Purpose The purpose of this study was to investigate the relationships among identification, embeddedness, and turnover intentions at the organizational and occupational levels. Design/methodology/approach—Over 1,100 members of the United States Air Force Office of Special Investigations completed an on-line survey. The sample included Agents and staff who were officers, enlisted, and civilians. Findings Measures of fit, sacrifice, and links were positively related to organizational embeddedness. Organizational and occupational embeddedness were negatively related to turnover intentions. Organizational and occupational identification were negatively related to turnover intentions. Embeddedness fully mediated the relationship between identification and turnover intentions at the organizational level and partially mediated the relationship between identification and turnover intentions at the occupational level. Implications Turnover can be expensive in organizations where training costs are high. Understanding embeddedness may help practitioners reduce turnover costs. Combining models of embeddedness and identification can help researchers understand the mechanisms by which employees are rooted in organizations, and organizations are rooted in employees. Originality/value This paper is one of very few papers that have examined job embeddedness in law enforcement organizations, or occupational embeddedness in any organization. This is one of the first studies to examine the relationships among identification, embeddedness and turnover intentions. The paper demonstrated the value of adding identification to the job embeddedness model.  相似文献

Two Western economists examine the rapid changes in property and business forms of enterprises in the former Soviet Union using evidence from intensive interviews conducted through December 1991 and involving 80 industrial and commercial organizations. After reviewing the reforms that provided the legal basis for the process, they describe different managerial strategies employed in spontaneous privatization and examine the ensuing changes in contractual relations of firms with other entities such as ministries or banks. The authors also interpret spontaneous privatization on the basis of literature covering property rights and identify several groups that lose or derive benefits from the transformation. Rapid economic and social changes in developing countries are impacting on their governments' ability to manage those changes, and local governments in these countries are becoming the core of decentralization experiments. This article examines the problems local governments face in meeting the challenges of rapid transformation and change. This paper suggests that budgeting be used as a means for strengthening local governments' abilities to deal with such changes. Until now, budgeting has not been used as a key intervention tool for strengthening local governments. A working model to assess the state of financial and related management conditions of local governments is provided. This model can serve as a useful point of reference for change agents involved in the strengthening of local governments.  相似文献

In this previously unpublished interview, William Colby, former US Director of Central Intelligence, discusses the Intelligence Community's relationships with Congress and the White House, the value and conditions for effective human intelligence, the challenges of managing the Central Intelligence Agency, and his experience leading the Agency during the domestic spying scandals of the 1970s. Colby argues that the attentiveness of congressional intelligence committees waxes and wanes, just as it does for any other oversight committee. He states that Congress and the press, along with the integrity and initiative of individual citizens working in the intelligence community, provide the strongest guards against abuse. This article discusses the reasons for conducting gender impact assessment in microfinance and microenterprise. Although women are increasingly being targeted in microfinance and microenterprise projects, this does not necessarily mean that gender relations are being taken into account. Rather, targeting women raises a host of questions about the context in which women are operating their businesses or handling finance. Assessing gender impact in microfinance and microenterprise can help answer the questions in order to understand whether women are able to use the services and make the anticipated improvements in their livelihoods. Moreover, several approaches are suggested: 1) establish a gender baseline; 2) consider the potential impacts of the project on gender relations; 3) establish the information and indicators required; and 4) collect and analyze the data using tools and techniques appropriate to the task. However, in the context of gender relations there remains much ground, which often cannot be openly discussed. The discussion of how people organize their financial and economic affairs inside the household is usually a delicate area. Hence, it is suggested that such matters should be handled very carefully and to consider the composition and dynamics of the research team itself.  相似文献
