Educational Intentions Among Prison Inmates

The aim of the study was to examine the impact of geographical and cultural affiliation and learning problems on prison inmates' intentions to embark on education above their obtained level of education. Younger inmates, inmates who had reading or writing problems and inmates with less geographical and cultural affiliation to Norway were significantly more likely to report that they wished to start upper secondary school than older inmates, inmates who had no reading or writing problems and inmates with a strong affiliation to Norway. Likewise, younger inmates, inmates who had a non-Norwegian affiliation and inmates who had no problems with arithmetic or mathematics were significantly more likely than others to say that they wished to embark on university studies or other higher education.     

Changing security cultures in Europe and Southeast Asia: Implications for inter-regionalism

Recent development in Southeast Asia demonstrates a slowly but steadily changing security culture from, first, an informal, consensus-based and often hidden way of managing security to a more open and explicit discourse and, second, from a statist realist definition of security as hard or military security to a broader, liberal understanding that covers the whole spectrum of human, economic and environmental security. This security culture in the making also touches upon formerly tabooed issues such as sovereignty and humanitarian intervention. The paper argues that the new approach has removed obstacles in relations between Europe and East Asia and contributed to the emergence of security as a cornerstone of the co-operation agenda since 1998. At the same time, however, a rapid translation of the inter-regional discourse on security into a working programme or even specific policies is hindered by the prevalence of diverging views on the nature, scope and degree of institutionalisation in Europe-East Asia relations.     

A case of sudden cardiac death in connection with Salmonella typhimurium infection

A case of fatal myocarditis in a 24-year-old otherwise healthy man is described. It was possible to cultivate Salmonella typhimurium from the alimentary tract, the blood, the liver and skeletal muscles. The possibility of a solitary myocarditis with fatal outcome due to Salmonella typhimurium infection is discussed. Such a case seems not to have been mentioned previously in the literature.The problems concerning the statistical registration of such a death are briefly discussed.     

Negotiating Urban Space: The Challenge of Political Steering in Market‐ and Network‐oriented Urban Planning

This article examines challenges related to the political steering of New Public Management‐inspired planning practices in Norway and asks if local politicians have sufficient and adequate instruments to hand, and if they are willing and have the knowledge to use them. The discussion is based upon a broad survey of the 145 largest municipalities and qualitative interviews in the three largest cities. It is found that local politicians do not lack steering instruments, as the different managerial practices represent a spectrum of suitable tools for giving direction to urban development. However, the data indicate that local politicians do not utilise the full steering potential of the instruments due to lack of knowledge and will. These findings contribute to the discussion of the strategic steering role of local politicians.
