Game of Power Within the French Urban Landscape: A Socio-legal Semiotic Analysis of Communication,Vision and Space

This paper explores the role and impact of advertising in the French urban planning on citizens’ perception with a close examination of the implications and connections between citizens and outdoor advertising. Significant changes in quantity and form of outdoor advertising have been defined under French regulations. Our knowledge is now mass mediated in public spaces. More and more visible and gargantuan advertising signs surround and even invade our environment for strict commercial benefits. The ‘invasion’ of commercial signs can be compared to a visual pollution affecting our perception, autonomy in thinking and health depending on the part of the population being considered.     

Fiscal Responses to COVID-19: Evidence from Local Governments and Nonprofits

The rate of expansion and the breadth of COVID-19 caught the world by surprise. From the perspective of nonprofit and public entities responsible for service provision, this pandemic is also unprecedented. The authors offer a RISE framework for navigating the fiscal effects of COVID-19 and rely on recent surveys to assess the response strategies of local governments and nonprofit organizations. They find that many nonprofits were hit fastest and hardest by the pandemic and that local governments are, essentially, trying to figure out their financial condition moving into the next budget cycle.

Why Assessing Estimative Accuracy is Feasible and Desirable

The US Intelligence Community (IC) has been heavily criticized for making inaccurate estimates. Many scholars and officials believe that these criticisms reflect inappropriate generalizations from a handful of cases, thus producing undue cynicism about the IC's capabilities. Yet there is currently no way to evaluate this claim, because the IC does not systematically assess the accuracy of its estimates. Many scholars and practitioners justify this state of affairs by claiming that assessing estimative accuracy would be impossible, unwise, or both. This article shows how those arguments are generally unfounded. Assessing estimative accuracy is feasible and desirable. This would not require altering existing tradecraft and it would address several political and institutional problems that the IC faces today.     

“To Make It Brilliantly Apparent to the People of Australia”: The Pilbara Cooperative Movement and the Campaign for Aboriginal Civil Rights in the 1950s

During the 1950s an Aboriginal mining cooperative in Western Australia's Pilbara attracted widespread interest as a model for addressing Aboriginal disadvantage throughout Australia. Individuals and organisations involved in the struggle for equal rights for Aboriginal people learned what they could of the ideology, operation and history of the cooperative, chiefly through the writing and speeches of its non-Aboriginal leader and spokesman, Don McLeod. They saw in the Pilbara cooperative a model of Aboriginal-directed change which contrasted markedly with the tutelary monocultural approach of individual “advancement” which characterised state and Commonwealth government assimilation policy at the time. The intense interest shown in the cooperative by the Victorian Council for Aboriginal Rights, in particular, provides evidence that throughout the 1950s campaigners sought alternative solutions to Aboriginal disadvantage to those proposed under assimilation policy.
