The Emergence of Female Suicide Terrorists

Female suicide terrorists do not differ significantly from their male counterparts in terms of individual motivations. Although societal oppression may play a minor role in their self-recruitment to terror organizations women do not bomb themselves primarily to drive a feminist cause. Instead they act out of motivations inside conflict zones of trauma, revenge, nationalism, expression of community outrage and in non-conflict zones feelings of alienation, marginalization, negative self-identity, and a desire to act on behalf of those inside conflict zones. Groups find it to their advantage to use female bombers as they receive more media attention, increased sympathy for the terrorist cause, are able to pass security measures more easily than men, and are more dispensable because they are rarely in leadership positions.     

Discount Rates for the Evaluation of Public Private Partnerships,by David F. Burgess and Glenn P. Jenkins (Eds.)

This article provides a critical overview of Public-Private Partnerships (PPPs) in Russia and Kazakhstan and examines the rationale underpinning such partnerships. The analysis discusses the reasons why governments in Russia and Kazakhstan focus principally on concessions as a form of PPP and goes on to provide a critical assessment of the key approaches and situational factors relating to concessions in these two countries.

The article finds that external globalization impulses pressed Russia and Kazakhstan to align their policies and institutions with western orthodoxy and perceived international best practice. An ever-increasing emphasis on use of PPPs has been a key feature of this alignment. However, the governments of Russia and Kazakhstan have increasingly resorted to concessions as progress with the development and implementation of Western style PPP models has stalled. This article concludes that the governments of Russia and Kazakhstan have demonstrated an overly optimistic approach to PPP and as a result may have substantially understated their overall concessional risks and costs. Features of Russian and Kazakhstani PPP arrangements such as ambiguity in output specification and extensive reliance on government subsidies, combined with lack of expertise of private partners, may significantly decrease concession benefits.     

Public Value Dimensions: Developing and Testing a Multi-Dimensional Classification

Further integration of the public value literature with other strands of literature within Public Administration necessitates a more specific classification of public values. This article applies a typology linked to organizational design principles, because this is useful for empirical public administration studies. Based on an existing typology of modes of governance, we develop a classification and test it empirically, using survey data from a study of the values of 501 public managers. We distinguish among seven value dimensions (the public at large, rule abidance, balancing interests, budget keeping, efficient supply, professionalism, and user focus), and we find systematic differences between organizations at different levels and with different tasks, indicating that the classification is fruitful. Our goal is to enable more precise analyses of value conflicts and improve the integration between the public value literature and other parts of the Public Administration discipline.     

Reportlng of performance measures for federal agencies: the initial impact of the chief financial officer act of 1990

The Chief Financial Officer Act of 1990 requires the preparation and audit of financial statements for many federal government programs and agencies. The first comprehensive set of financial statements prepared to meet the provisions of the CFO Act were for the fiscal year ended September 30, 1991 and were published in CFO Annual Reports due in August of 1992. This paper presents the results of a study of performance measurement in the fiscal year 1991 financial statements of the sixty-three reporting entities filed as part of the 1992 CFO Annual Reports. The purpose of the analysis of performance measures included in the fiscal year 1991 financial statements was to determine to what extent the financial statements of each of the reporting entities included the various types of performance measures identified in the framework developed for this project. The paper also includes an in-depth analysis of the performance measures reprted by the Social Security Administration and the Department of Labor.     

Teaching Experientially in the Undergraduate Community Psychology Classroom

Experiential learning is a useful teaching tool in the undergraduate community psychology classroom. In addition to improving student outcomes, experiential learning is particularly relevant for community psychology, as it aligns with several core values of the field and can prompt not only student learning, but also civic engagement, social justice, and community betterment. In this article, we provide an overview of the themed issue on “Experiential Teaching Practices in Undergraduate Community Psychology.” The issue contains a variety of experiential teaching examples that fall into three clusters: (a) individual and group service-learning exercises; (b) using community experiences to augment in-class learning outside of a service-learning context; and (c) ways of having students draw on prior out-of-class or in-class community experiences to increase student understanding.     

Polish ‘Temporary’ Migration: The Formation and Significance of Social Networks

This article is based on in-depth interviews with migrants in different locations in Poland and the UK and explores Polish migrant decision making in both countries. In particular, we ask how migrants build networks, how this influences their decisions about the duration of their stay abroad, and the implications of network building for community cohesion. Networks exist within the sending country; between the sending and the receiving country; within diasporas; and between diasporas and the receiving community. Our article considers the first three sections of this chain.
