The economic debate on the existence and definition of the middle class has become particularly lively in many developing countries. Building on a recently developed framework called the Vulnerability Approach to Middle Class (VAMC) to define the middle class, this paper tries to estimate the size of the Nigerian middle class in a rigorous quantitative manner and to gauge its evolution over time. Using the VAMC method, the middle class group can be defined residually from the vulnerability analysis as those for which the probability of falling into poverty is below a certain threshold. The results show the size of the Nigerian middle class from is around 20 percent of the total population in 2012/13. However, the rate has been slower than expected given the high growth rates experienced in the country over the same period. The results also paint a heterogeneous picture of the middle class in Nigeria with large spatial differences. The southern regions have a higher share and experienced more growth of the middle class compared with the northern regions.  相似文献

We evaluate the usefulness of MiniFilerKit in the field of ancient DNA. A set of samples belonging to different locations from Iberian Peninsula, with ages ranging from Neolithic to XVII century, was tested. Results could be replicated in only one burial site, probably due to the taphonomic conditions. Other cases could only produce partial or none genetic profiles.  相似文献

This article introduces a new concept to the study of decentralization processes: policy dynamism. At its core is the notion that the sequential and temporal process of health decentralization affect the nature of intergovernmental relationships and municipal bureaucratic capacity. Examining the case of Brazil, I argue that the rush to decentralize health services to municipalities has, in the absence of sufficient financial and technical assistance from the federal and state governments, increased state-municipal conflict over the management of health policy, limiting municipalities' ability to increase bureaucratic capacity. Consequently, some states have attempted to recentralize reforms, generating further conflict between both subnational levels of government. While some municipalities have tried to overcome these problems by creating associations and working with international organizations, several bureaucratic obstacles remain. This article attributes these outcomes not to federal institutions and economic constraints (the traditional approach in the literature) but rather to the noninstitutional, temporal policy dynamics of decentralization.  相似文献

This paper looks at the intervening role that local political elites play to translate government transfers into effective public spending. We want to know whether mayors spend IGTs to provide basic public services or infrastructure works, and whether such investments are instrumental to secure their advantage as incumbents. To test these arguments, we use a combined dataset of local public finances between 2001 and 2015 and electoral results for the 2009 and 2014 municipal elections in Ecuador. We find that mayors do respond to political incentives and make strategic spending decisions to invest on public services and visible infrastructure projects. However, we find selective spending was insufficient to secure incumbency advantage in the 2014 election. We argue that the executive intervened to block or limit the impact of spending decisions at the local level, thus creating an incumbency disadvantage for mayors. Further research is needed to explain this.  相似文献

Objective: This study examines stressful childhood experiences (SCE) including childhood abuse and family context in a cohort of 183 people diagnosed with serious mental illness (SMI) and compares gender specific rates of SCE and clinical outcome variables. Methods: 111 men and 72 women with SMI were interviewed regarding SCE and posttraumatic stress disorder (PTSD) symptoms, dissociative symptoms, risk for self-harm, and adult re-victimization. Results: Both genders endorse high rates of SCE. Cumulative SCE (the sum of seven SCE) are linked to increased levels of all four outcome variables after adjusting for demographic factors. Conclusions: The study addresses the need to assess cumulative SCE in a population with SMI and its effects on clinical outcomes in both genders.  相似文献

Using a temporal approach dividing the reform process into two periods, this article explains how both Brazil and the United States were slow to respond to AIDS. However, Brazil eventually outpaced the United States in its response due to international rather than democratic pressures. Since the early 1990s, Brazil's success has been attributed to "strategic internationalization": the concomitant acceptance and rejection of global pressure for institutional change and antiretroviral treatment, respectively. The formation of tripartite partnerships among donors, AIDS officials, and nongovernmental organizations has allowed Brazil to avoid foreign aid dependency, while generating ongoing incentives for influential AIDS officials to incessantly pressure Congress for additional funding. Given the heightened international media attention, concern about Brazil's reputation has contributed to a high level of political commitment. By contrast, the United States' more isolationist relationship with the international community, its focus on leading the global financing of AIDS efforts, and the absence of tripartite partnerships have prevented political leaders from adequately responding to the ongoing urban AIDS crisis. Thus, Brazil shows that strategically working with the international health community for domestic rather than international influence is vital for a sustained and effective response to AIDS.  相似文献
