The role of the united nations in East Timor's path to independence

East Timor has been the subject of a substantial peace keeping and peace building operation. Will the role of the UN be judged a success? Despite the evident flaws in the operation, there is little doubt that the UN played an essential role in restoring peace and stability to East Timor. Even its most controversial episode, the 1999 ballot and surrounding violence, in hindsight, can be seen as a success given the constraints of the international environment at the time. The statements of leading Indonesian officials during 1999 betrayed an incorrect reading of the East Timor problem, and generally perpetuated the myth of a civil conflict between two politically opposed sides — the reality was that the violence was the near exclusive domain of the pro‐integrationist militia groups. East Timor has now undergone a massive reconstruction of infrastructure and aspects of governance, it has had constituent elections, and full independence is expected by mid‐2002.     

World society,international society and the colonization of Africa

This article utilizes an English School approach to examine the European colonization of Africa between 1871 and 1908. Drawing upon Clark's framework for understanding the relationship between world society, international society and international institutions, it argues that the colonization of Africa was very much dependent upon the activity of non-state actors who essentially pushed European states into the formal colonization of the African interior. Such a case sheds important light on the destructive role world society has played in international politics, a topic which has received no attention in the English School literature. Moreover the study provides additional empirical insights into the relationship between world society, international society and international institutions, while also bringing much needed empirical discussion of colonization into the English School catalogue.     

On Combat Effectiveness in the Infantry Platoon: Beyond the Primary Group Thesis

Since 2001, Western troops have been heavily engaged in combat in Iraq and Afghanistan raising once again the long-standing question of why small groups of soldiers are willing and able to fight together. Drawing on evidence from recent campaigns, and specifically focusing on American and British forces, this paper examines why small Western units have generally been effective in combat. Against the primary group thesis, originally proposed by Morris Janowitz and Edward Shils in 1948, the article claims that training and battle drills, not interpersonal relations, are the primary factor in generating performance on the battlefield. Moreover, high levels of training alters the relations between soldiers, giving rise to a core group which generates distinctive patterns of motivation.     

Suicide by pipe bomb: a case report.

While lying down, a 23-year-old man detonated an improvised explosive device placed behind his head. The posterior neck and shoulders were singed, and much of the brain was avulsed. Death was due to laceration and partial avulsion of the cerebrum, midbrain, and brain stem. The injuries had a directional nature. Facts derived from the scene investigation and gross dissection, including nature, distribution, and extent of the wounds, in conjunction with preceding medical and social history, allowed for a reasonable reconstruction of the circumstances.
