This article provides a critical overview of Public-Private Partnerships (PPPs) in Russia and Kazakhstan and examines the rationale underpinning such partnerships. The analysis discusses the reasons why governments in Russia and Kazakhstan focus principally on concessions as a form of PPP and goes on to provide a critical assessment of the key approaches and situational factors relating to concessions in these two countries.

The article finds that external globalization impulses pressed Russia and Kazakhstan to align their policies and institutions with western orthodoxy and perceived international best practice. An ever-increasing emphasis on use of PPPs has been a key feature of this alignment. However, the governments of Russia and Kazakhstan have increasingly resorted to concessions as progress with the development and implementation of Western style PPP models has stalled. This article concludes that the governments of Russia and Kazakhstan have demonstrated an overly optimistic approach to PPP and as a result may have substantially understated their overall concessional risks and costs. Features of Russian and Kazakhstani PPP arrangements such as ambiguity in output specification and extensive reliance on government subsidies, combined with lack of expertise of private partners, may significantly decrease concession benefits.  相似文献

11 September woke the world up to the scourge of the twenty-first century—suicidal terrorism. Hostage-taking coupled with suicidal terrorism is its newest variant, played out in a Moscow theater in late October 2002. Forty Chechen terrorists armed with automatic rifles, grenades and self-detonating bombs announced to 800 plus hostages that the event was a suicide mission. The standoff ended when Russian Special Forces gassed and stormed the building, killing all the terrorists. Suicidal terrorists are rarely, if ever, observed in action. In the first months after the event, an American psychologist collaborated with Russian Academy of Sciences colleagues to collect interviews from the hostages. This article reports on hostages’ observations, interactions and conversations with the 40 suicidal terrorists.  相似文献

This study aims to investigate how Al Qaeda uses the Internet for military training and preparation. What kind of training material is available on jihadi webpages, who produces it, and for what purpose? The article argues that in spite of a vast amount of training-related literature online, there have been few organized efforts by Al Qaeda to train their followers by way of the Internet. The Internet is per today not a “virtual training camp” organized from above, but rather a resource bank maintained and accessed largely by self-radicalized sympathizers.  相似文献

There are two important phenomena at work relating to migrant labourers, and in particular to “caregivers” or “carers,” in the labour market of contemporary Taiwan. First, the formulation and promotion by brokers of nationality-based stereotypes that tend to channel migrant workers of different nationalities into different segments of the labour market. In terms of gender, women are predominantly channelled into sectors that are vulnerable to exploitation and abuse. In the category of care giving, we see a trend toward a hierarchical structuring between Filipinas and Indonesians, with Indonesian women often doing the dirtier and more demanding jobs of caring for the sick and elderly. Second, despite the fact that the majority of Indonesian women workers are contracted to work as carers, a significant number actually work in various capacities in family businesses as well as working as maids in the family home. This reality does not reflect the picture projected by government statistics on migrant workers in Taiwan. Nor indeed is it given sufficient recognition in the research on Filipina domestic workers in Taiwan, which, for the most part, focuses on domestic workers working in that capacity. What appears to be a tightly controlled arena for migrant workers is, in fact, open to manipulation often resulting in a “double-exploitation” of the Indonesian woman worker.  相似文献

This article deals with the fact that central–local relations in a multilevel system often seems to create tensions. A district council reform in the city of Bergen, Norway intended to decentralise authority within the political system of the city ended up with a more centralised relationship between central and local levels. With this observation as a point of departure we categorise decentralisation according to the degree of discretion available for the local level concerning a) objectives and b) means to reach the objectives. By combining these dimensions we identify two types of decentralisation; administrative and political. We claim that all central–local relations will exert features of both types. The mere presence of political bodies is therefore not sufficient to characterise a specific relation as politically decentralised. We conclude the article by discussing some conditions for successful multilevel governance. The conditions draw on experiences from the Bergen district reform, but may have relevance in a wider context.  相似文献

Female suicide terrorists do not differ significantly from their male counterparts in terms of individual motivations. Although societal oppression may play a minor role in their self-recruitment to terror organizations women do not bomb themselves primarily to drive a feminist cause. Instead they act out of motivations inside conflict zones of trauma, revenge, nationalism, expression of community outrage and in non-conflict zones feelings of alienation, marginalization, negative self-identity, and a desire to act on behalf of those inside conflict zones. Groups find it to their advantage to use female bombers as they receive more media attention, increased sympathy for the terrorist cause, are able to pass security measures more easily than men, and are more dispensable because they are rarely in leadership positions.  相似文献

Mixed DNA profiles are being encountered more frequently as laboratories analyze increasing amounts of touch evidence. If it is determined that an individual could be a possible contributor to the mixture, it is necessary to perform a statistical analysis to allow an assignment of weight to the evidence. Currently, the combined probability of inclusion (CPI) and the likelihood ratio (LR) are the most commonly used methods to perform the statistical analysis. A third method, random match probability (RMP), is available. This article compares the advantages and disadvantages of the CPI and LR methods to the RMP method. We demonstrate that although the LR method is still considered the most powerful of the binary methods, the RMP and LR methods make similar use of the observed data such as peak height, assumed number of contributors, and known contributors where the CPI calculation tends to waste information and be less informative.  相似文献

Victim–offender mediation (VOM) programs have gained considerable popularity in juvenile courts, yet little is known about how these programs actually influence offenders. This paper explores young offenders’ subjective experiences of voluntary participation in a county‐run VOM program in Minnesota. The authors conducted in‐depth, qualitative interviews with seven young offenders (aged 15–24), and four sets of their parents, who had recently participated in a VOM session with their crime victim(s). Data analysis revealed varying motivations for the offenders’ participation in the sessions, a range of emotional consequences, and some potential for enduring behavior change. Based on these findings, the authors propose guidelines for future practice and research with young people involved in mediation, conferencing, and restorative justice programs.  相似文献

The article analyzes the census records for Sao Cristovao in 1870 to determine the proportions of single mothers in the population and whether they were living in female-headed households, as companheiras in male-headed households (in consensual union), or as agregadas or dependent members of a household headed by someone else, who was not the sexual partner of the single mother. The socio-economic and racial characteristics of the single mothers are also compared to each other and to the married population. The data suggest that approximately one-third of single Brazilian mothers and their children were living in informal two-parent relationships. These women were not substantially different from the two-thirds of single mothers who were living either as female heads of households or as dependents in other households, in terms of race, age, or occupation. Women who were female heads of households were somewhat older than the average single mother in a consensual union, and the women living in dependent situations were slightly younger. The greatest difference between these two groups of women is that many married mothers had no occupations while the vast majority of single mothers listed professions. The baptismal records of illegitimate babies suggest that the vast majority of them had ritual kinfolk, and some were grandparents involved in their baptisms and perhaps also in their daily living arrangements.  相似文献

Abstract

This article considers the trajectory and effectiveness of policy, procedures and practice in the UK since the early 1990s in responding to young people who display problematic and harmful sexual behaviours. It draws on data from three publications in which research, policy and practice in the last 20 years have been reviewed. Key themes raised by Masson and Hackett are revisited including: denial and minimisation; terminology and categorisation; similarities with other young offenders; the child protection and youth justice systems; and assessment and interventions. The authors find that there is improvement in recognition of, and practice in response to, this group of young people, but good practice standards are inconsistently applied. With devolution of political powers, Scotland and Northern Ireland are now embarking on a more strategic response than England. The absence of a public debate and prioritising of primary prevention of child sexual abuse is noted.  相似文献
