In the framework of the fight against international terrorismthe UN Security Council (SC) has adopted targeted sanctionsagainst individuals and corporate entities. Furthermore, ithas imposed on states a number of obligations of a general nature.The implementation of all these measures some of whichbear on sensitive aspects of criminal law and procedure is left to the Member States. This article attempts to providean overview of national implementation practices, based on thenational reports submitted by states pursuant to the relevantSC resolutions. Besides the many difficulties encountered bystates in implementing SC resolutions, the encroachment of anti-terrormeasures on human rights is a cause for concern. The currentattitude of the SC, which has integrated human rights considerationsinto the security concerns that inspire its action under ChapterVII of the Charter, should enhance the perception of legitimacyof its anti-terror policy and, arguably, improve the effectivenessof its measures. 相似文献

European environmental policy has been long characterised by traditional regulatory policy approaches. In recent years, however, the EU has begun experimenting with new forms of governance. In particular, the task of environmental policy integration (EPI) into sectoral policies has invited more flexible and participatory regulatory forms, emphasising at the same time the role of procedural guidance. This article traces the history of the EPI principle and links its effectiveness to specific governance characteristics. It argues that effective EPI is dependent on a combination of political leadership and public participation. While both terms appear in the EU's vocabulary on sustainable development and new governance, the EU is only slowly finding the appropriate forms to put them into practice. Coming from a tradition of governance by political élites, EU policy-makers are still relying too naïvely on the mobilisation capabilities of societal groups and on the power of 'good ideas'. 相似文献

Although many have argued that assisted reproductive technologies ("ARTs") attract those with a desire to genetically engineer their offspring, this claim has yet to be verified. To address this question, we surveyed three groups: the general public, people enrolling in an in vitro fertilization ("IVF") program, and pregnant couples. We asked subject which traits they would select in their children if it were possible to use a magic wand to do so and to value genetic relatedness. In our sample, the potential parents who were using ARTs were less likely to express a desire to select traits in their offspring than were the general public, and just as likely as the pregnant couples, Those using ARTs , however, place greater importance on having genetically related children than the others.
