Experimentalists are increasingly examining heterogeneous treatment effects, in which observed individual-level characteristics are hypothesized to moderate an experimental treatment effect. Such work places researchers at the nexus of experimental and observational approaches. In this paper, we discuss the theoretical and statistical issues that can arise in testing such hypotheses. We note that inclusion of an observed (as opposed to randomly-assigned) moderator introduces the possibility of confounds that are commonplace in observational data analysis but too-easily ignored in experimental data analysis. We simulate several different data generating processes that include heterogeneous treatment effects, and we discuss the implications of various statistical models. We aim to provide researchers who examine heterogeneous treatment effects with background and advice that enable them to identify where common issues may arise and to develop research designs and implement statistical tests that will mitigate them. 相似文献

While public opinion about foreign policy has been studied extensively in the United States, there is less systematic research of foreign policy opinions in other countries. Given that public opinion about international affairs affects who gets elected in democracies and then constrains the foreign policies available to leaders once elected, both comparative politics and international relations scholarship benefit from more systematic investigation of foreign policy attitudes outside the United States. Using new data, this article presents a common set of core constructs structuring both American and European attitudes about foreign policy. Surveys conducted in four countries (the United States, the United Kingdom, France and Germany) provide an expanded set of foreign policy‐related survey items that are analysed using exploratory structural equation modeling (ESEM). Measurement equivalence is specifically tested and a common four‐factor structure that fits the data in all four countries is found. Consequently, valid, direct comparisons of the foreign policy preferences of four world powers are made. In the process, the four‐factor model confirms and expands previous work on the structure of foreign policy attitudes. The article also demonstrates the capability of ESEM in testing the dimensionality and cross‐national equivalence of social science concepts. 相似文献

As regions become more institutionalized, they are characterized by two competing trends. First, key regional institutions can become hub institutions that act as transmitters of a comprehensive set of norms. Second, as regional institutions increase in number, regions themselves are liable to become more fragmented. How these trends have played out is explored in two key regions, the Americas and the Asia-Pacific. It is concluded that regions are not static entities but are ever-changing structural arrangements. Hub institutions can be challenged and the consequences can be significant as regions gain in importance on the international stage. 相似文献

The politicization of government communications requires intense control. Centralization of government power accompanies advances in information and communications technology, as political elites use branding strategy in an attempt to impose discipline on their messengers and on media coverage. The strategic appeal of public sector branding is that it replaces conflicting messages with penetrating message reinforcement. Among the notable features are central control, a marketing ethos, a master brand, communications cohesiveness, and message simplicity. Together these features work to conflate the party government and the public service, which perpetuates trends of centralization. Using Canada's Conservative government (2006–2015) as a case study, public sector branding explains the hyper control over government communications and demonstrates why these developments can be expected to last, regardless of which party or leader is in control. 相似文献

The research reported here is an analysis of the evolution of the relationships that comprise a single public health network, focusing especially on the position of the network administrative organization (Provan and Kenis 2008) in the flow of knowledge among a large number of organizations providing similar services. Our study examines the North American Quitline Consortium (NAQC), a multi-sector network that spans the US and Canada and whose members provide telephone-based tobacco cessation services to anyone interested in quitting smoking. Data were collected using web-based surveys at three different points of time. Implications are discussed for network organizing, for both theory and practice, focusing especially on the importance of the network administrative organization in shaping the evolution of the whole network information flow. 相似文献

Many core graduate-level seminars claim to expose students to their discipline’s “canon.” The contents of this canon, however, can and do differ across departments and instructors. This project employs a survey of core American politics PhD seminar syllabi at highly ranked universities to construct a systematic account of the American politics canon. Our results offer valuable insights into the topics and literature that political scientists consider important and on which future scholars base their work. Our article breaks down the literature into a comprehensive list of topics and subtopics, which allows us to identify both an overall field canon and one for each topic, to assess whether some topics receive more attention than others, and to identify which topics are most clearly defined. We explore the extent to which diverse perspectives and methods are (or are not) taught to young scholars, and, although we identify sets of frequently assigned readings and authors within each topic, we also find considerable variation between seminars. 相似文献

Tolerance is treated as a virtue and a key principle in liberal theories of the state and human rights. Critics of liberalism have already addressed limitations of tolerance, and the United Nations (UN) introduced broader and more inclusive human rights and non-discrimination norms. Yet, tolerance is still invoked in human rights advocacy, and the UN promotes teaching tolerance as a means to protect human rights. However, there is an asymmetrical relationship between the “tolerant” and the “tolerated,” which must be questioned for its human rights implications. The paper contends that tolerance does not ensure non-discrimination, freedom from persecution, or ending violence. Instead, it can be complicit in violence against lesbian, gay, bisexual, and transgender (LGBT) persons. As an illustrative case, it examines Turkey—a country that has pursued the liberal policy of tolerance by not criminalizing homosexuality—during a reform period that involved further liberalization of law but not the protection of LGBT rights. 相似文献

Through an analysis of 100 asylum decisions and 10 interviews with 20 asylum officers at the Swedish Migration Agency this article reveals two intricate processes through which children’s rights are displaced in the Swedish asylum process; by overlooking children’s individual claims for asylum through a circle of neglect, and negating children’s best interests. The article demonstrates how the balancing act between migration control on one hand and children’s rights on the other hand plays out in the asylum process, which results in a double displacement; the children are not adult enough to be addressed as asylum seekers and not children enough to deserve qualification as bearer of children’s rights. An in-depth analysis of everyday practices at institutions applying children’s rights is essential both to understand the reproduction of discrepancies between rights on paper and rights in practice, and to explore the potential of rights to disrupt oppressive vehicles of power. 相似文献
