Democracy promotion has been an element of US foreign policy for over five decades. On the assumption that democracy promotion abroad is more a Democratic than Republican issue, one could hypothesise that a recent President like Bill Clinton was more likely to champion democracy promotion than a Republican President like George W. Bush. We suggest in this article, however, that the Clinton and Bush records on this matter thus far are more similar than one might expect. Moreover, we argue that structural or enduring features of international relations and American politics make the US contribution to enlarging the democratic community quite modest most of the time. The consistent elevation of economic and military/security concerns over democratic progress has had a negative effect. We conclude by offering a few brief suggestions for promoting democracy abroad with a focus on long-term effects.  相似文献

Weisberg and Grofman (1981) propose a rational choice model of voter turnout which they test with data from the 1976 Presidential election. We extend and generalize that model to cover a wide variety of forms of electoral participation including working on a campaign, wearing campaign buttons, and talking to others about the campaign. We find that voters who see a difference between the candidates, with one candidate positively evaluated and the other negatively, are roughly twice as likely to participate in high involvement electoral activities as are those who are alienated from or indifferent to the candidates.  相似文献

This article presents a methodology designed to facilitate the systematic comparison of alternative discounting procedures for the costs and benefits of industrial regulatory activity. A discounting framework developed by Bradford is adapted for use in the context of industry regulation. Within this framework, the choice among the various discounting procedures is reduced to a choice between assumptions about various economic and financial parameter values. As an illustration of the way in which the framework can be applied, the article includes an examination of the validity of parameter assumptions implied by the discounting approach currently used by regulatory agencies in their analyses of regulations affecting the motor vehicle industry. Several hypothetical programs are analyzed to demonstrate the broad differences in program treatment that might be expected if this current discounting approach were replaced by procedures generated within the framework from more reasonable parameter assumptions. Sensitivity of the benefit/cost calculations to uncertainty about underlying parameters is also briefly discussed.  相似文献

For ordinary citizens, political life is increasingly characterized by a request for a check, not a trip to the polls. Yet for all their frequency, very little is known about help-seeking encounters. This article asks the question “Who gets to the agency door?” or, more formally, “How do individuals decide to apply for public social benefits or services, and what does that decision signify?” Three topics are explored. The first defines help-seeking as a type of political participation. The second conceptualizes the process by which individuals decide to seek help from public social agencies.
