Particularly in the North–South confrontation at the Cancun Ministerial Conference in 2003, developing countries seemed to be presenting a unified stance of resistance against the developed world. These developments were greeted with considerable surprise in the scholarly as well as policy communities, not least because many theorists of International Relations had predicted increasing homogenisation and policy convergence by developing countries around liberal solidarist norms. In this paper, we analyse the apparent revitalisation of the Third World, and evaluate the policies of developing countries at and around Cancun to assess the claims that this heralds a more activist and less accommodating period in North/South relations. We buttress this general analysis by probing further into the policies of two of the major players, namely Brazil and India. We argue that recent policy changes can be explained by learning and adaptation by developing countries within the specific institution of the World Trade Organisation. We examine this adaptation along four planes: coalitions, insider activism, negotiation strategies, and transnational coalitions. Domestic politics in both our country cases play, at best, a supportive role. We also investigate the extent to which these shifts in trade politics might be seen as broader shifts in foreign policy. 相似文献

The Internet is often described as inherently free from regulation; a space where freedoms and liberties are guaranteed by the design of the network environment. The naivety of this view has, however, been exposed by commentators such as Shapiro, Reidenberg, and Lessig who have clearly demonstrated the inherent regulability of networked space. The question no longer is: can networked space be regulated? but rather, how and by whom is it regulated? This paper examines the regulation of rights in networked space. Property rights and rights to free speech, or free expression, are examined in relation to a number of issues that have emerged in the networked environment, or cyberspace. This paper reports on the initial findings of an interdisciplinary research project on the governance of human genetic databases in England and Wales. The number of biosample and information collections has expanded, yet considerable legal uncertainty surrounds their definition, collection, storage, management, and use which could inhibit research and clinical practice, while failing to protect the rights and interests of all stakeholders. We report some initial findings from the legal research and identify major challenges associated with defining 'genetic databases'. We identify a wide range of relevant instruments and regulatory actors, and suggest that none adequately addresses the challenges posed by contemporary research techniques or the'corporeal'and'informational'materials used in the genetic databases context. This preliminary analysis seriously questions the efficacy of the current regulatory framework and concludes that developing an appropriate governance framework for the creation, maintenance, and use of genetic databases requires the bringing together of legal analysis with good quality empirical evidence. 相似文献

The threat of terrorism to Singapore remains serious, given the spread of radical ideology in Southeast Asia. Aware that it is a prime terrorist target, Singapore's response has been the most vigorous of all the states in the region. It has instituted a comprehensive homeland security structure, stepped up security cooperation with the USA and has been at the forefront of many US-led counter-terrorism initiatives in the region. Japan's regional role is important as Japan cannot opt out of the global war on terrorism given its huge stake in the security of the Straits of Malacca and the stability of the littoral states. Japan's contribution lies in capacity building, in helping states build up their indigenous counter-terrorism capabilities. Japan also needs to take a much more proactive, strategic role in the Malay archipelago in regional “hearts and minds” strategies to counter radical ideology, as well as develop functional security linkages. 相似文献

Drawing of Guatemalan and US sources, this paper complicates the instrumentalist argument that US assistance and intervention explain the Guatemalan military's repeated intervention in politics, and the rise of a military government in 1963. This study contends that the US government had little to do with giving Guatemalan officers the capacity and motive to intervene in politics. However, the US did contribute to their opportunity to intervene through its opposition to regimes it opposed, as was the case in the infamous 1954 coup, and also by inadvertently weakening regimes it backed. 相似文献
