The rules of the road form part an international willingness to simplify the understanding of road regulations worldwide. There is still an attempt to harmonise all regulations, but some countries are reluctant to do so as they fear a loss of their domestic sovereignty. Indeed, with the increase in car use for private or professional reasons, accidents have become one the central issue in international politics; and one way to curb accidents is said to have a universal visual road semiotics. However as this cultural discernment of road signs in civil society (i.e. visual encoding) has become popular, many other forms of use have derived from it for other purposes than road regulations.  相似文献

In 1996, members of the Supervised Visitation Network approved initial standards and guidelines for practice. The approach taken was to develop standards of good practice that could be both educational and advisory. It was recognized that the standards as approved were a start and also that they would need to be revised with time and experience. That review is currently in process. The standards and guidelines are published here to reach practitioners in the field, including attorneys and court personnel whose clients require supervised visitation, and to encourage comments and debate. This introduction reviews the evolution of the guidelines, outlines the contents, and identifies areas needing further development.  相似文献

This article assesses the legal regulation of marriage and cohabitation in Britain and outlines a growing need and desire for the currently confused law to be amended despite what has been termed 'the normal chaos of family law'. It adds to the topical debate about 'couple regulation' and argues that law should protect the function rather than the form of relationships. This argument is supported by recent Nuffield Foundation funded research, which draws on a major attitudinal survey of over 3000 respondents' views about marriage, cohabitation and the law and a number of in-depth interviews with current and former cohabitants. This research supports the view that cohabitation is now an accepted parenting and partnering structure across Britain, and that this ought to be reflected in a 'reflexive' approach to legal regulation in this sphere.  相似文献

This article reports the results of an empirical research project on the police investigation of harms caused by occupational safety crimes in Finland. It begins with a theoretical discussion of how those harms are excluded from mainstream criminal justice discourse by a range of obscuring mechanisms and the role that policing plays in maintaining and constituting a social order that marginalises safety crime. The paper uses an empirical study of safety crimes reported to the police in Finland. The study, located in a rare case of a jurisdiction in which safety crimes are the responsibility of mainstream policing agencies, will be used to explore the possibilities for stretching the legitimate parameters of criminal justice intervention. In order to do so, the analysis explores features of the ‘structural’ readiness of the state and the ‘conceptual’ readiness of police officers to criminalise those harms. The paper concludes on the value of those findings for understanding how safety crimes might be mainstreamed into policing systems more generally.  相似文献

The literature often contrasts interest groups possessing insider status and outsider groups forced to seek influence through more indirect means. Drawing on data from a survey of all national Danish interest groups, this article demonstrates that most groups have an action repertoire including both direct contacts to bureaucrats and parliamentarians and indirect activities such as media campaigns and mobilizations of members. Different strategies of influence are correlated positively, hence, there is no contradiction between pursuing strategies associated with insider access to decision-making and strategies where pressure is put on decision makers through media contacts and mobilizations. An analysis of four distinct strategies – an administrative, a parliamentary, a media and a mobilization strategy – finds interesting variations in the factors that affect the pursuance of the various strategies of influence. Groups with a privileged position vis-à-vis decision makers have high levels of activities targeting these decision makers, but the lack of a privileged position does not lead groups to pursue indirect strategies. Indirect strategies are most intensively pursued by cause groups and groups who find themselves in a competitive situation with regard to attracting members.  相似文献

Effective October 1990, the Family Support Act (FSA) of 1988 extended the previously state-optional AFDC-Unemployed Parent (UP) program to all states. This policy was undertaken in an effort to reduce the two-parent penalty of the AFDC program, but little is actually known about UP and its influence on family structure. This study clarifies what is meant by “two-parent family” in the federal legislation and provides new evidence on AFDC's incentive effects. The empirical analysis makes use of the cross-state variation in the generosity of AFDC benefits and the presence (or absence) of AFDC-UP before the FSA of 1988. Specifically, these state-level data are appended to data from the 1987 National Survey of Families and Households (NSFH). A real advantage of the NSFH is that it allows for the identification of those truly eligible for the UP program-married and unmarried couples who have an “in-common” dependent child. The major empirical finding is that contrary to the hopes of Congress, a state's provision of a UP program is not found to encourage two-parent families.  相似文献
