Russian NGOs and Their Struggle for Legitimacy in the Face of the ‘Foreign Agents’ Law: Surviving in Small Ecologies

Abstract

The essay investigates the survival strategies of foreign-funded Russian non-governmental organisations (NGOs) in the face of the so-called ‘foreign agents’ law of 2012. Conceptualising NGOs as autonomous social systems and drawing on two qualitative case studies of Russian NGOs in the fields of human rights protection, we show how these organisations manage to cope with the state’s withdrawal of legitimacy by creatively handling their diverse environmental dependencies. Through shifting the relative importance of different audiences and generating new sources of legitimacy, they have eventually created and maintained small supportive ecologies within the overall environment of a political regime that does not tolerate them.     

Pride and shame in collective memory of Russian and American youths

This article examines collective attitudes of American and Russian students toward national historical events that elicit pride or shame. The authors use the results of a quantitative questionnaire and analysis of in-depth interviews among students of leading American and Russian universities to identify the temporal localization, the content structure, and the prevalence of either hard or soft power in students’ attitudes of pride or shame. The authors argue that perceptions of the past have been a core component of national identity and may have an impact on citizens’ political behavior in the present. The authors also stress that major differences in young people’s understanding of the past may influence future US–Russia relations.

When revolutionaries grow old: the Museveni babies and the slow death of the liberation

The liberation struggle plays a crucial role in providing legitimacy for post-liberation regimes. This was the case for the Museveni regime, for whom the liberation argument provided strong moral authority, and a legitimising foundation for its patronage and coercion strategies. But what happens when the liberation argument ‘grows old’, i.e. when the liberation generation elite starts to die or defect, and the young population is no longer impressed by the liberation argument? This article argues that in response to this changing situation, the Museveni regime almost exclusively relies on patronage and coercion, yet is increasingly devoid of the legitimising liberation foundation.     

A Missing Peace? The Role of Religious Actors in Countering Terrorism

Despite the surge of scholarly interest in terrorism and counter-terrorism in the post-9/11 world, surprisingly little attention has been paid to the role of religious actors (especially faith communities and faith leaders) in combating the threat of terrorism. However, the resurgence of religiosity in contemporary politics should not be viewed as an inherently dangerous force. As Appleby has argued, a new secular-religious model of inter and intra-state diplomacy looms as a development with significant potential to resolve conflict and deny terrorist groups access to communities of support. By drawing on an Australian example, we argue that in societies that have a strong multicultural and multifaith character secular-religious diplomacy pitched at the national and sub-national level can play an important role in the formation of a flexible long-term counterterrorism strategy.
