The point break effect: an examination of surf,crime, and transitory opportunities

Opportunity theories of crime suggest that crime is highly specific and concentrated in time and space. Using these theories as a framework, this paper seeks to examine the transitory nature of crime. This hypothesis was tested using data from a coastal city in California to examine the relationship between surf conditions (measured at five daily time points) and number of crime incidents (n = 16,075). Crime totals were aggregated at the street segment level (n = 4551) for each day in 2011. These data were modeled using a series of panel negative binomial models, clustered by census block group. The findings suggest that surf conditions had an effect on the likelihood of crime incidents, but these effects were time specific. Favorable surf conditions were associated with increases in crime only between 2:30 pm and 5:29 pm. Additionally, locations closer to surf spots were associated with more crime, relative to locations farther away. Closer examination of micro-geographies aids in understanding how systematic shifts in routine activities affect the frequency and location of crime, and allows crime prevention to be more specialized and efficient. Adding to the extant understanding of hot times and opportunity structures will enable more effective allocation of resources and predictive policing efforts.     

Artful negotiation of licenses

Tips in negotiating a license abound, but the most important may be sensitivity towards the other side. This article offers considerations and techniques for effective negotiations based on experiences from a member of the Licensing Executives Society.     

ANALYSIS OF MEDIATION AGREEMENTS OF FAMILIES REPORTING SPECIFIC TYPES OF INTIMATE PARTNER ABUSE

The purpose of this study was to carefully measure Intimate Partner Abuse (IPA) behaviors among a large ( n  = 864 couples) sample of pairs of husbands and wives who were mandated to attend divorce mediation and then to: categorize the behaviors into theoretically-driven types of IPA, determine the number of cases screened out of mediation for any reason, and investigate whether measured outcomes of mediation (primary physical and legal custody) were related to IPA. Results indicated that rarely was IPA not reported—the most frequently reported IPA behavior was psychological abuse (98% of wives; 97% of husbands), followed by physical abuse (58% of wives; 54% of husbands), escalated physical abuse (62% of wives; 50% of husbands), and sexual intimidation, coercion and rape (56% of wives; 29% of husbands). Rarely were couples reporting IPA screened out of mediation (5%), and rarely were supervised parenting time or restrictions on contact between parents included in mediated agreements made by couples reporting IPA (6.5%). The overall level of IPA was unrelated to the specific terms of mediated agreements; however, by far the most frequent type of mediated agreement the couples' negotiated in mediation was for primary physical custody to go to the wife and for the husband and wife to have joint legal custody (59% of cases). Analysis of the implications of these findings and policy recommendations are included.     

A psychometric typology of U.K. domestic violence offenders

A number of studies have described subtypes of domestically violent men, and the heterogeneity of domestically violent men is well established. The aim of the current study was to investigate the distribution of subtypes using psychometric measures in convicted domestically violent offenders in England. Four subtypes of offenders were identified: low pathology, borderline, narcissistic, and antisocial. These subtypes were broadly comparable with the family-only, dysphoric/borderline, and generally violent/antisocial types proposed by Holtzworth-Munroe and Stuart. The majority of the sample (60%) best fit the generally violent/antisocial profile. However, the reliance on psychometric measurement and lack of corroborative evidence from partners means that further research is necessary to test these findings.     

The distal humerus--a blind test of Rogers' sexing technique using a documented skeletal collection

Continuous monitoring of existing methods of skeletal diagnosis allows improving the reliability of personal identification in forensic and archaeological contexts. This study reports on a blind test re-evaluating the sexing technique proposed by Rogers (8) involving the distal humerus. A total of 351 humeri (184 male, 167 female specimens) from the documented skeletal assemblage of St. Bride's, London, was analyzed for the following traits: trochlear constriction, trochlear symmetry, olecranon fossa shape, and angle of the medial epicondyle. Individual traits showed substantial sex-discriminatory capacity, with "olecranon fossa shape" being most consistently accurate (84.6%) in predicting sex. The combination of all four traits provided an overall accuracy of 79.1%, including those individuals assessed as "probable" male and female. This renders the technique useful for forensic applications. The distal humerus can be recommended for sex assessment in addition to more established markers, especially since this part of the skeleton is frequently well preserved.
