They are from within us: CVE brokerage in South-central Somalia

ABSTRACT

This article explores how societal actors in Somalia take part in a transnational politics of countering/preventing violent extremism (CVE/PVE) through a political sociological approach to militarisation. We argue that the transnational politics of CVE represents an extension of global militarism by some states, institutions, donors and brokers. CVE works to adapt global militarism and to reconfigure the global-local relationships that sustain it. We explore the roles and influence of local ‘CVE brokers’ in deradicalisation efforts in South-central Somalia. They inadvertently merge the counter-terrorism approach to Somali people, values and territory with non-military means. We show that their key practices – co-ordination, translation and alignment – advance, but also disrupt, alter and transform CVE policy objectives.     

How practices do not matter

Abstract

In his most recent work, Sangiovanni has retreated from his stronger claims about practice-dependence. Instead of claiming that principles of justice must be practice-dependent, he now expresses his claim in a modal form, arguing that there are several ways in which practices may matter. While merely mapping out the logical space of possibilities seems to look like a modest ambition, the conditions for when practices do matter according to Sangiovanni’s analysis are easily met in actuality. Consequently, if he is right, the practice-dependent approach covers a significant number of political theories. Sangiovanni’s main claim is that higher-level principles with an open texture, which include most higher-level principles in political philosophy, justify a practice-dependent method in the form of a mode of application called ‘mediated deduction,’ according to which a thoroughgoing investigation is made of the nature of the target practice. Our task in this paper is to reject this claim. This is done in two steps. First, we question Sangiovanni’s distinction between instrumental application and mediated deduction, arguing that it remains unclear whether it marks out two sufficiently distinct ‘modes’ to do any theoretical work. Second, we argue that the practice-dependent method is not required even if two such modes are established.     

From Aftermath to Peace: Reflections on a Photography of Peace

International Relations (IR) literature on the visual construction of the international does not systematically engage with the visualisation of peace. In this article, I make photographic discourses available to IR scholars interested in the visual construction of the international and invite IR scholars to substantialise these discourses based on their specialist knowledge on war, violence, conflict and peace. I engage with aftermath photography by challenging its almost exclusive focus on war and the legacy of violence. Furthermore, I engage with Fred Ritchin's notion of peace photography and Cynthia Weber's attempts at visualising peace. Problematising claims to universality, generalisability and causality, I emphasise that the relation between images and peace is episodic, not causal; that visions of peace, reflecting specific cultural configurations, cannot claim universal validity; and that peace photography has to move beyond aftermath photography's focus on the legacies of the past. Finally, I briefly look at the work of Joel Meyerowitz and Rineke Dijkstra, the one displaying aftermath as a beginning sustaining power, the other photographically accompanying a person's adaptation to a new, more peaceful environment.     

L'offre active de services de santé mentale en français en Ontario et au Manitoba : les rôles clés des instruments et des outils

This article is based on the results of a survey carried out in 2019 to document health managers and professionals’ knowledge concerning their linguistic obligations and the tools promoting active offer in the field of mental health in French, in Ontario and Manitoba. The working hypothesis is that knowledge of the obligations and available tools can contribute to a successful offer of services in French. The more professionals and managers understand their obligations, the more tools they can use to fulfill them. The study shows that there is indeed a link between knowledge of obligations and the use of tools to provide an active offer of mental health services in French. It also highlights the key role of tools to provide French services actively.     

Dermestes maculatus (Coleoptera: Dermestidae) development under fluoxetine effect using two drug administration models

Fluoxetine is a selective serotonin reuptake inhibitor, commonly used for the treatment of a variety of psychopathological conditions. As such, fluoxetine may be expected to appear in clinical and forensic cases. Dermestes maculatus De Geer (Coleoptera: Dermestidae) has been recognized as a relevant component of the insect fauna associated with decomposing human and animal remains. Experiments were conducted to study the effect of fluoxetine on developing D. maculatus using two‐drug administration models: a non‐living animal model (pork muscle) and a living one (Sus scrofa L. pigs). We assessed the duration of immature stages and total life cycle, as well as morphological parameters (body length, cephalic width, and weight). The effect of fluoxetine was studied at an overdose concentration: In the non‐living animal model the drug was mixed with macerated pork muscle (2000 mg/kg) and in the living animal model, pigs were given the drug orally (833 mg/kg). A control was used for each model. Daily observations were performed from the beginning to the end of the experiments. GC‐MS was used for drug detection and quantification. There were no statistically significant differences in the duration of immature stages, life cycle, larval mortality, morphological parameters, or sex ratio, between treatment and control, regardless of the drug administration model. Given that fluoxetine had no detectable effect on the development of D. maculatus, detection of this drug in forensic situations would not compromise the accuracy of PMI estimations.     

Violence in the city that belongs to no one: urban distinctiveness and interconnected insecurities in Nairobi (Kenya)

ABSTRACT

Rapid urbanisation in the global South has prompted attention to the causes and dynamics of urban violence. Yet, much research tends to either analyse urban violence without attention to the broader conflict complexes of which it forms a part, neglecting linkages between different forms of urban violence and between urban and rural dynamics, or conversely study violence in cities without acknowledging the particularities of the urban context. In this article, we conceptualise urban violence, theorise how it is shaped by urban dynamics and explore its manifestations in Nairobi, Kenya. We find that while Nairobi is not uniquely violent inside Kenya, violence takes on distinct urban forms given city-level processes, and also that urban violence has led to policies that increase securitisation and militarisation of the city. Our analysis thus improves knowledge of how criminal and political violence is shaped by and shapes the stability of developing cities.     

Judicial Politics on the Ground

This symposium focuses on judicial politics at the micro level. Its aim is to shed light on justice in action, drawing on an ethnographic approach to explore the routine decision‐making practices of judges and other legal actors, and to study their interactions with citizens and politicians. Each article is based on close observation of the interactions between legal professionals and administrative actors who are at the frontline in local and lower courts. By examining a variety of jurisdictions around the globe, the articles in this symposium offer fresh insight into “judicial politics on the ground.”
