The peer context is a central focus in research on adolescent risk behaviors but few studies have investigated the role of the peer context in the perpetration of adolescent dating violence. This longitudinal study examined between-subjects and within-person contemporaneous and lagged effects of peer attributes, measured with social network analyses, on trajectories of dating violence perpetration and determined if effects varied by grade and/or sex of the adolescent. Data are from adolescents who participated in a five-wave panel study beginning when they were in 7 through 9th grade and ending when they were in 10 through 12th grade (n = 3,412); half were male, 40.5 % were white, 49.9 % were black and 10.4 % were of another race/ethnicity. Significant between-subjects effects indicate that adolescents who typically have friends who use dating violence, and girls who are typically high in social status, are at increased risk for using dating violence throughout adolescence. Adolescents who typically have high quality friendships and girls who typically have friends with pro-social beliefs are at decreased risk for using dating violence throughout adolescence. Significant within-person contemporaneous effects indicate that both boys and girls reported lower levels of dating violence than usual at times when they had more friends with pro-social beliefs, and reported higher levels of dating violence than usual at times when they had higher social status. None of the lagged effects were significant and none of the effects varied across grade. These findings suggest that the peer context plays an important role in the development of the perpetration of adolescent dating violence. 相似文献

Globally there is an increasing focus on the private sector as a significant development actor. One element of the private sector’s role emphasised within this new focus has been corporate social responsibility (CSR) activities, whereby the private sector claims to contribute directly to local development. There is now a substantial body of work on CSR but it is a literature that is mostly polarised, dominated by concerns from the corporate perspective, and not adequately theorised. Corporations typically do development differently from NGOs and donors, yet the nature and effects of these initiatives are both under-researched and under-conceptualised. In this paper we argue that viewing CSR initiatives through a community development lens provides new insights into their rationale and effects. Specifically we develop a conceptual framework that draws together agency and practice-centred approaches in order to illuminate the processes and relationships that underpin corporate community development initiatives. 相似文献

Concerns over the unethical conduct of leaders and public officials have led to the renaissance of interest in public service ethics and values. Although national and organizational systems and structures have been instituted to either eradicate or ameliorate unethical behaviours in the public service of countries, the practice still persists with devastating consequences. As one way forward, spirituality has been touted as having the potential of stimulating the moral thoughts of individuals who are dealing with ethical issues, thereby reducing unethical behaviour and generating positive organizational behaviour. Amidst calls for more scrutiny of the failure of infrastructure public–private partnerships (PPPs), uncertainty about how we can measure failure remains, and little systematic evidence illuminates its likelihood. Our mixed‐methods design explores the notion of failure and identifies the conditions under which it happens. The first phase of our research employs documentary analysis and semistructured expert interviews, and identifies project cancellation as capturing the most severe occurrences of failure. A second phase statistically analyzes a unique World Bank data set capturing the provisions of over 4,000 infrastructure PPPs launched between 1990 and 2015 in 89 countries. We find robust evidence supporting the theoretical claim that PPPs are less likely to be canceled in countries with more veto points among their political institutions to restrain politicians from intervening in policy implementation. Cancellation is a rare, but valid indicator of failure, and the importance of veto players clarifies how political risk operates in this context. 相似文献

Developing nations demand a different scholarly approach in the field of public administration. We advance an agenda for research that stands on four pillars. First, in the absence of easily accessible data scholars of developing world public administration must assemble it for themselves. Second, building and testing theory plays a paramount role because researchers face limited information. Third, in developing countries, multi‐national and non‐governmental organizations are often crucial and must be considered in studying public administration. Fourth, given the novelties and ambiguities researchers face, qualitative information must be integrated throughout the research process. Our article—and the articles in this volume—constitute a call for developing country research to contribute to the study of public administration writ large, informing our understanding of both developing and developed states. 相似文献

While having a purpose in life has been theorized as a developmental asset, the extent to which adolescents cultivate a meaningful
sense of direction is not well understood. In the present study, cluster analysis was used to classify adolescents by levels
of purpose exploration and commitment. The sample (N = 318; 55% female) consisted of youth aged 14–18 and was predominantly White/non-Hispanic (76.3%). Results supported four
meaningful yet distinguishable profiles of youth purpose that are largely consistent with theories on identity formation:
Achieved, Foreclosed, Uncommitted, and Diffused. Hypothesized linkages with affect and hope were established across the profiles
such that positive emotions and goal-directed thinking were most apparent among Achieved and Foreclosed youth and least apparent
among Diffused and Uncommitted youth. Overall, findings demonstrate the inherent complexity in adolescents’ engagement with
purpose and suggest a correspondence between stronger commitments to purpose and youths’ sense of personal agency and well-being. 相似文献

Baumgartner and Jones (1993) showed how radically new policies emerge on government agendas as a consequence of exogenous shocks to policy subsystems displacing privileged interests. But how do these policies evolve post-punctuation? In this paper, we present three different models of policy change. Policies may revert to the old status quo if displaced interests re-assert themselves, or they may be “locked-in” by new interests now reaping the benefits. Alternatively, they may incrementally change as lawmakers “learn” how to better meet target population needs, particularly by witnessing how other jurisdictions address similar problems. We test these models with data on change in state charter schools laws over time. We find that whether old status quos are overthrow, and the fate of charter policies when they are enacted, is influenced more by competing political interests, especially interest groups, than elite and public perceptions of broad systemic crises. Yet, we also find that changing demands on the state and learning from the successes and failures of neighboring states also play significant roles. 相似文献

The breakdown of the old catch-all party system in Venezuela, and the sudden rise to power of leftist former coup leader Hugo Chávez provides an instructive case study to examine the sources of party system change, the rise of populism and the politicisation of class. Using nationally representative survey data this paper analyses different models of voting behaviour over time, and examines the extent to which the determinants of electoral choice have changed. It argues that although economic crises during the 1990s undermined support for the existing parties, it did not create a politically salient class-based response. Rather, it created the electoral space for new actors to enter the political stage and articulate new populist issue dimensions. Explanations for the politicisation of social cleavages in Venezuela can therefore best be understood in terms of ‘top-down’ approaches which emphasises the role of political agency in reshaping and re-crafting political identities, rather than more ‘bottom-up’ factors which emphasise the demands that originate within the electorate. 相似文献

Cloud technology offers wonderful potential for users in terms of convenience, ease of obtaining updates etc. However, it presents significant legal challenges. Our laws, largely based on notions of territoriality, struggle to respond to technology in which lines on maps are largely irrelevant. In this article, I articulate some of the specific challenges. The law of contract, tort and national regulation might all apply to a claim of breach of privacy in relation to material uploaded to the cloud. Unfortunately, each of the jurisdictions studied would approach the issues in different ways, potentially creating significant confusion. Governments are increasingly using public‐private partnerships (P3s) to draw the private sector into more active participation in infrastructure development. Climate action initiatives have not typically yielded profitable results for the private sector, and might therefore constrain the placing of conditions by governments on P3 arrangements. This article investigates a major P3 infrastructure project in British Columbia – the Canada Line extension to Vancouver's urban rail transit network – and concludes that the P3 organization did not constrain the government's capacity to pursue policy objectives for climate action. This counterintuitive result occurred because public sector leadership enabled an effective engagement with environmental policy priorities. 相似文献
