the respondents were attuned consistently to the behavioral intentions of fellow group members in deciding whether to protest the elite allocation. This heterogeneity of preferences among participants has significant implications for their prospects of achieving and sustaining collective action. Knowledge of the amount of resources controlled by elites at the start of the game affected mass calculations of the fairness of distributions and increased the frequency of mass protests. However, the elites exploited the decision rule of many mass members by buying off those individuals with the lowest thresholds, thus preempting or dissolving collective action. This research sheds light on elite–mass interactions under authoritarianism, and in particular on contentious politics in contemporary China.  相似文献
