The Human Price of Reparations

Post-1918 Germany was gripped by severe foof shortages that devastated the health of urban children in particular. German politicans and officials became increasingly convinced that a state of near famine and the accompanying scourges of social and political disorder could not be adequately addressed given the demands placed on public finances and the wider economy by the reparations regime. While the British reacted by counselling a moderation of the reparations regime, the French accused Germany of instrumentalizing domestic crisis to undermine reparations and thereby compromise the Versailles Settlement. French sanctions culminated in an invasion of the Ruhr District in January 1923, which served to create a devastating famine in the region and to intensify popular antipathy in Germany to the reparations regime. The article concludes by considering briefly links between the perceived perfidy of reparations and the subsequent resonance of Nazi ideology and policy.     

CHILDREN IN CHANGING FAMILIES

An extensive body of research has demonstrated that children in families touched by separation and divorce face considerable turmoil in their young lives. This article describes the results of a pilot study of a group curriculum aimed at ameliorating the negative effects of divorce and family instability for children ages 9 to 12. Based on the ratings of parents, many children benefit noticeably from the program, especially those with less self-expression, low self-esteem, and more behavioral problems before the program. Teachers, however, often observed no difference in the classroom behavior. The limitations of the study are discussed and caution is recommended in interpreting the findings .     

Labor law as an impediment to labor relations reform: Leveling the playing field

The primary professional society of American public administration has developed a code of ethics that appears to be largely irrelevant to the realities of bureaucratic experience. An explanation of this paradox can be found in the sociological literature on the professions and code-writing. Professional codes are designed to reyulate the behavior of a profession's members, but this is generally seen as a secondary aspect of a more fundamental objective: the need to assure the public at large that the profession's power is being exercised responsibly. From this perspective, the public administration code can be interpreted first as part of an attempt to legitimate the profession in the face of hostile challenges to its authority, and second as an effort to engender ethical behavior. Such an interpretation helps to explain the profession's failure to confront the organizational and political barriers that impede effective implementation of the code. The paper concludes with an observation on the implications of the argument for the further development of ethics in public administration.

The post-mortem findings of 4 sport divers involved in accidents showed air embolism of the heart as well as 2 subcutaneous emphysemas of shoulder and neck. The lungs were distended and the viscera were hyperaemic. The pleura showed petechiae and small patchy hemorrhages. In microscopic examination foci of alveolar hemorrhages of the lungs and, occasionally, muscosal rupture of small branches of the bronchial tree and of the bronchioli could be determined. The most likely causes for the accidents are discussed and special attention is given to panicking under water.     

Sequencing of mitochondrial DNA and the problem of human specificity

When analysing trace materials and degraded DNA the issue of human specificity is highly important. Especially when it comes down to the analysis of mitochondrial DNA which is extremely susceptible to contamination authenticity is the main question. Therefore in the presented study mitochondrial primers were tested on their human specificity. In all cases it was possible to amplify DNA of animals with human mt-primers. These unintentional amplifications could only be decreased by choosing austere PCR parameters. The study implies the importance of comprehensive evaluation of primers, chemicals and PCR parameters.     

The effects of convergence: internationalization and the changing distribution of net value added in large German firms

The paper examines whether and how the increasing internationalization of firms impacts on the operation of a co-ordinated market economy. Following the tenets of agency theory, it assumes that an emerging market for corporate control changes the monitoring mechanisms that oversee management. Since Anglo-American forms of monitoring are usually associated with a higher return for investors compared with Continental European firms, a change in the distribution of the net value added of firms is expected. Using financial data on fifty-nine large German companies, the paper shows that the emerging convergence of German corporate governance practices to Anglo-American standards has had a weak, but significant, impact on the distribution of net value added. This is in contrast to the impact of the internationalization of firms on product markets, which does not have an effect. Since the market for corporate control is, however, still underdeveloped in Germany, the main effects remain to be seen.
