Very little is known about how relationships between people with disabilities and their paid support workers are positioned in policy. With the policy shift toward choice of provider, individualised approaches, person centredness and self‐directed funding, the nature of their relationship assumes a more prominent role in the quality of support practice. The policy analysis in this article explores the extent to which current disability policy acknowledges, promotes, or diminishes the relationships between people with disabilities and workers, in their organisational context. It uses Honneth's conditions for recognition—love (cared for), rights (respected) and solidarity or social esteem (valued)—to understand how policy positions mutuality in the relationship. The policy review applied a three‐stage process: categorisation of policies, textual analysis and content analysis to policy documents at four levels—international, Australian federal, state and organisational in two case studies. The analysis revealed that while a rights framework is explicit in most policies, the emphases on the conditions for recognition within a relationship between people with disabilities and workers are compromised in instructional policies that attempt to manage the tension between choice and risk, particularly at the organisational level. 相似文献

Australia's National Electricity Market (NEM) became unstable in 2016/2017 after 20 years of consistent performance. The South Australian grid collapsed on 28 September 2016 – Australia's first black system event since 1964. Wholesale prices in the region trebled to $120+/MWh; soon after Hazelwood power station announced its exit with just 5 months’ notice. The problem spread as prices elsewhere doubled to $89/MWh from a long‐run average of $42.50. The NEM is experiencing a supply‐side crisis. Consistent with the requirement to decarbonise the system, aged coal‐fired generators are exiting but decades of climate change policy discontinuity has frustrated the entry of new plant. Long‐dated capital‐intensive asset industries like electricity supply anticipate a conventional policy cycle. What they have experienced instead is consistent with garbage can theory. Policy clarity may be emerging for only the second time in two decades. As with the NEM, its durability will depend on cooperative federalism. 相似文献

This report describes a suicide case by acute arsenic intoxication via intravenous injection. A 30-year-old woman injected arsenic As (V) (sodium arseniate disodique: Disodium Hydrogena Arsenik RP) in a successful suicide attempt. Three hours following administration, the woman developed severe digestive symptoms. She was admitted to a hospital and transferred to the intensive care unit within 12 h of the massive administration of arsenic. Despite therapeutic efforts, over the next 2 h she developed multiorgan failure and died. A postmortem examination was performed. Pulmonary edema and congestion of liver were apparent. As (V) and As (III) were determined by high performance liquid chromatography and inductively coupled plasma mass spectrometry after mineralization of samples by concentrated nitric acid. Toxicological analysis revealed high concentrations of arsenic in biological fluids as well as in organs. Histopathological examination showed a typical indication of myocarditis. These findings were in agreement with acute arsenic poisoning. The symptoms developed by this young woman (intoxication by intravenous administration) were comparable to oral intoxication. The clinical signs, survival time, and administration type are discussed in light of the literature on acute and chronic arsenic poisoning. 相似文献

This study deals with the frequency with which expert psychiatrists and psychologists make structural or nosographic diagnoses within the context of expert assessment.Thus, the rates of concordance between psychiatrists and psychologists in both types of diagnoses will be assessed.To do so, the level of inter-observer agreement on diagnoses between 1990 and 2003 was studied retrospectively in France through psychiatric and psychological assessments of 505 male offenders. The assessment of the correlation rates was carried out using the Kappa coefficient.The results show a range of 0.55 to 0.71 in inter-observer (psychiatrists vs psychologists) agreement for structural diagnoses, and 0.51 to 0.89 for nosographic diagnoses.In addition, a marked correlation between psychiatrists and psychologists may be noted regarding abstention in both structural (k = 66) and nosographic (k = 73) diagnoses. In fact, recommendations are made for improvement in the consistency of offender assessment in the psycho-legal French context. 相似文献

Foubert, Godin, and Tatum describe qualitative effects among college men of The Men's Program, a one-session sexual violence prevention program. This article and the program it describes are representative of many sexual violence prevention programs that are in practice and provide an opportunity for a brief discussion of the development and evaluation of sexual violence prevention approaches. In this commentary, we will focus on two considerations for an evolving field: the adherence to the principles of prevention and the use of rigorous evaluation methods to demonstrate effectiveness. We argue that the problem of sexual violence has created urgency for effective prevention programs and that scientific and prevention standards provide the best foundation to meet this need. 相似文献

The Australian Public Service and Policy Advising: Meeting the Challenges of 21st Century Governance
This concluding article summarises the case study findings comprising the Special Issue on ‘Advising Australian Federal Governments: Assessing the Evolving Capacity and Role of the Australian Public Service’, identifies and discusses cross‐cutting issues, and considers strategic implications for future practice and research. It reviews key findings from six case studies – Treasury, Prime Minister and Cabinet, Intergovernmental Relations, Housing, the BER Stimulus program, and Defence – and assesses the policy advising capacity of the Australian Public Service, with a focus on the policy‐political interface between governments and officials. Putting recent experience in historical context, it considers the performance of the Commonwealth's policy advisory system, the impact of prime ministers and centralisation, the link between advising and analytic capacities, the system's resilience and readiness, whether recent dissatisfaction over APS advising reflect lack of capacity or a culture clash, and the responsibility for ensuring high‐quality policy advice. It recommends developing a more systematic approach to assessing policy advising capability, building on recent APS reforms. 相似文献

Much of the existing research on the prevalence and consequences of peer victimization focuses on “bullying” at school, often
omitting from consideration non-bullying types of peer victimization as well as events that occur outside of school. The purpose
of this study was to examine past-year exposure to peer-perpetrated victimization, occurring both within and outside of school
contexts, among school-aged children in the United States. The study is based on a representative sample of 2,999 youth ages
6–17 (50% female; 45% non-white) from the 2008 National Survey of Children’s Exposure to Violence (NatSCEV). Findings revealed
age, gender, race, and family structure variations in many forms of peer victimization and demonstrated significant independent
and cumulative effects of six different types of peer victimization (physical assault, physical intimidation, emotional victimization,
sexual victimization, property crime, and internet harassment) on trauma symptoms. Findings also showed that, although victimization
at school is substantial, a considerable proportion of peer victimizations occur away from school contexts. The findings highlight
the importance of comprehensive measurement of multiple forms of peer victimization that occur both at school and elsewhere,
rather than focusing exclusively on traditional measures of school-focused bullying. 相似文献

The developmental period characterized by the transition from childhood and elementary school to early adolescence and middle
school has been associated with increases in aggressive behavior and peer victimization. Few longitudinal studies, however,
have examined the stability of aggression and victimization during this critical transition. This study uses latent class
analysis (LCA) to examine patterns of aggressive behavior and victimization during the transition to middle school among urban,
public school students (N = 458; Girls = 53%; Latino/a = 53%; M age at t1 = 10.2 years). Independent LCA models were conducted using self-reported data assessing subjects’ involvement in
aggressive conduct and victimization during the spring semesters of grades four, five, and six. Elementary school students
in the fourth grade initially belonged to one of four groups identified as aggressor, victim, aggressor-victim, and uninvolved
latent classes. Contrary to prior research, membership in these classes changed significantly by the time students completed
their first year of middle school with most youth participating in episodes of aggression and victimization during the transition.
Six common paths that describe patterns of aggressive behavior and victimization from the last two years of elementary school
to the first year of middle school were found. Findings are discussed in the context of social dominance theory and prior
research that has found greater stability in aggression and victimization among early adolescents. 相似文献
