The article describes the specific character of the European Union??its status as an unfinished federal quasi-state, the EU??s potential as one global actor among others and the motivation behind the ongoing process of integration, especially the EU??s antithetical character concerning nationalism. The article analyses the different theoretical approaches to explain why the Union has become what it is??and why it has not become a different entity. It also discusses the question of different interests promoting or opposing further integration. Through case studies of four Russian regions, we examine the trade-offs between social and economic policy at the regional level. All four regions studied seek to stimulate entrepreneurship while preserving or expanding social welfare coverage. Regions differ in development strategies, some placing greater emphasis on indigenous business development and others seeking to attract outside investment. Variation in levels of democracy are unrelated to policy choices. All four regional governments consult actively with local business associations while organised labour is weak. Two main approaches can be used for determining the age of an ink: indirect dating and direct dating. Indirect dating is based on the chemical analysis of an ink followed by comparison with known samples in a reference collection. The collection should contain information about the inks including the market introduction dates. This approach may allow for an anachronism to be detected. The second concept is based on measuring ink components that change with age. The analysis of solvents in ballpoint inks may be a useful parameter for determining the age of ink on paper. In a previous study, the authors demonstrated that thermal desorption of ink directly from paper, followed by chemical analysis using gas chromatography-mass spectrometry (GC-MS), is a promising procedure for characterizing ink-binder resins and solvents. Preliminary tests showed that monitoring the evaporation of ink solvent from ink on paper is not a suitable method for ink dating. Thermal analysis of ink on paper in two steps revealed that fresh ink releases a relative amount of solvent at a certain low temperature in a defined period of time, which decreases as the ink ages. As a consequence, this relative amount of solvent released at a certain low temperature, and its decrease with time, can be used to estimate ink age. This age-dependent parameter was studied in 85 different inks ranging in age from 1 week to 1.5 years. It was found that some inks showed a significant decrease of this parameter up to an age of several months, and that the aging process can be monitored within this period. For other inks, however, the age-dependent parameter decreases relatively fast, e.g., within a few days, to a constant level, which can be too fast for casework. Abstract. In political systems composed of large and growing public bureaucracies, the attitudes of senior civil servants are extraordinarily significant, if little understood. This paper offers a preliminary view of the attitudes of more than 300 top-level Swedish administrators, based upon information gathered in 1971. Responses to 35 written questionnaire items suggest that upper-level Swedish bureaucrats are self-satisfied in evaluating their activities, independent in their thinking, and politically sophisticated. The same responses offer evidence of attitudes that structure the traditionally Swedish ‘art of compromise’ Intellectually, that art emphasizes particularistic thought patterns. Socially, it seems based on a pattern of limited commitment to official roles. Some implications of these patterns for both policy and process are suggested, along with some speculations concerning the future of the Swedish administrative system. Sommaire. The transition from totalitarian to democratic rule in the Baltic states raises the question of conditions for regime legitimacy and stability. The article focuses on the level of confidence people have in institutions after change of regime. The confidence in political and social institutions is at a surprisingly low level. The data suggest that people have more confidence in institutions producing symbols than they have in policy-making and implementing institutions. There is also evidence to show that leaders are more trusted than institutions as such. A survey of the potential background variables shows that people with higher education have lower confidence in institutions than the less well educated. But low confidence in institutions does not necessarily spell gloomy prospects for procedural democratic development, as long as the elites do have some popular support and the capacity for consensual integration. 相似文献
