Gender, ‘Race’, Ethnicity in Art Practice in Post-Apartheid South Africa: Annie E. Coombes and Penny Siopis in Conversation

Siopis has always engaged in a critical and controversial way with the concepts of ‘race’ and ‘ethnicity’ in South Africa. For politically sensitive artists whose work has involved confronting the injustices of apartheid, the current post-apartheid situation has forced a reassessment of their practice and the terms on which they might engage with the fundamental changes which are now affecting all of South African society. Where mythologies of race and ethnicity have been strategically foregrounded in the art of any engaged artist, to the exclusion of many other concerns, the demise of apartheid offers the possibility of exploring other dimensions of lived experience in South Africa. For feminists, this is potentially a very positive moment when questions of gender - so long subordinated to the structural issue of ‘race’ under apartheid - can now be explored. Penny Siopis' work has long been concerned with the lived and historical relations between black and white women in South Africa. The discussion focuses on the ambivalent and dependent relationships formed between white middle-class women and black domestic labour during apartheid. Siopis' work engages with how the appropriation of black women's time, lives, labour and bodies has shaped her ‘own’ history.     

A Liberal Republican "Cato"

In recent years the polarized debate surrounding the relative influence of the liberal and classical republican traditions on the political thought of the Founding Fathers has abated somewhat. Trenchard and Gordon's Cato's Letters , however, seen predominantly as a classical republican text, continues to be misread, resulting in a misinterpretation of the way in which it may have been read by the Revolutionary era generation. This article presents, evaluates, and subsequently rejects the arguments in favor of viewing the work of Trenchard and Gordon within the framework of either a classical republican or a neo-roman tradition. It argues instead that the authors fall squarely within a liberal republican tradition, embracing Locke, Mandeville, Hume, and Smith and suggests that it was in this vein that they were read by the Founding Fathers .     

Revisiting the Motivational Bases of Public Service: Twenty Years of Research and an Agenda for the Future

How has research regarding public service motivation evolved since James L. Perry and Lois Recascino Wise published their essay “The Motivational Bases of Public Service” 20 years ago? The authors assess subsequent studies in public administration and in social and behavioral sciences as well as evolving definitions of public service motivation. What have we learned about public service motivation during the last two decades? What gaps in our understanding and knowledge have appeared with respect to the three propositions offered by Perry and Wise? This essay charts new directions for public service motivation scholarship to help clarify current research questions, advance comparative research, and enhance our overall understanding of individuals’ public service motives.

Using Creative Assignments to Help Students Integrate Their Learning in a Campaigns and Elections Class

The ability to integrate learning—to make connections across classes or even within a single class—is integral to students becoming better learners, and to growing their capacity to perform as civic actors. We discuss an upper-level Campaigns and Elections class in which the course structure and assignments were set up to encourage students to integrate their learning. As part of the class, students played the role of state party committees during the 2016 presidential election, at first making arguments to devote more national party resources to their state campaign and then reporting back to the national party on how the election went in their state, and what the party must do to maximize its future success. Through coding of student final exam essay questions, we explore the degree to which students were able to achieve the integrative learning goals we had set for them, and examine factors that might help predict which students achieved these learning goals. We conclude by generalizing from our experience to discuss best practices for achieving integrative learning in our courses.     

Selecting Capital Investment Projects for Local Governments

Faced with burgeoning infrastructure needs and circumscribed capital revenues, local governments must perforce set priorities among competing capital projects submitted by their operating agencies. This process involves value choices and political resolutions in addition to technical considerations. This article finds current priority-setting procedures in need of improvement and suggests a framework for local government assessment and selection of capital investment projects.     

The malleability of attitudes toward the police: immediate effects of the viewing of police use of force videos

Purpose: To examine whether videos of controversial police interventions shape individual opinion and, consequently, if attitudes towards use of force are malleable in the short-term. Methodology: A self-administered survey was conducted among 248 undergraduate students as part of a larger project on attitudes towards police use of force. Two groups of respondents were asked general questions about the police: one group was shown fictional videos of controversial police interventions just prior to completing the questionnaire; the other was not. Findings: Results strongly suggest that videos of police interventions have significant effects on reported opinions about use of force: the group that watched the videos was more likely to report that the police frequently use force. Implications: The wide distribution of images by police organizations might have unexpected adverse effects on public attitudes.     

Traumatic Death in Ankylosing Spondylitis

Abstract: Ankylosing spondylitis (AS) is a chronic rheumatic disease that causes spinal rigidity with an increased risk of spinal fractures. We present a case report where a middle‐aged man, in apparent good health, died following a fall from his bike. Postmortem computed tomography (CT) showed several fractures in the cervical and thoracic spine, with displacement into the spinal canal as well as spinal changes consistent with AS. The cause of death was determined to be upper spinal cord injury caused by cervical spinal fractures that were facilitated by spinal rigidity from AS. Further investigation into the medical records revealed that the decedent had previously been treated for AS. This case report illustrates the importance of obtaining a detailed medical history when investigating deaths, including nonfatal conditions, such as AS. Furthermore, it shows the value of CT in the evaluation of the mechanism and manner of death.     

Ricochet of a Bullet in the Spinal Canal: A Case Report and Review of the Literature on Bullet Migration

Abstract: Ricochet of a bullet in the spinal canal is well known by neurosurgeons but relatively not a common event in usual medico‐legal autopsy practice. This article presents a homicide case of a penetrating gunshot injury of the lumbar spine through the T12‐L1 intervertebral foramen with active movement of the projectile within the spinal canal to the L5‐S1 level. This case illustrates a bullet intradural and intramedullary active movement because of a ricochet of the body of T12 with active redirection of the path. In the current literature, different types of migration in caudal or cranial direction, intradural, or intramedullary are reported. If spontaneous migration of T10 to S1 seems to be more frequent, some authors reported a C1 to S2 migration. Such migration could be asymptomatic or induce neurological impairment. The medico‐legal consequences of these migrations within the spinal canal are described.
