This note argues that NGOs and academics are increasingly being pushed to collaborate by their respective ‘impact’ agendas. And a growing number of individuals who traverse both worlds are advocates for a much closer relationship to facilitate the theory-data interaction that lies at the heart of knowledge creation in international development. But different cultures and institutional constraints create challenges in making this collaboration work. A number of practical pointers are outlined for overcoming these obstacles, arguing that keeping the ultimate beneficiaries in focus is the best foundation for constructing a shared agenda in development research.

Cette note soutient que les ONG et les universitaires sont de plus en plus incités à collaborer par leurs ordres du jour liés à l'« impact » respectifs. Et un nombre croissant d'individus qui appartiennent aux deux milieux préconisent une relation beaucoup plus étroite afin de faciliter l'interaction théorie-données qui est au centre même de la création de connaissances dans le développement international. Mais les cultures différentes et les contraintes institutionnelles engendrent des difficultés au moment d'assurer le bon fonctionnement de cette collaboration. Un certain nombre de conseils pratiques sont proposés pour surmonter ces obstacles, et on soutient que la meilleure fondation pour la construction d'un ordre du jour commun dans la recherche pour le développement consiste à garder en tête qui sont les bénéficiaires.
Resolviendo las dificultades a nivel de la colaboración entre ong y académicos en la investigación para el desarrollo
La presente nota sostiene que, cada vez más, las ong y los académicos son impulsados a colaborar entre ellos debido a sus respectivas agendas de “impacto”. Asimismo, un creciente grupo de personas que conoce ambos ámbitos aboga por el establecimiento de una relación aún más estrecha, a fin de facilitar la interacción entre teoría y realidad, meollo de la creación de conocimientos en el ámbito del desarrollo internacional. Sin embargo, las diferentes culturas y las limitantes institucionales generan impedimentos para el funcionamiento de dicha colaboración. El artículo establece un bosquejo de ayudas prácticas que posibilitarían eliminar dichos impedimentos, sosteniendo que mantener presentes a los beneficiarios últimos constituye el mejor cimiento para la construcción de una agenda compartida en el ámbito de la investigación para el desarrollo.

Much of the recent political dialogue in the U. S. A. has included criticism of government bureaucracy.An especially significant response to this criticism was developed by Gary L. Wamsley and others in what has been c:alled the ‘Blacksburg Manifesto.’ They use the concept of the Agency Perspective to provide a basis for the legitimacy of a role in the governance process for public administration. This essay explores the application of the concept of the Agency Perspective, which was developed primallly with reference to the national government, to local government and considers the implications of the Agency) Perspective for the future role of local government administration. The essay concludes that the concept of the Agency Perspective fits local governments as well. If these arguments meet with widespread acceptance, this suggests a growing, more active role for public administration in U. S. local governments. 相似文献
Why do elections held in the shadow of civil wars sometimes generate more violence in already war-torn societies, while in other circumstances they do not? This article develops a conceptual framework based on three clusters of factors to analyse the conflict-generating aspects of elections in war-torn societies: the key actors in the electoral processes; the institutions of elections; and the stakes of the elections. Two types of war-related elections are distinguished: elections held during an ongoing civil war, and elections held in the post-war period when peace is to be implemented. While different in many respects, the two contexts share critical characteristics through their association with the legacy of warfare. Several important implications emerge from the analysis. First, relating to militant and violent actors, incentive structures need to be altered by addressing both the opportunities and means of violence. Second, to prevent inducements for violent behaviour, institutional arrangements – including electoral commissions – have to be crafted with consideration given to local conflict dynamics and the history of violent conflict. Finally, the stakes of elections in war-shattered societies can be reduced through, for instance, constitutional pact-making and the oversight of external actors in electoral processes. 相似文献
This article analyses the state of democracy in the world in 2018, and recent developments building on the 2019 release of the V-Dem dataset. First, the trend of autocratization continues and 24 countries are now affected by what is established as a “third wave of autocratization”. Second, despite the global challenge of gradual autocratization, democratic regimes prevail in a majority of countries in the world (99 countries, 55%) in 2018. Thus, the state of the world is unmistakably more democratic compared to any point during the last century. At the same time, the number of electoral authoritarian regimes had increased to 55, or 31% of all countries. Third, the autocratization wave is disproportionally affecting democratic countries in Europe and the Americas, but also India’s large population. Fourth, freedom of expression and the media, and the rule of law are the areas under attack in most countries undergoing autocratization, but toxic polarization of the public sphere is a threat to democracy spreading across regimes. Finally, we present the first model to predict autocratization (“adverse regime transitions”) pointing to the top-10 most at-risk countries in the world. 相似文献
Allele frequencies for the ten STRs included in the AmpFlSTR SGM Plus kit were determined in a sample of 320 unrelated individuals born in the region of Warmia and Mazury (NE Poland). Postmortem redistribution (PMR) constitutes a multifaceted process, which renders the analytical results of drug concentrations inaccurate to be interpreted by forensic toxicologists. The aim of the present study was to evaluate whether quantitative structure–activity relationship (QSAR) methodology could serve as an effective tool to estimate the ability of drugs to redistribute across tissue barriers during postmortem period on the basis of their molecular, physicochemical and structural properties. In this aspect, multivariate data analysis (MVDA) was applied to a set of 77 structurally diverse drugs. PMR data expressed by the central:peripheral concentration ratio (C:P ratio) was taken from the literature. An adequate and robust QSAR model (R2 = 0.65, Q2 = 0.56, RMSEE = 0.34) was established for 59 (77%) out of 77 drugs. Although the derived QSAR model presented limited applicability, it provided an informative illustration of the contributing molecular, physicochemical and structural properties in PMR process. Drugs with strong basic properties and enhanced molecular size, flexibility, lipophilicity and number of halogens were found to be susceptible to increased PMR. Due to the high complexity of PMR process, further QSAR studies need to focus on structurally related drugs to develop more specific models, which could serve as alternative tools to evaluate PMR for different chemical classes. 相似文献
Flemish emigration during the nineteenth and twentieth centuries is too complex to be dealt with definitively in a single article. Our main objective is to provide an overview of the migration towards France and Wallonia by looking at its chronology, and the spatial distribution of emigrants and their descendants. In this effort, patronym distribution is very helpful. As markers of migratory movements, patronyms from a collection of nominative lists give us a handle on migration flows as no other evidence can. Comparing France and Wallonia, the two destination areas, it is possible to see similarities between types of migrants: workers in heavy industry, workers in the agricultural sector, and workers engaged in domestic services. In addition, three phases may be identified in the arrival of a Flemish population in France and Wallonia: an emigration phase, an integration phase, and a redistribution phase. The last phase is also part of the urbanization process and is linked with upward social mobility. 相似文献
ABSTRACT Local policy-makers’ incentives to address an issue is conditioned by how they perceive public attention. Our study focuses on drinking water management at the municipal level in Sweden. Provisioning and management of drinking water is a responsibility of the local governments. Interviews with local politicians and public administrators in seven municipalities reveal that local policy-makers think that citizens view provisioning of drinking water as a taken for granted service, and also lack knowledge of and interest in drinking water issues. Public attention is further seen as a double-edged sword since engagement in water issues often is a result of problems with water provision. The findings are discussed from a theoretical perspective of the role of agenda-setting in public policy. It is argued that the view of policy-makers of citizens as unengaged negatively affects the incentives to bring drinking water to a prominent place on the local policy agenda. 相似文献
