The Gender Gap in African Political Participation: Testing Theories of Individual and Contextual Determinants

Abstract

This article aims to test whether existing theories of what factors underlie the gender gap in political participation apply in an African context. Empirical estimations drawing on recent data covering over 27,000 respondents across 20 African emerging democracies suggest that whereas several of the investigated factors – structural differences in individual resource endowments and employment, and cultural differences based in religious affiliations – are found to be important determinants of participation, they explain only a very modest share of the observed gender gaps. Suggestive evidence instead points to the role of clientelism, restricted civil liberties, economic development and gender norms.     

Bribery and public procurement: an experimental study

A procurement contract is granted by a bureaucrat (the auctioneer) who is interested in a low price and a bribe from the provider. Procurement is thus a multi-dimensional bidding contest with one-dimensional type space (the privately known cost). The optimal price and bribe bid is derived based on an iid private cost assumption. In the experiment, bribes are negatively framed to capture that society is better off if bribes are rare or low. Although bid prices are lower than predicted, behavior is qualitatively in line with the linear equilibrium prediction. When bribes generate a negative externality, there is a significant increase in the variability of the data.

Identification of a female murder victim found in Burgenland,Austria in 1993

In 1993, the skeletal remains of a female corpse were found in Burgenland, Austria. Initial identification of the approximately 25–35-year-old female appeared impossible, but the case was reopened 23 years later. By applying biogeochemical isotope methods to her body tissues, the geographical origin of the unknown corpse could be predicted. The results of the C, N, S, H, Sr, and Pb isotope analyses suggested that the female did not originate from Europe and most likely spent her youth in the northern Caribbean. Using these findings, the police were able to identify the woman within 2 weeks. The female came from the Dominican Republic and resided in Austria for only a short period before she was murdered. This case shows that isotope biogeochemistry investigations can provide the police with crucial information that enables unknown persons to be identified.

Transnistria’s Order of Friendship: Legitimacy Through Diplomatic Practice

Abstract

What strategies do de facto states employ in conducting their diplomacy? This article examines Transnistria’s Order of Friendship, a state award that primarily targets foreigners, by analysing the profiles of all known award recipients. The Order is found to be a political tool to enhance Transnistria’s domestic and external legitimacy in the absence of recognised sovereignty. The findings confirm the literature on Transnistria’s ‘bandwagoning’ with Russia, indicate that a patron’s support must be actively sought rather than taken for granted, and—since many awardees are from jurisdictions other than the patron state Russia—point to the need to examine the foreign policy of de facto states more holistically.     

Against the one-way-street: analyzing knowledge transfer from industry to science

Knowledge flows from industry to science have mostly been neglected by empirical studies. This work aims at contributing to this issue by analyzing differences in the factors that influence the probability of knowledge transfer within industry and from industry to science in the biotechnology sector. In order to model these knowledge flows we conduct a citation analysis on the basis of patent data. We then estimate a weighted bivariate probit model on the citation probability of industry and science on the basis of a combined sample of citing and cited patent pairs and an equal number of control patent pairs. The empirical results suggest that there are considerable differences in the citation probability. Cultural closeness for instance has a positive effect on the citation probability from industry to industry while the citation probability of scientific institutions is not affected by cultural distance.     

Working for Change: Projectified Politics and Gender Equality

In this article I argue that the project, a governmental technology that is now widespread and accepted throughout the public sector, is not a neutral tool for implementing policy and conducting politics. Rather, my argument is that this form is intrinsically political in so far as it produces disruptions and sets boundaries for how any given task is to be performed. By mobilizing a set of optical metaphors from feminist theory of difference, I examine organizations that work for gender equality in Swedish regional development and illustrate how the governmental technology of the project reflects, refracts, and diffracts the practices associated with this work. Thus, I argue that if one wishes to understand contemporary gender-equality work, it is reasonable to consider the specific effects that are produced as it passes through the project form. The short empirical illustrations given here indicate, among other things, how the project form functions in some respects as a mirror, and reflects aspects of gender-equality work that are commonly experienced regardless of form or setting, such as encountering resistance. In other respects, the project form refracts gender-equality work, bending it into new directions so that, for instance, securing funds and coming up with new innovative project plans takes precedence over the actual work that respondents feel they should be doing. Finally, the intersection of gender-equality work and the project form also produces diffraction effects, such as the emergence of hybrid consultants. These multi-faceted figures function as evaluators, controllers, activists, and disseminators of knowledge, which makes them simultaneously important to and disdained by the respondents in this study. Thus, it is concluded that the disruptive effects of the project form should be recognized as political and studied more extensively in the future.
