The stability of punishment: A follow-up of Blumstein's hypothesis

Because of the intrinsic relativity of social tolerance toward crime, the rate of punishment that a given society inflicts on its criminals is expected to remain relatively constant over the long term, in spite of social changes and increasing or decreasing crime rates. This paper reconstructs the penal behavior of Montreal's criminal justice from 1845 to 1913 and finds that the stability hypothesis, all things considered, works quite well and has much heuristic value. Three problems, somewhat bypassed in the existing literature, are dealt with here: the reliability of penal statistical time series, the direct empirical evidence of stabilization processes, and a rather crude way of measuring prison punishment. It is suggested, furthermore, that the stability hypothesis include in its future argument the impact of increasing policing and that it be confined tentatively to modern western societies.     

Further evidence of the validity of the Suicide Risk Assessment Scale for prisoners

The Suicide Risk Assessment Scale (SRAS; nine items) is useful in correctional settings but needed further validation. First, 44 inmates originally screened as suicidal with the SRAS were evaluated by institutional psychologists according to five criteria: suicidal urgency, risk, appropriateness of referral, need for short- or long-term watch. On the whole, the SRAS was judged to be as effective as a more elaborate test. Second, 242 suicidal and non-suicidal inmates were tested with the SRAS. Their results correlated better with suicidal risk (.71) than with urgency (.50). Receiver operating characteristic (ROC) analysis even showed that the SRAS performed better than a more elaborate test in predicting risk.     

Entrepreneurship and University Licensing

Outside invention has gained in importance as universities are actively seeking commercialization of their inventions since the passage of the Bayh-Dole Act. The paper analyzes the incentives to invent for outside and inside inventors. It is shown that outside inventors have greater incentives to invent than incumbents. Outside inventors can always fully appropriate the gains from invention irrespective of market structures and firm behaviour. Moreover, outside invention prompts incumbents to commercialize an invention in contrast to inside invention. Embryonic inventions could best be commercialized by new enterprises due to the uncertainty of their outcomes. Cooperative invention could boost consumer welfare but constitutes a lackluster incentive to invent.     

A pilot study of the effects of gonadotropin-releasing hormone agonist therapy on brain activation pattern in a man with pedophilia

Gonadotropin-releasing hormone (GnRH) agonists, such as leuprorelin, are recommended in the patients with pedophilia at highest risk of offending. However, the cerebral mechanisms of the effects of these testosterone-decreasing drugs are poorly known. This study aimed to identify changes caused by leuprorelin in a pedophilic patient's brain responses to pictures representing children. Clinical, endocrine, and fMRI investigations were done of a man with pedophilia before leuprorelin therapy and 5 months into leuprorelin therapy. Patient was compared with an age-matched healthy control also assessed 5 months apart. Before therapy, pictures of boys elicited activation in the left calcarine fissure, left insula, anterior cingulate cortex, and left cerebellar vermis. Five months into therapy, all the above-mentioned activations had disappeared. No such activations and, consequently, no such decreases occurred in the healthy control. The results of this pilot study suggest that leuprorelin decreased activity in regions known to mediate the perceptual, motivational, and affective responses to visual sexual stimuli.     

The Far North Act in Ontario,Canada: a sons of the soil conflict in the making?

In 2010, the Government of Ontario, Canada passed the controversial Far North Act. The Act purportedly aims to promote land use planning and sustainable development while recognising Aboriginal and Treaty rights. There are, however, early warning signs that the Act could be a breeding ground for future conflict between Indigenous peoples and other stakeholder groups. This article adopts a ‘sons of the soil’ conceptual framework to explore the mechanisms that could give rise to the escalation of Indigenous vs. non-Indigenous conflict. The findings provide important insights for theorising the contentious politics around land and territory in diverse settler-colonial contexts.
