The advent of three-party politics in Britain with the February 1974 general election has introduced an uncertainty into electoral and parliamentary politics unprecedented in the post-war period. In these circumstances, election forecasting has assumed a special interest and significance for academics, politicians, political commentators, and the like. This article presents and assesses the performance of three forecasting instruments, the ‘incremental’, ‘opinion polling’ and ‘economic’ models. They are estimated over the period 1951–1983 and are then used to predict the share of the vote won by the governing, opposition and Alliance parties in the 1987 general election. All are successful in the sense that they forecast the continuation of the Conservative party's electoral dominance. with Labour and the Alliance a poor second and third. Only the economic model, however, generates a reasonable forecast of the gap separating the major parties and it is used to predict the distribution of parliamentary seats between them. It is seen to be substantially more accurate for the government than for the opposition, which is itself a reflection of the uncertainty introduced into British politics by the emergence of a significant third party in recent elections. 相似文献

The concept of managerial responsibility is a shining thread in the literature of public administration, but its definition within our constitutional scheme remains elusive. How will we know responsible public management when we see it? We propose one answer: Public administration should be conducted according to what we term a “precept of managerial responsibility,” which involves four interrelated elements derived from the classical literature of public administration: judgment, accountability, balance, and rationality. We apply this precept to one of the most vexing problems of public administration theory and practice, institutional reform litigation. This application illustrates how the precept solves a major theoretical problem of American public administration by defining a role for administrative officers that fully comports with the Madisonian scheme of separated institutions—legislative, executive, and judicial—sharing power. 相似文献
The distinctive relationship between bureaucrats and politicians in Britain has been much noted around the world and often used a model by reformers. However, both Conservative and Labour governments have displayed dissatisfaction with the bureaucracy and have made important changes in the "Whitehall model." In this article I evaluate the conceptions of politics and of 'the political' characteristic of 'radical pluralism'. I argue that in order to comprehend the radically pluralist conception of politics it is necessary to grasp the post-structuralist critique of the philosophical principle of identity. The concern with the interface between politics and ethics – which is typical of the radical pluralist approach – is also explored. Throughout the article contrast is made with the conventional pluralism of American political science. I conclude with a consideration of the importance of radical pluralism, with reference to the difficulties this may present for the methods and suppositions of political science traditionally understood. 相似文献
This paper engages with the theoretical perspective of policy entrepreneurship to examine the pattern and process of policy change in the context of China's urban redevelopment. Drawing upon a strategic-relational reinterpretation of policy entrepreneurship, this paper identifies a distinctive form of reluctant policy innovation in the “three old renewals” scheme initiated in Guangzhou where profit concession and informality tolerance were practiced to create a small window of opportunity for the project of urban redevelopment to break ground. The motivation of policy entrepreneurship in the successful urban renewal projects in Guangzhou was heavily contingent upon the geographically important location of the project site and the historically incidence of hosting the 2010 Asian Games, which forced municipal government to become entrepreneurial and innovative in decision making and income redistribution in order to get things done as quickly as possible. The distinct fashion of policy innovation identified in the case of Guangzhou points to the polymorphous and dynamic nature of policy entrepreneurship and advocates a relational treatment of the strategies and motives of policy entrepreneurs embedded in concrete geographical and historical context. 相似文献
