The issue is not whether a successful transition in Afghanistan is possible,it is rather whether some form of meaningful transition is probable-a very different thing.The answer is a modest form of strategic success is still possible,but that it is too soon to know whether it is probable.The Afghan government,the U.S.and its allies,and aid donors have not made enough collective progress to assign a clear level of probability.Equally important,it is too soon to know what level of forces they will maintain in Afghanistan through the end of 2014 and beyond,what levels of military and civil aid they will provide,and what level of success Afghanistan can achieve moving forward.  相似文献

Governments are increasingly using public‐private partnerships (P3s) to draw the private sector into more active participation in infrastructure development. Climate action initiatives have not typically yielded profitable results for the private sector, and might therefore constrain the placing of conditions by governments on P3 arrangements. This article investigates a major P3 infrastructure project in British Columbia – the Canada Line extension to Vancouver's urban rail transit network – and concludes that the P3 organization did not constrain the government's capacity to pursue policy objectives for climate action. This counterintuitive result occurred because public sector leadership enabled an effective engagement with environmental policy priorities.  相似文献

Marital violence studies of clinical populations of battered women indicate that, over time, violence becomes an habitual strategy for resolving conflicts resulting in escalation in frequency and severity of violence. This study examines the issue of continuity of marital violence among a national probability sample of female victims and male offenders. Findings indicate that among the general population, approximately one-half of all marital violence is suspended over a three-year period. Predictors of marital violence continuity were also investigated in an exploratory way.  相似文献

Recently published works, such Elaine Scarry's On Beauty and Being Just, have suggested the natural confederacy of the sensory appreciation of beauty and the achievement of social justice. Scarry (amongst others) has proposed that the opiated moment in which one is arrested by beauty's spell results in a ‘radical decentrification’, where under they who behold beauty are awakened to alterity and, consequentially, encouraged to realize an ethical agenda based upon just (sic) relations between people. The present article refutes the adequacy of the beauty - ethics - justice triptych and, instead, proposes that the entire variegated aesthetic quantum operates as the medium through which recognition of (in)justice reminds us of our responsibility to the other. As essentially inarticulate concepts, justice and responsibility are capable of ‘speaking’ to us through the channel of the aesthetic. The aesthetic is the plane of dialogue on which our felt appreciation of (in)justice prompts us to responsibility. The crimes committed by National Socialist Germany during the Second World War place Germany in a unique position for the Holocaust denial movement, and combine its so-called "academic" aspect with its political core. In no other country has the movement attracted so much publicity for its pernicious mixture of lies, distortions and half-truths as it has in Germany since the late 1980s. The introduction of laws in 1985 and 1994 that target " die Auschwitzlüge " (Auschwitz-Lie) changed the frequency of Holocaust denial in German public life, if not its nature. This article is an analysis of the German Holocaust denial movement since 1988, with an emphasis on the most important individuals and events that have influenced the movement's direction in this period. It also includes an examination of the laws that seek to stop its spread.  相似文献
