The Emergence of Female Suicide Terrorists

Female suicide terrorists do not differ significantly from their male counterparts in terms of individual motivations. Although societal oppression may play a minor role in their self-recruitment to terror organizations women do not bomb themselves primarily to drive a feminist cause. Instead they act out of motivations inside conflict zones of trauma, revenge, nationalism, expression of community outrage and in non-conflict zones feelings of alienation, marginalization, negative self-identity, and a desire to act on behalf of those inside conflict zones. Groups find it to their advantage to use female bombers as they receive more media attention, increased sympathy for the terrorist cause, are able to pass security measures more easily than men, and are more dispensable because they are rarely in leadership positions.     

Public Value Dimensions: Developing and Testing a Multi-Dimensional Classification

Further integration of the public value literature with other strands of literature within Public Administration necessitates a more specific classification of public values. This article applies a typology linked to organizational design principles, because this is useful for empirical public administration studies. Based on an existing typology of modes of governance, we develop a classification and test it empirically, using survey data from a study of the values of 501 public managers. We distinguish among seven value dimensions (the public at large, rule abidance, balancing interests, budget keeping, efficient supply, professionalism, and user focus), and we find systematic differences between organizations at different levels and with different tasks, indicating that the classification is fruitful. Our goal is to enable more precise analyses of value conflicts and improve the integration between the public value literature and other parts of the Public Administration discipline.     

Reportlng of performance measures for federal agencies: the initial impact of the chief financial officer act of 1990

The Chief Financial Officer Act of 1990 requires the preparation and audit of financial statements for many federal government programs and agencies. The first comprehensive set of financial statements prepared to meet the provisions of the CFO Act were for the fiscal year ended September 30, 1991 and were published in CFO Annual Reports due in August of 1992. This paper presents the results of a study of performance measurement in the fiscal year 1991 financial statements of the sixty-three reporting entities filed as part of the 1992 CFO Annual Reports. The purpose of the analysis of performance measures included in the fiscal year 1991 financial statements was to determine to what extent the financial statements of each of the reporting entities included the various types of performance measures identified in the framework developed for this project. The paper also includes an in-depth analysis of the performance measures reprted by the Social Security Administration and the Department of Labor.

Public policy for business and the economy Ideological dissensus,change and consensus

A substantial literature shows that ideology, often describable on a conservative-liberal spectrum, is a significant independent variable influencing the formulation of public policy. The 1960s–1990s are frequently depicted as decades of ideological tumult. However, analysis of the editorials of major publications shows that substantial agreement existed on public policy directions for business and the economy throughout most of these years. Furthermore, in some policy areas initial dissensus was followed by significant movement toward consensus. A theory presented here based on the concepts of successful market operation, market misbehavior, and market breakdown explains in large part the reasons for this long term policy consensus as well as movement from dissensus to consensus.
