This article considers recent attempts to reform German federalism, the failed 2004 reform, and the reforms agreed in 2006 and 2009. It compares partisan, ideological and territorial factors which contribute to an understanding of reform, finding that all three have a role in explaining actors’ views of reform proposals. Two other claims are developed: that in some aspects of the reforms, a division between ‘generalist’ and ‘subject specialist’ politicians became apparent; and that a decisive change between 2004 and 2006 was the formation of a grand coalition at a federal level, which paved the way for agreement upon reform proposals. 相似文献

There is a paucity of empirical microlevel studies of women in the formal sector in developing countries. This article attempts to redress this deficit and focuses on the position of women in the Zambian civil service using information from a sample of personnel records. Although women are disproportionately represented in the civil service compared with other areas of the formal economy, the current positions of males and females are significantly different. However, the results of the survey are not easily encompassed in prevailing theoretical frameworks and, rather surprisingly, it appears that it is age rather than gender that is the crucial explanatory variable. Eighty college males were given an expanded identity status interview which included two new interpersonal-sexual areas, “attitudes towards sexual expression” and “sex-role beliefs.” The relative contribution of the new content areas as well as of the standard three areas (occupation, religion, and politics) to overall identity status was assessed by noting the extent of correspondence. Identity status in each content area was also compared with performance on the dependent variable of cognitive complexity. Ideology contributed more than occupation both to overall status rating, as well as to discrimination on the dependent variable. Results on the two new areas supported the view that interpersonal-sexual concerns are important for men's identity development as well as for women's. The finding that all interview areas corresponded well with overall identity status and discriminated significantly on the dependent measure leads to the suggestion that the process variables of crisis and commitment may so overshadow a particular content area that any content of personal relevance for the late adolescent might be used in investigating ego identity development. 相似文献

The conversion of British trade unions to positive attitudes towards the European Community was a significant feature of British politics in the late 1980s. This article explains the origins of this policy shift and questions the received wisdom that short term opportunism was the primary motivating factor. The British trade union response to '1992' was far from uniform and distinct factions can be identified within a policy coalition. The reasons for the durability and cohesiveness of this coalition are discussed along with the general shifts in thinking on the British Left and the developments in European integration which explain the general change of attitudes. 相似文献

Japan's program for official development assistance (ODA) is a critical tool of foreign policy. However, this program has historically been driven by quantitative goals. Only in the last decade have explicit principles and implementation policies emerged that concentrate on a qualitative, more human-centered approach to ODA. Assisted death and voluntary euthanasia have received significant and sustained media attention in recent years. High-profile cases of people seeking assistance to end their lives have raised, at least in the popular press, debate about whether individuals should be able to seek such assistance at a time when they consider their suffering to be unbearable or their quality of life unsatisfactory. Other recent developments include a number of attempts to legislate on the issue by the minor parties in Australia and the successful enactment of legislation in a few overseas jurisdictions. However, despite all of the recent attention that has focused on assisted death and voluntary euthanasia, a discussion of the adequacy of existing laws has not made it onto the political agenda of any of the Australian State or Territory governments. This is in spite of the fact that the private views of the majority of our elected Members of Parliament may be supportive of reform. This article explores the role of politicians' views and, as a case study, considers the opinions expressed by a number of Queensland Members of Parliament. In light of the views of these politicians and those of members of the public, as well as considerations arising from current medical practice, the article argues that there is a need for open political debate on assisted death and voluntary euthanasia. The article also suggests ways that such a debate may be achieved while minimising any political impact on governments that are prepared at least to consider this issue. 相似文献
