This article investigates the causes and content of the ongoing reform of the German Trade Union Federation (DGB). We argue that problems predating German unification ‐ in particular, a skewed demographic profile, financial crisis and waning political clout ‐ are the central factors that led German unionists to undertake reform and have largely determined the reform's content. German unification acted simply as a catalyst rather than the cause prompting union reform. German unions can only retain their prominent economic and social position if they promote genuine democratic reform within their ranks. Otherwise unions will never attract employees from the high technology and service sectors that are essential to the union movement's survival in the coming century. German unions should also resist the temptation to take on all of the problems plaguing German society. They must instead concentrate on the essential tasks of all labour movements: discerning the ever‐changing wants of today's increasingly heterogeneous work force and fighting with employers and governments to obtain them. 相似文献

Political marketing needs to consider specific factors when dealing with a democratization process such in the Romanian and Eastern European case. The paper analyzes Russia's perception of NATO since the beginning of its eastern enlargement. Russia's reaction to the enlargement evolved from attempts to diffuse its potential damage through a limited cooperation to passive and then active policies of containment. The latter have resulted in a risky behavior with respect to the alliance and a concentration of Russian military on the Western border. Two factors can assist us in explaining Russia's evolving perception of NATO from a potential partner to a renewed military threat – the historical experience of viewing the alliance, and the West in general, as potentially threatening and the post-Cold war interaction with NATO that served to strengthen the historically developed perception. As of today, Russia has learned from its interaction with the alliance that NATO remains a principle threat to Russia's national security and that through the alliance's expansion the West seeks to exercise its cultural, economic, and political domination in Eurasia. 相似文献

ABSTRACT This paper presents a survey-based methodological approach to detect potential opportunism by counterparts who are linked with agents through contractual relations. The methodology proposes asking counterparts about attitudes toward some behaviors of agents, which are undesirable from the principal and benevolent counterpart perspective. The approach identifies the potential opportunism of counterparts based on the intensity with which they justify such behavior and provide unrealistic assessments of commonly known problems. The approach is especially important in a situation where the rules are inconsistent with reality and the principal can no longer disentangle the benevolent and opportunistic behavior of the agent. Traffic norms violations are the most common form of law breaking. Our aim was to investigate a factor that might contribute to the massive disobedience to traffic laws, namely drivers’ use of self-legitimization strategies that allow them to transgress them without paying the psychological costs that would follow, such as regret or shame. Using the framework of the self-exoneration mechanisms described by the Social Cognitive Theory, we developed a measure assessing drivers’ strategies of justification of their traffic violations. Across two studies, we tested the psychometric proprieties of the Justifications of Traffic Violations scale (JTVs), its factorial structure, and its construct, external and incremental validity. Results showed that drivers self-exonerate when transgressing traffic laws predominantly through four strategies (Minimizing risks, Displacement of responsibility, Personal needs and Outcome – based justification) that are addressed by the JTVs and that construe one’s refraining from committing deviant driving behaviours as unnecessary, impossible or undesirable. The JTVs and each of its four specific cognitive mechanisms were found to be positively related to the most maladaptive driving styles, as well as to self-reported traffic offences and accidents, suggesting that these self-exonerating strategies favour the instilment and maintenance of habitual deviant behaviours on the road. 相似文献
