It has been more than 10 years since the Paris Declaration was signed, yet critical questions remain about whether – and how – increased compliance at the national level has improved the overall effectiveness of Official Development Assistance. Previous studies have argued fundamental tensions arise between the principles of aid effectiveness as they are translated into practice. This article explores this argument using a case study of an Australian-Indonesian technical assistance project – the Poverty Reduction Support Facility – carried out between 2010 and 2015. It demonstrates that tensions do arise between the principles of aid effectiveness as they are translated into practice, but these can be resolved through political negotiation and compromise.  相似文献

This article challenges the assumptions underlying the shared federal, provincial, and territorial goals of reducing criminal involvement in the drug trade and preventing substance use by youth. These official government objectives, it is argued, reflect a harmful tendency that continues the tradition of neglecting decades of sociological research on the efficiency of informal sources of control. Rather than continue to prioritize prevention, consistent evidence‐based policy development for cannabis requires articulation of more informed and realistic goals of harm reduction. New educational initiatives need to build on informal controls that more effectively regulate responsible substance use behaviour.  相似文献

This microhistory focuses on a little-known aspect of Indigenous musical life in the 1960s in the Lutheran Hermannsburg Mission (now Ntaria) in Central Australia. I contemplate the possible meanings arising when Gus and Rhonda Williams translated the secular German Heimat- cum-Wanderlied [song of home-cum-wandering], “Ade du mein Heimatland”, [Farewell to you my homeland], into Arrarnta as “Ade pmara nukai” [Farewell my country], and “presenced Indigeneity” for a predominantly non-Indigenous, southern audience. I explore how a German song became “travelling culture”; how it was received and modified to suit both missionary and Indigenous purposes, in the process both expressing a vernacularised Arrarnta Lutheranism, as well as maintaining music’s vital role in Indigenous culture, including as a signifier of love of country. I further examine how the song could have a political meaning in the nascent land rights context of the day, as an assertion of attachment to country or “Indigenous Heimat” that could resonate back, across a cultural divide, with a non-Indigenous Lutheran audience.  相似文献

The wooden plank fence presents a deadly but unrecognized hazard to motorists. We hypothesize that fence plank injury is prevalent and results in significant morbidity and mortality. Databases of the University of Kentucky's Level I Trauma Center and the Fayette County Coroner were retrospectively analyzed over a 12-year period (1995-2006). One hundred and twenty-eight subjects were involved in vehicle contact with wooden plank fences. One hundred and twenty-three subjects were evaluated at the Emergency Department of our trauma center; 35 (27%) had a patient-plank interaction (PPI). Men (30/35) were more frequently involved (86%), and average age was 32.8 years. Thirty-two (91%) were drivers; 14/35 (40%) died from PPI-related injuries. The most common cause of death was blunt head trauma in 13 of these 14 fatally injured subjects (93%). This study provides new data underscoring the frequency, lethality, and economic consequences of this injury mechanism. Further research is needed to quantify the national prevalence of this problem and develop injury-mitigating strategies pertaining to roadway or fence design.  相似文献
