PUBLIC VALUE CREATION BY CROSS‐SECTOR COLLABORATIONS: A FRAMEWORK AND CHALLENGES OF ASSESSMENT

This article proposes ways to assess the public value that cross‐sector collaborations produce. It introduces a framework featuring three dimensions of public value – democratic accountability, procedural legitimacy, and substantive outcomes – that reflect distinct priorities and concerns for public administration. Utilizing examples from research on a multi‐year cross‐sector collaboration in the transportation field, we illustrate the framework's application and identify techniques and challenges for assessing the collaborative creation of public value. The article concludes with questions and propositions to guide future research.

Interpreting the U.S. Human Trafficking Debate Through the Lens of Symbolic Politics

By enacting the Trafficking Victims Protection Act of 2000, U.S. policymakers acknowledged trafficking in persons as criminal behavior, punishable under federal law. The legislation was developed through the congressional policy-making process, usually studied from the perspective of who gets what, when, and how. To expand our understanding of criminal justice policymaking, this article analyzes the act from an alternative perspective—symbolic politics. It examines how the act performs symbolic functions identified in the criminal justice literature—reassuring the law abiding/threatening the lawbreaker, communicating a moral message, providing a model for the states, and educating about a problem.     

A NEW EPOCH OF INDIVIDUALIZATION? PROBLEMS WITH THE ‘PERSONALIZATION’ OF PUBLIC SECTOR SERVICES

The paper discusses the role of the concept of ‘personalization’ in New Labour policy on the reform of public sector services. The analysis points to the contradictory ways in which the concept has been used in both policy statements, in the work of various authors, and in the think tank Demos, which has been closely associated with the diffusion of the concept. The correlative uncertainties with respect to implementation are discussed and related to the use of ‘epochal’ forms of argument in the justification of this latest instalment of public sector reform in the United Kingdom.     

Party organisation and party competitiveness: The case of the Austrian People's Party, 1945–1992

Abstract. This article links party organisation to party performance, examining their relationship over almost half a century in an in-depth case study of the Austrian People's Party (ÖVP). It proceeds from the assumption that party organisation does matter for party performance, at least indirectly, and that the adaptation of the party organisation to a changing environment is, in the long run, the only viable strategy for party goal achievement. While the ÖVP's environment was subject to important changes, all of which worked against the party, it has failed to adapt to them. This, in turn, has reduced the competitiveness of the ÖVP. Consequently its record in achieving most of its party goals has been rather poor since 1970. The reconstruction of the intra-party discussions reveals that the party leadership had access to analyses identifying the structural weaknesses of the party organisation since the late 1950s. The ÖVP's failure to adapt is explained by using the 'nested games' approach of Tsebelis (1990). In order to enhance the understanding of organisational dynamics of parties in a more general sense, the case of the ÖVP is related to the work of Panebianco (1988) and Janda (1990).
