A crucial challenge for the coordination of horizontal policy programs—those designed to tackle crosscutting issues—is how to motivate government organizations to contribute to such programs. Hence, it is crucial to study how practitioners in implementing organizations view and appreciate the coordination of such programs. Assisted by Q-methodology, this inductive study reveals three significantly different “images”: central frame setting, networking via boundary spanners, and coordination beyond window dressing. Most surprisingly, different images show up among respondents within the same organizations and horizontal programs. The authors find that the images reflect elements of the literature: the resistance to hierarchical central control, the need for local differentiation and increased incentives, and a collaboration-oriented culture. Most importantly, practitioners of implementing organizations perceive top-down mechanisms as ineffective to achieve coordination and ask for adaptive arrangements, involvement, and deliberative processes when designing coordination arrangements and during the collaboration.  相似文献

This article asks how we can understand processes of regional integration through the lens of memory. Regional integration, despite its taking place in the here and now, rests on acts of cultural recall. Socially shared versions of history, concepts of identity, values and norms, stereotypes, and prejudices as well as certain modes of behavior are usually formed in long historical processes and become part of a “cultural memory.” Cultural memory is one of the “soft factors” which are inevitably at work in the negotiation of economical questions, energy and power politics—the “hard factors” of regional integration, as it were. It can affect the way in which processes of regional integration function, or fail to do so. And it often does so in ways that social groups are not even conscious of. The article will present theories of cultural memory put forward by Maurice Halbwachs, Pierre Nora, and Aleida and Jan Assmann as well as recent trends in research on “transcultural memory” and ask about their implications for the study of regional integration.  相似文献

Abstract

This paper provides a theoretical sketch of relationality within the field of International Relations (IR). It argues, contrary to what many IR scholars hold, that representation is practice: academic representation reflects the background of a community of practice and highlights what is embodied therein. Therefore, different cultural communities have different practices and draw from different background knowledge. Rationality, which serves as the dominant foundation for background knowledge within many Western communities of practice, permeates mainstream IR theory. Relationality performs a similar role in traditionally Confucian communities of practice, where relations enjoy a distinct ontological status over individual rationality. A relational theory assumes (1) that self-existence coincides with other-existence and coexistence, and (2) that self-interest coincides with other-interest. Based on these assumptions, it argues that relations select, meaning that in a social situation actors base their action on relations in the first place and that rationality is and can only be defined in terms of relations. The article uses the Association of Southeast Asian Nations (ASEAN) as an example to elaborate its theoretical point.  相似文献

The trade and environment interface has become a topic of growing importance. Until the early 1990s, the General Agreement on Tariffs and Trade (GATT) and its successor, the World Trade Organisation (WTO), were the major forums to address the relationship between trade and the environment. Significant progress in this area has not yet been made. Since the 1990s, environmental issues have been addressed by the North American Free Trade Agreement (NAFTA) and in recent times by trans-regional and bilateral free trade agreements (FTAs) such as the Trans-Pacific Strategic Economic Partnership Agreement (SEP), the U.S.–Singapore FTA (USSFTA), the Canada–Chile FTA or the New Zealand–Thailand Closer Economic Partnership Agreement (CEP). Not only questions on the effectiveness of FTAs in global and regional environmental governance arise but also on the various actors involved in these negotiations. The question here is whether the integration of environmental issues in FTAs is a top-down approach, leaving the negotiations and implementation of environment cooperation frameworks in the hands of governments, or whether environmental arrangements are the result of a multi-stakeholder dialogue, consequently committing governments, the private sector and civil society to the objective of making trade and environmental policies mutually supportive. This article seeks to address these questions by analysing environmental issues and stakeholder participation in the Asia-Pacific Economic Cooperation (APEC), the Trans-Pacific SEP and the New Zealand–Thailand CEP.

The fact that Denmark was deeply engaged in the practices of the slave trade and slavery from the seventeenth century to 1848 often goes unnoticed—even in Denmark. For this reason, a number of Danish scholars and artists have characterized Danish ignorance of the colonial past as repression. This article demonstrates that the colonial past has in fact never been repressed, but has instead been subject to figurations, as theorized by Olick (2007). The initial experiences of colonialism have been screened at different points in time rendering the past in versions very far from the actual historical events themselves. Recently, new claims for reparations for slavery and colonialism in the former Danish West Indies have challenged the existing notions of the colonial past in Denmark. These claims have not resulted in an official Danish politics of regret (Olick 2007) as witnessed in other former colonial states. Whereas, a radical break away from the earlier conceptions of the colonial past is demanded, instead new figurations and renarrations have been used to try to incorporate the new challenges to the historical imaginary into the older layers of memory without radically breaking away from it, creating somewhat surprising results that questions the notions of a uniform global memory and understanding of historical injustices.  相似文献

In July 1995, the American Society for Public Administration's Endowment Board established the Donald C. Stone Fund to honor the memory of this public administration legend. Income from this fund is used to sponsor a lecture or symposium at ASPA's national conference, which reflects Stone's varied interests and contributions to the field. A new line of inquiry into the history of communist regimes and the cold war has emerged. Pioneered by Stephen Kotkin and other American historians, it views Stalinism as the defining era of socialism, building a specific anti-capitalist and illiberal modernity that mustered voluntary participation and international legitimacy. This model of Stalinism as a rival civilization, held together by participatory totalitarianism, challenges older research on communist regimes – both revisionist and totalitarian studies. However, the degree of originality of this perspective is questioned here, citing precursors, parallels and contrasts within European research and political science.  相似文献
