Trends and Opportunities in the Public Sector: A Critical Assessment

The public sector should be designed to work on behalf of government. Government, in turn, should be designed to work on behalf of a citizen community both to pursue its collective interests and to defend the citizen community against harmful effects of private market activities. At this time, the integrity of the public sector/government has been eroded because the established forms of regulation of the market are outmoded. This has permitted transnational corporations to argue that government should respond more to their agendas often at the expense of citizen needs and claims. At the same time, citizen movements have become more diverse and sophisticated. They represent an opportunity for revisioning the work of government and the public sector.

Risk management for targeting customs controls in developing countries: a risky venture for revenue performance?

Customs authorities in developing countries are often reluctant to forget systematic inspections for fear of risking revenue loss. Such physical inspections however, impede rather than facilitate trade. Control selectivity is therefore a key issue in customs administration reform. This paper shows how a sophisticated risk management method can facilitate trade by automatically and rationally selecting transactions, with the end result of actually enhancing revenue performance. Eric Hobsbawm's outline of the concept of social banditry suggest certain conditions of existence for that mode of primitive rebellion. Primary among these conditions are the presence of a ‘traditional peasant environment and the absence of ‘industrial capitalism’. This paper presents a critique of Hobsbawm's specifications, and suggest two alternative conditions: the presence of class conflict which unites direct producers, and the absence of effective, institutionalised political organisation of producers’ interests. This reformulation is illustrated by reference to the Kelly Outbreak in late nineteenth century Australia.

Abstract

In an effort to popularise the gas stove, boost sales and minimize the genuine and perceived dangers of using this volatile domestic appliance, late Victorian gas managers and stove manufacturers employed female cookery teachers to perform public demonstrations at trade exhibitions throughout the country. Eventually, these women comprised a special department of gas sales, calling directly on customers in their homes to offer personal instruction in the proper use and care of gas stoves. Part social workers, part salesgirls, the ‘lady demons’, short for lady demonstrators, moved between the traditionally gendered separate spheres of work and home, consciously constructing a professional image that reconciled the social tensions of this new occupation. They offer an early example of women's entrance into the corporate business world, the feminisation of consumption, and the combination of customer service with social welfare.
