We tested for the capture of net gains by winners in rent-seeking competitions, using the most prominent announcements of government favors in the Canadian economy over a twelve-year period. Stockholders' returns were not significantly different from zero. One possible explanation is that government assists firms only when assistance creates political gains. Refusing to transfer economic rents to firms maximmizes the resources available to serve political purposes. This kind of behavior by government officials would imply that government has market power, which is consistent with several well-known theories of government. 相似文献

A number of new governance structures has been introduced in the Danish public sector. These include contract agencies, user boards, boards of directors, marketization, corporatization, involving voluntary organizations in public services, EU-funded state border crossing co-operation, and Europeanization in many forms. Despite their obvious dissimilarities, these governance structures have one thing in common: they challenge the foundations of the public sector and territorial representative democracy by blurring the distinctions between politics and administration; between public and private; and between national and international. If politicians and voters are deprived of the capacity to make these distinctions, political responsibility is bound to fade away. Also, each new governance structure down-loads degrees of indeterminateness in the public sector since they may interact in unforeseen ways and introduce new actors, roles and practices in the public sector. This may cause the development of a more flexible public sector marked by 'local' appropriateness and adaptability but also by a multitude of inconsistent models and principles. Alcohol intoxication produces abnormal handwriting with manifestations that are thoroughly described in the literature of forensic science. A less known phenomenon is the peculiar handwriting changes found in alcoholics, especially individuals in the later stages of the disease. In addition to the two handwriting states of non-alcoholic drinkers (normal/sober and intoxicated) the alcoholic writer has a third state, handwriting done in withdrawal. Withdrawal is a state of tension resulting in handwriting characterized by irregularity, ataxia and tremor. This type of abnormal handwriting creates special problems of authentication requiring detailed background history and appropriate comparison specimens, but it can also be used to judge the writer's state of sobriety. 相似文献

Control is usually seen as hierarchical, centralized inspection. Without control, chaos is thought to prevail. This tendency can be illustrated by the way the public sector seems to solve most social problems: by legislation and bureaucracy. In this article five control forms are developed: bureaucracy, market, democracy, collective, and knowledge. Research on sex offender notification statutes was limited, and what did exist suggested notification resulted in increasing fear of victimization (Phillips, D. M. (1998). Zevitz, R. G. & Farkas, M. A. (2000c). Nonetheless, existing research failed to provide a direct measure of fear of victimization, or a comparison group to determine whether community members receiving notification were more fearful of victimization than community members, residing in the same neighborhood, who had not received notification. Additionally, existing research did not differentiate between fear of victimization for self (personal fear) and fear of victimization for others (altruistic fear). Warr (Warr, M. (2000) argued that the “strongest indictment” of the fear-crime literature was the failure to consider altruistic fear. By comparing emotional responses to specific types of victimization between groups of notified and not-notified community members, at the multivariate level, notification was significantly related to personal fear, but not altruistic fear.
