The Edward Snowden leaks challenge policy makers and the public's understanding and perspectives on the role of security intelligence in liberal democratic states. This article explores the challenges confronting security intelligence collection by the ‘Five Eyes’ countries – particularly those most affected by the leaks. We argue that the debate now needs to move beyond simplistic notions of privacy vs. security to a more detailed understanding of the policy and ethical dilemmas confronting policy makers and intelligence agencies. To that end, we provide a schematic framework (methods, context and target) to promote a better understanding of the practical, policy and ethical problems for security intelligence collection emerging post Snowden. The framework is a first step in identifying common principles that could be used develop an ethically informed set of policy guidelines to help decision makers better navigate between citizen's two basic rights: security and privacy.  相似文献

Two separate frameworks have existed for the analysis of social predicaments in which businesses play a role: issues management and stakeholder management. In this paper, we argue that the chasm dividing these two literatures is artificial, and potentially obstructive to the advancement of our knowledge of the position of business in contemporary societies. The position we take in the present paper is that all social predicaments have an issues side as well as a stakeholder side and that a dual focus on both issues and stakeholders is therefore essential to understanding the evolution of these predicaments and crucial to managerial dealings with these issues. We present an integrative co-evolutionary framework, explaining the dynamics between issues and stakeholders in all consecutive stages of a predicament's evolution. The framework proposes a new way of thinking about issues and stakeholders, as such facilitates a deeper understanding of how the social environment of business is constituted, and offers new insights for the practical management of issues and stakeholders.  相似文献

In a companion paper to “Environmentalism in the USSR: The Opposition to the River Diversion Projects,” two geographers survey the current status of water transfer research after cancellation of the European and Siberian diversion projects and offer a different perspective on the debates leading to that cancellation. Implications of a demand-side approach to Centra! This article analyzes the role of expert witness testimony in the trials of social movement actors, discussing the trial of the “Kingsnorth Six” in Britain and the trials of activists currently mobilising against airport construction at Notre Dame des Landes in western France. Though the study of expert testimony has so far overwhelmingly concentrated on fact‐finding and admissibility, the cases here reveal the importance of expert testimony not simply in terms of legal argument, but in “moral” or political terms, as it reflects and constitutes movement cognitive praxis. In the so‐called climate change defence presented by the Kingsnorth Six, I argue that expert testimony attained a “negotiation of proximity,” connecting different types of contributory expertise to link the scales and registers of climate science with those of everyday understanding and meaning. Expert testimony in the trials of activists in France, however, whilst ostensibly able to develop similar bridging narratives, has instead been used to construct resistance to the airport siting as already proximate, material, and embedded. To explain this, I argue that attention to the symbolic, as well as instrumental, functions of expert testimony reveals the crucial role that collective memory plays in the construction of both knowledge and grievance in these cases. Collective memory is both a constraint on and catalyst for mobilisation, defining the boundaries of the sayable. Testimony in trials both reflects and reproduces these elements and is a vital explanatory tool for understanding the narrativisation and communication of movement identities and objectives.  相似文献

ABSTRACT

Federal funding streams, the International Association of Chiefs of Police, and policing executives and scholars alike have advocated for more researcher-practitioner partnerships in American law enforcement. While a few studies have explored the growth and prevalence of research partnerships in policing, less attention has been placed on the organizational correlates of such collaborative relationships. Using a nationally representative sample of US law enforcement agencies, the current study investigated participation in what we term ‘rigorous partnerships’ – more formal, long-term relationships between researchers and practitioners with increased opportunity for interactive knowledge exchange. Policy implications and directions for future research are discussed, with a specific focus on the barriers and impediments that both parties face for successful collaborative efforts and research translation.  相似文献
