A number of social and psychological factors present in most adolescent parents place them at high risk for abusive behavior toward their children. However, current child abuse potential measures do not include adolescent samples as part of the psychometric data base. Consequently, the purpose of this study was twofold: (1) to investigate whether a Black adolescent sample would perform differently than an adult nonabusing sample on the Child Abuse Potential Inventory (CAP), and (2) to examine the relationship between history of abuse or witnessing violence to scores on the CAP. Results revealed that Black adolescents scored significantly higher than the adult normative sample on the CAP; consequently, cutoff scores need to be empirically established for adolescents. Additional analyses indicated that a history of abuse, as well as a history of witnessing violence, are associated with a high potential for abuse.  相似文献

Set against a backdrop of current public policy and case law, this study investigates Canadian attitudes toward affirmative action among both citizens and decision makers. We find low levels of support for such programs across a variety of contexts and intended beneficiaries, but we also discover that opinion on both sides of the issue is rather soft, for large portions of those taking positions on the matter are willing to reconsider their views when prompted. We interpret this finding as an indication of what Philip Converse has called nonattitudes. Thus, a substantial portion of Canadians appear to hold no genuine attitudes on the question of affirmative action and are relatively open to persuasion. In contrast, the preferences of those with stable attitudes are rooted in the tradeoff between values of equality and merit. Implications for policy activists in this issue area are discussed.The research reported here is part of a large project supported by the Social Sciences and Humanities Research Council (Grant No. 411-85-001). The Controlled Substances Act (CSA) is the prevailing "drug abuse" control statute in the United States. Its manifest objective is to prevent or reduce drug use's "substantial and detrimental effect on the health and general welfare of the American people." Evaluating CSA's effectiveness in 1975, a Domestic Council Task Force reported in a White Paper to President Gerald Ford that its control measures do "reduce abuse of dangerous drugs." The Task Force's evidence was based upon a before-and-after analysis of the frequency of "drug abuse episodes" reported to the nation's Drug Abuse Warning Network (DAWN). This research note challenges the conclusion of the Domestic Council Task Force, subjecting the DAWN evidence to more rigorous scrutiny, and concluding that we do not presently have adequate materials to assess whether CSA meets its health objectives. The context of this conclusion is that of drug control, but its implications apply to health policy and health policy evaluation in general.  相似文献

This study investigated South African Afrikaans-, English-, and Xhosa-speaking secondary school adolescents' (N = 1217) perceptions of the relative importance of identity-related domains. For this purpose a structured questionnaire consisting of 14 domain-specific items was used. Most of the domains were regarded as very important or fairly important by a significant majority of participants. Four domains were regarded as very important by more than 70% of the total research group, namely, future career, moral values, family relationships, and religious matters. Political and sexual matters were regarded as of least importance. Intercultural differences were evident in most domains. Significant gender differences were also found. Relatively more females than males reported a high priority to domains such as future career, moral values, friendships with same sex peers, gender role, and community matters. The male participants regarded relationships with the opposite sex and sexual matters as more important than the females did. The findings of this study emphasize the importance of carefully considering the domains included in future research on identity formation, depending on variables such as socioeconomic and sociocultural characteristics of the specific research groups to be included in the investigation.  相似文献

Recent judicial reforms after democratic transition have been substantial and relatively successful in Chile, but much less so in Argentina and Brazil. This article traces this variation in outcomes to the legal strategies of the prior authoritarian regimes. The Brazilian military regime of 1964–1985 was gradualist in its approach to the law, and had a high degree of civilian-military consensus in the legal sphere. It was not highly repressive in its deployment of lethal violence, and this combination of factors contributed to a gradualist and consensual transition in which judicial reform was not placed high on the political agenda. The Argentine case of military rule between 1976 and 1983 was almost the opposite. The military sidestepped and even attacked the judiciary, engaging in almost entirely extrajudicial violence. This generated a “backlash” reform movement after the transition to democracy that was mostly retrospective and only partially successful. In Chile, in contrast, the military engineered a radical break with previous legality, engaged in violent repression, but made considerable efforts to reconstruct a judicial order. It was in the aftermath of this situation that reformers were able to push through a prospective and relatively successful judicial reform. This article's findings suggest that judicial reform may be more likely to succeed where the prior authoritarian regime was both repressive and legalistic, as in Chile, Poland, and South Africa, than where high degrees of repression were applied largely extrajudicially, as in Argentina, Cambodia, and Guatemala, or where the authoritarian regime was legalistic but not highly repressive, as in Brazil, Mexico, and the Philippines.  相似文献

Elections provide a mandate to pursue a set of policies. Party label provides a concise ideological cue for voters to choose among candidates, and research on industrial democracies verifies a link between the parties voters elect and subsequent policy outcomes. The combination of inchoate party systems and economic vulnerability elsewhere may weaken the link between voter choice and policy. When examining economic policies in Latin America, there is some controversy as to whether governments carried out "reform by surprise"—promising one thing during a campaign while implementing another in office. We test whether the ideological reputations of executives' and legislators' parties explain whether they adopt market-oriented policies. We find that the future behavior of presidential candidates is difficult for voters to predict. However, the ideological reputation of legislators is a reliable predictor of policy outcomes, and the relationship is clarified by the prospects of collective action by legislative delegations.  相似文献
