Emma Brooke: Fabian,feminist and writer

Largely overlooked in Fabian historiography and absent from major works of biographical reference, Emma Brooke (c1844-1926) was an early Fabian and successful novelist whose analysis of ‘the woman question’, and especially the sex question, significantly predates the better known critique by H. G. Wells. This posthumously published article examines Brooke's thinking over time, drawing on personal correspondence and literary representations, and offers further insights into the relationship between feminism and socialism in the 1880s and 1890s.     

The benefits and costs of the Section 8 housing subsidy program: A framework and estimates of first‐year effects

This paper provides estimates for a comprehensive set of social benefits and costs associated with the federal Housing Choice Voucher ( Section 8 ) program. The impact categories for which we provide empirical estimates include the value of the voucher to recipients; additional services and public benefits induced by voucher receipt; improvements in children's health, education, and criminal behaviors; the costs of voucher provision; the labor supply impacts on voucher recipients; and community effects. These estimates rest largely on empirical analyses of the effect of voucher receipt on several recipient and taxpayer behaviors and outcomes that occur in the first year of voucher receipt. The analysis distinguishes benefits and costs accruing to program participants, nonparticipants—including taxpayers and property owners—and society as a whole. Our analysis suggests that the program is likely to meet the efficiency standard of positive net social benefits. © 2011 by the Association for Public Policy Analysis and Management.     

Women’s Acceptance of Spousal Abuse in Iraq: Prevalence Rates and the Role of Female Empowerment Characteristics

This study examines the acceptance of spousal abuse among women living in Iraq and tests whether attitudes condoning abuse are associated with low female empowerment. Of 15,875 married women surveyed, 63?% agreed that a husband is justified in beating his wife. Women lacking education were 2.3 times more likely to justify this violence than those with secondary education. Women outside the labor force were 1.4 times more likely than working women to condone this abuse. Attitudes on spousal violence varied by region and rural/urban status. Female empowerment efforts may help combat spousal violence and change social norms condoning this behavior.     

Benford's Law for Quality Assurance of Manner of Death Counts in Small and Large Databases

To assess if Benford's law, a mathematical law used for quality assurance in accounting, can be applied as a quality assurance measure for the manner of death determination. We examined a regional forensic pathology service's monthly manner of death counts (N = 2352) from 2011 to 2013, and provincial monthly and weekly death counts from 2009 to 2013 (N = 81,831). We tested whether each dataset's leading digit followed Benford's law via the chi‐square test. For each database, we assessed whether number 1 was the most common leading digit. The manner of death counts first digit followed Benford's law in all the three datasets. Two of the three datasets had 1 as the most frequent leading digit. The manner of death data in this study showed qualities consistent with Benford's law. The law has potential as a quality assurance metric in the manner of death determination for both small and large databases.     

An Optimized Centrifugal Method for Separation of Semen from Superabsorbent Polymers for Forensic Analysis

Connection of a perpetrator to a sexual assault is best performed through the confirmed presence of semen, thereby proving sexual contact. Evidentiary items can include sanitary napkins or diapers containing superabsorbent polymers (SAPs), complicating spermatozoa visualization and DNA analysis. In this report, we evaluated the impact of SAPS on the current forensic DNA workflow, developing an efficient centrifugal protocol for separating spermatozoa from SAP material. The optimized filtration method was compared to common practices of excising the top layer only, resulting in significantly higher sperm yields when a core sample of the substrate was taken. Direct isolation of the SAP‐containing materials without filtering resulted in 20% sample failure; additionally, SAP material was observed in the final eluted DNA samples, causing physical interference. Thus, use of the described centrifugal‐filtering method is a simple preliminary step that improves spermatozoa visualization and enables more consistent DNA yields, while also avoiding SAP interference.     

Teachers’ Perceived Likelihood of Intervening in Bullying Situations: Individual Characteristics and Institutional Environments

Complex issues such as bullying have brought to light the importance of expanding school prevention efforts to include interventions focused on multiple levels of practice. Utilizing data gathered from middle-school teachers across the state of Michigan, this study examines how both individual and organizational characteristics influence teacher interventions in bullying situations. The study found that teachers’ beliefs about the perceived seriousness of the bullying situation, teachers’ level of sympathy/empathy toward the students being bullied, and teachers’ ages consistently contributed to their reported likelihood of interventions in bullying situations. Surprisingly, the majority of organizational-level characteristics were not significant predictors of teachers’ reported likelihood of intervention. The findings align with many of the seminal theories of bystander intervention and suggest that school professionals should focus on programs and policies that educate teachers on both the serious consequences of bullying and on factors that promote empathy toward bullied students.     

Literature in the Dock: The Trials of Oscar Wilde

This essay uses the recently published expanded record of the Queensberry libel trial to revisit the relationship between the 'literary' and 'sexual' dimensions of the Wilde scandal. The defence was guided by an integrated conception of the links between the two that shaped both the public responses and the legal proceedings, including the criminal prosecution. The conflict between moral literalism and aesthetic indeterminacy not only informed the legal determination of sexual guilt but also was inflected by social class in ways that contributed to the construction of male homosexuality and of the 'literary'.     

Evaluating the effectiveness of one-officer versus two-officer patrol units

This article presents a model-based evaluation of one-versus two-officer patrol staffing. Postulated arguments for and against each strategy are outlined as they appear in the literature. Performance measures are elicited from this discussion. Several models are constructed that allow for a comparative analysis using these performance measures; equal cost staffing options are considered. Formal expectations of comparative strategic performance are presented along with suggestions for further analytical research.     

Posthumous reproduction: a consideration of the medical, ethical, cultural, psychosocial and legal perspectives in the New Zealand context

This paper describes the development of New Zealand policy on posthumous reproduction in assisted human reproduction. It outlines five perspectives: medical, ethical, cultural, psychosocial and legal and shows the multidisciplinary approach taken by the National Ethics Committee. It is argued that each of these perspectives has important contributions to make to the multidisciplinary approach. The guidelines determined by the Committee are outlined, along with the processes used in arriving at these.
