This paper provides evidence of how national borders affect the structure of policy networks. Our analysis of the Basel cross-border metropolitan region located across Switzerland, France and Germany considers the case of public transportation in border regions. Using a social network analysis of the relationships between 44 actors, we show that national borders play a diminishing role in the formation of policy networks for both information exchange and decision making. Local actors develop different brokerage roles according to their country of origin: Swiss actors function as coordinator and representative brokers vis-à-vis actors located in France and Germany.  相似文献

ABSTRACT: Before a Court of Law testifying in DNA‐evidence cases, scientists are often challenged with the idea that the more markers (loci) the better, i.e., why does the scientist not use 16 or more markers? This paper introduces a new perspective, decision analysis, to deal with the problem of the number of markers to type in a criminal context. The decision‐making process, which plays a key role in the routine work of a forensic scientist, consists of the rational choice, given personal objectives, between two or more possible outcomes when the consequences of the choice are uncertain. Simulated results support the hypothesis that analytical added value does not increase with the number of markers.  相似文献

This pharmacokinetic study investigated the kinetics of ethanol and its metabolite ethyl glucuronide (EtG) in blood and urine during the whole time course of absorption and elimination. There are few previous studies on the kinetics of EtG in blood, and we wanted to evaluate whether such knowledge could yield valuable information regarding the time of ethanol ingestion in forensic cases, such as, for instance, drunk driving. Ten male volunteers consumed ethanol at a fixed dose of 0.5 g/kg body weight in a fasted state. Blood samples were collected for 14 h and urine samples were collected for 45-50 h after the start of drinking. EtG reached its maximum concentration (C(max)) in blood after a median of 4 h (range 3.5-5), a median of 3 h (range 2-4.5) after C(max) for ethanol. The ethanol-to-EtG ratios in blood (ethanol in g/L, EtG in mg/L) were >1 only for the first median 3.5 h (range 2.5-3.5) after drinking. EtG elimination occurred with a median half-life of 2.2 h (range 1.7-3.1 h), and the renal clearance was 8.32 L/h (median, range 5.25-20.86). The concentrations of EtG were always much higher in urine than in blood. The total amount of EtG excreted in the urine was median 30 mg (range 21.5-39.7), representing 0.017% (median, range 0.013-0.022) of the ethanol given, on a molar basis. The information from the present study may be a valuable supplement to determine the time of ethanol ingestion. For this purpose, two subsequent increasing EtG values and a high ethanol-to-EtG ratio in blood would support information of recent drinking.  相似文献

This article uses a laboratory simulationand path analysis to estimate the relative importance of measurablevariables in determining who wins the battle for the cooperativesurplus. In the simulated negotiation conditions, seven variablesexplained more than half of the variation in settlement outcomesachieved by participants, with negotiators’ predictionsof their opponent's reservation prices the most important, followedby negotiator gender and amount of first offer. Some proportional representation (PR) rules can also be used to specify the sequence in which each party in a parliament or each member in a multiparty governing coalition is given its choice about (unique) desired resources, e.g., "indivisible goods" such as cabinet ministries or executive positions, thus providing an algorithmic method for determining "fair" allocations. Divisor rule sequencing using the d'Hondt method was recently used to determine the ten cabinet positions in the Northern Ireland Executive Committee created under the 1998 Belfast ("Good Friday") Agreement; and such sequential allocation procedures have been used in some Danish municipal governments, and for determination of committee chairs in the European parliament. Here we examine in some detail the procedures used in Northern Ireland and Denmark, with a focus on special features such as the option in Denmark to form post-election alliances.  相似文献
