While Australia's response to Britain's 1961‐63 bid to join the European Community has been examined in almost every possible detail, Australian policy towards Britain's 1970‐72 application has drawn very little scholarly attention. This article therefore aims to fill this gap by drawing on newly released archival material from the National Archives of Australia in Canberra and the National Archives in London. In doing so, the article examines the impact of Britain's 1971‐72 application to join the EC on Australian policy and the Anglo‐Australian relations. It argues that while far from provoking the same widespread uproar as the Macmillan government's original application in 1961, Britain's final bid had important political and economic implications for Australian foreign policy. 相似文献

This article traces five historical streams of water policyin the United States, revealing the strain and stresses of intergovernmentalrelations pertaining to water resource management. It findsthat water policy is increasingly characterized by pragmaticfederalism emphasizing collaborative partnerships, adaptablemanagement strategies, and problem and process orientation.The evolving nature of federal-state relations, characterizedby expanding federal authorities and increased state capacity,coupled with a rise of local watershed groups and greater ecologicalconcern, calls for improved coordination. This study investigated the following variables for their unique and combined contributions to dating aggression: exposure to aggression in the family of origin (witnessing interparental aggression or being the victim of aggressive parenting); attitudes justifying dating aggression (when humiliated or in selfdefense); child-to-parent aggression; child sexual abuse; violent sexual victimization; alcohol use; and socioeconomic status. One hundred and eleven male and 179 female undergraduates reported on their own aggressive behaviors directed toward dating partners. Together, the predictor variables accounted for 41% of the variance in male-to-female aggression but only 16% of the female-to-male aggression. Humiliation, as a justification for dating aggression, contributes to the prediction of both males' and females' dating aggression, while self-defense, although a highly endorsed condition for justifying dating aggression, does not predict actual aggressive behavior. Exposure to interparental aggression plus the product between exposure and humiliation contribute to the prediction of males' dating aggression but exposure does not play a role in females' dating aggression. Violent sexual victimization contributes unique variance to both males' and females' dating aggression. The present data highlight the importance of examining specific circumstances under which males and females justify dating aggression and how such attitudes condoning aggression affect actual behaviors. 相似文献

The federal sentencing guidelines prescribe ranges of sentences to be given to persons convicted of felonies in the federal criminal courts. The U.S. Sentencing Commission wrote the guidelines attempting to make sentences conform to community views of appropriate punishments, along with several other criteria. Employing data from a 1994 national sample of adult Americans, designed as a factorial survey, the degree of correspondence is shown between guidelines sentences and those desired by the American public. Although at the individual level only a modest degree of concordance was found, the central tendencies of public opinion (median sentences) were found to correspond quite closely to the guidelines sentences. The major points of disagreement centered around drug trafficking crimes: the guidelines prescribed very long sentences for those crimes and distinguished sharply among trafficking in heroin, powder cocaine, and crack, whereas median sentences desired by the public were much lower and did not distinguish sharply among trafficking in those drugs. We interpret the findings as indicating that the guidelines sentences conform reasonably closely to American normative consensus concerning the sentencing of federal felons.The research reported in this article was commissioned by the U.S. Sentencing Commission.
