This article argues that Israel experiences a unique perception of the perils of anarchy that drives it to a strategic preference for disproportionately offensive action against rivals and enemies. Actions taken pursuant to that doctrine have caused serious inconvenience to U.S. foreign policy in the Mideast for over four decades. This article argues that by reassuring Israel, both diplomatically and with arms sales, that the United States is committed to its survival, the United States has obtained significant measures of strategic restraint on Israel's part. That restraint has brought significant benefit to the United States as it seeks to guarantee regular access to the vital resources of the Middle East. This article provides examples of both successful reassurance and reassurance denied to illustrate the argument that U.S. support produces tangible strategic benefits for the United States. 相似文献

This paper aims at analysing the linkages between trade liberalisation and poverty in Argentina. Under a specific-factors setting, a two-step procedure is presented. In the first stage the change in prices of goods and factors in both tradable and non-tradable sectors, after a trade liberalisation episode, is considered. In a second step, these variations are applied to assess the changes in poverty and household welfare. A micro simulation approach, using household survey data, is applied in this last stage. Poverty is reduced as a result of the policy and the households that benefit from this reduction are those linked to the non-tradable sectors. 相似文献

Knowledge about the ways in which suicide attacks are recruited and prepared and on the motivation of suicide bombers and the factors that influence the decisions of organizers of suicide attacks has so far been sketchy and sporadic, derived mostly from media sources. In this study, 15 Palestinian would-be suicides and 14 organizers of suicide attacks participated in semi-structured interviews designed to fill this lacuna. The paper focuses on the self-reported feelings and behavior of the suicide bombers from recruitment to dispatching, as well as on the organizers' self-reported views and decisions concerning suicide attacks. 相似文献

Despite significant global prestige and a strong brand presence, UNESCO World Heritage Sites remain underfunded with many unable to self-sustain. Increasing government budget constraints have further restricted funds and UNESCO's “World Heritage Fund”—UNESCO's sole source of financial assistance available to sites—has fallen to approximately $3M USD per annum. Few sites are able to fully offset these budget constraints through tourist revenue alone, and those able to do so often require additional repairs due to damage from visitors exceeding the site's capacity. Although this situation is widely acknowledged within the heritage literature, few papers have proposed long-term strategic solutions beyond marketing and management plans for individual sites. The authors address this pressing issue by questioning whether World Heritage Sites in general are currently being marketed in an optimized manner and proposing a new framework for creating stronger and more appropriate relationships between visitors and sites using Berthon et al.'s the Aesthetics and Ontology model. The authors argue that clarifying and optimizing the marketing of World Heritage through this lens with its focus on the consumption experience of visitors and other stakeholders will yield positive results for both the management of the sites and for their impact on surrounding communities. Furthermore, the authors recommend that policies surrounding the management of these valuable resources and sources of tourist revenue be modified to reflect these findings. 相似文献
