Economic globalization and regional penetration: The failure of networks in Baden-Württemberg

Abstract. This paper explores the emergence of direct linkages between the international economy and the state government of Baden–Württemberg, Germany. In the early 1990s Baden–Württemberg embarked on a plan in which the laender government took the lead in organizing a large–scale, high technology project for the development of interactive television. Creating a 'network' between itself and major economic actors the laender government sought to enhance the economic development of the region. However, as the economic actors involved in the project questioned the economic viability of interactive television, they began to withdraw from the project. The project's failure demonstrates the incompatibility of political objectives with the economic goals of actors in a globalized economy. We conclude that as attractive as the network approach may be for regional and national governments, it is likely to be successful only where both sets of actors see the outcome as enhancing their respective priorities (political legitimacy and economic gains).     

The Impact of Religion on Voting Behaviour – A Multilevel Approach for Switzerland

The traditional cleavages like social class or religion are often reported to have lost explanatory power for the voting decision. Regarding the religious cleavage, the evidence is ambiguous depending on the choice of cases and indicators used. The present study tests the impact of religion for the preference to vote the Christian Democratic Party of Switzerland (CVP) using data from the 2007 and 2011 Swiss national elections. Additional to the inclusion of individual variables, a special focus lies on contextual effects. The estimated hierarchical linear models confirm a prevailing influence of the simple individual factors and the presence of a significant contextual effect. Statistical evidence is also presented for some of the supposed interaction effects between individual and contextual religious variables.     

Vergabewettbewerb als Instrument. Zur Renaissance politischer Instrumentalisierung des Vergaberechts

Die Rede von "vergabefremden" Kriterien oder "Sekundärzwecken" der Vergabe stößt in der wissenschaftlichen Auseinandersetzung in aller Regel auf Skepsis und Mahnungen zur Vorsicht. Denn einer verstärkten Ausrichtung des Vergaberechts an "außerökonomischen" politischen Zielsetzungen wird das Potential zugemessen, die Funktionalität des Vergabewettbewerbs zu beeinträchtigen und damit dem vergaberechtlichen Ordnungsanliegen insgesamt zuwider zu laufen. Nichts desto trotz ist das Vergaberecht seit jeher und bis heute in einem signifikanten Ausmaß durch Ansätze einer politischen Instrumentalisierung geprägt. Bemerkenswerter Weise wird aktuell vor allem auf europäischer Ebene der Ruf nach einer ganzheitlichen, strategischen Beschaffungspolitik der Mitgliedstaaten, die bei der Auftragsvergabe auch politische Ziele und insoweit Interessen abseits der Sicherung der betriebswirtschaftlichen Effizienz der Beschaffung in den Blick nimmt, immer lauter. Der Beitrag will die Kernbedingungen der Nutzung des Vergabewettbewerbs als Instrument aufzeigen und Grenzen seiner Leistungsfähigkeit ausloten.
