The biochemical alteration of soil beneath a decomposing carcass

The processes associated with cadaver decomposition in outdoor settings, particularly those that occur during the extended postmortem interval (>30 days) are poorly understood. Thus, few methods are currently available to accurately estimate the extended postmortem interval (PMI). Of these methods, a soils-based approach has the potential to address the postmortem interval between which entomology and anthropology are the most valuable. Although the validity of soil-based methods has previously been established, little work has been conducted to explain the processes that have been designated for forensic application. As a consequence, we investigated the dynamics of carbon, nitrogen, and phosphorus-based compounds in soil beneath pig (Sus scrofa) cadavers (gravesoil) that were placed on the soil surface over a period of 100 days. Decomposition was assessed through the physical characteristics of the cadaver, soil pH, soil moisture content, and the concentration of total carbon, total nitrogen, soil-extractable phosphorus, and lipid-phosphorus in soil. Cadaver decomposition did not result in a significant difference in soil carbon and moisture content. However, significant (P < 0.05) increases were observed in the concentration of soil pH, total nitrogen, soil-extractable phosphorus, and lipid-phosphorus. Based on the current results, a significant increase in the concentration of gravesoil nutrients represented a maximum PMI of 43 days (lipid-P), 72 days (total nitrogen), or 100 days (soil-extractable phosphorus). This work provides further evidence that a soil-based method has the potential to act as a tool for the estimation of extended PMI.     

Defense Management Challenges for the Next American President

The next American president will face a daunting list of national security problems, including a serious defense budget crunch. The budget crisis will be deepened by the global financial crisis, a tapering of supplemental funding associated with the wars in Iraq and Afghanistan, and the steady growth of military healthcare and other personnel costs. After six years of rapid defense budget increases, the Pentagon has lost the practice of matching strategy and resources. The next president will need to manage risk among investments in irregular warfare, counterterrorism, balancing new super powers, countering weapons of mass destruction, and traditional warfare. He will also need to begin to build non-military “soft power” capabilities outside of the Pentagon.     

"Grab the Signatures and Run": Federal Unity Strategy in Canada from the Referendum to Patriation

Whether as a traumatic event or great accomplishment, the legacy of the First Ministers' Conference of 1981 lives on in Canadian politics. Constitutional negotiations among the prime minister and provincial premiers in 1981 produced the only "packaged" agreement since Confederation to achieve even the minimal support necessary to achieve ratification. The resulting Constitution Act of 1982, which included the Charter of Rights and Freedoms, remains in place and is the principal manifestation of intergovernmental bargaining from over two decades ago. This study reevaluates the strategic interaction and conflict processes that took place between Ottawa and the provinces in negotiations leading up to that fateful November 1981 conference. We apply the sociological framework for assessment of the dynamics of identity contention adopted from McAdam, Tarrow, and Tilly (2001) and find tentative support for its propositions. After an overview of the article's agenda, we present an analytic framework for the study of conflict processes. Second, the background to the constitutional crisis of 1980-81 is summarized. Using the analytic framework, the third section focuses on the federal strategy in the crisis as suggested by minutes from cabinet meetings, and the fourth section examines key events of the First Ministers Conference of November 1981. Fifth, and finally, the contributions of the preceding sections are summed up and ideas are put forward for further research.     

Actual Malice in the Inter-American Court of Human Rights

The Inter-American Court of Human Rights decided four cases in recent years that represent a positive step for freedom of expression in nations that belong to the Organization of American States. In 2004 and again in 2008, the court stopped short of adopting a standard that would require proof of actual malice in criminal defamation cases brought by public officials. In 2009, however, the court seemed to adopt the actual malice rule without calling it that. The court's progress toward actual malice is chronicled in this article. The article concludes that the court's decision not to explicitly use the phrase “actual malice” may be a positive development for freedom of expression in the Americas.     

The peasantry of northeast Scotland

Little attention has been paid to peasant agriculture in Britain. This paper is an attempt—of inordinate length—to give an account of the articulation of capitalist and peasant agriculture in northeast Scotland between 1840 and 1914. It uses a very wide range of sources including folk song and novels, as well as reminiscences and interviews, but seeks to ground these cultural productions—in which the study area is very rich indeed—in the material base from which they are derived.     

Constructing interethnic conflict and cooperation: why some people harmed Jews and others helped them during the Holocaust in Romania

The authors draw on a natural experiment to demonstrate that states can reconstruct conflictual interethnic relationships into cooperative relationships in relatively short periods of time. The article examines differences in how the gentile population in each of two neighboring territories in Romania treated its Jewish population during the Holocaust. These territories had been part of tsarist Russia and subject to state-sponsored anti-Semitism until 1917. During the interwar period one territory became part of Romania, which continued anti-Semitic policies, and the other became part of the Soviet Union, which pursued an inclusive nationality policy, fighting against inherited anti-Semitism and working to integrate its Jews. Both territories were then reunited under Romanian administration during World War II, when Romania began to destroy its Jewish population. The authors demonstrate that, despite a uniform Romanian state presence during the Holocaust that encouraged gentiles to victimize Jews, the civilian population in the area that had been part of the Soviet Union was less likely to harm and more likely to aid Jews as compared with the region that had been part of Romania. Their evidence suggests that the state construction of interethnic relationships can become internalized by civilians and outlive the life of the state itself.     

Carcass mass can influence rate of decomposition and release of ninhydrin-reactive nitrogen into gravesoil

To investigate the use of ninhydrin-reactive nitrogen (NRN) in gravesoil to estimate early postmortem interval (PMI), we conducted an experiment to decompose swine (Sus scrofa) carcasses of contrasting mass (～1 kg, ～20 kg, ～40 kg, ～50 kg). Carcasses were placed on the soil surface during June 2007 to monitor mass loss and the concentration of gravesoil NRN over an interval of 15 days. Carcasses of a mass ≤ 20 kg decomposed more rapidly than larger carcasses. However, 1 kg carcasses were associated with a slower release of NRN into gravesoil but a greater concentration of NRN per kg carcass (NRN(C)). We conclude that carcass mass can affect the rate of decomposition and release of NRN into gravesoil, which reflects an interaction between carcass volume and blow fly colonization. Furthermore, we conclude that neonatal carcasses require a different equation than larger carcasses when using gravesoil chemistry to estimate PMI.     

TRAINING,SKILLS, AND PRACTICES OF PARENTING COORDINATORS: FLORIDA STATEWIDE STUDY

This report details findings from the nation's first statewide study on parenting coordination. A survey was presented to all known practicing parenting coordinators (PCs) in Florida (N = 207), with 67 (32%) responding. Data concerning PC demographics, how PCs do their work, and how they perceive their clients at different stages of the parenting coordination process suggest substantial similarity between mental health and family law professionals in almost every realm of questioning. Study limitations, implications for further research, and practice considerations are discussed.
