During the past decade, the field of forensic psychological assessment entered a period of standard setting, reflected in the publication of specialty guidelines for practice and in the proliferation of educational opportunities, training programs, and credentialing and certification procedures for forensic examiners. Representing significant efforts to advance the quality of psychological assessments in legal contexts, these developments foreshadow the promise of forensic assessment. During this same time period, new evidence emerged regarding the quality of forensic practice. This article reviews this evidence and evaluates current practice against the promise of forensic assessment. Forensic reports appear to be of higher quality than those described by commentators in the 1970s and early 1980s; nevertheless, the level of practice falls far short of professional aspirations for the field. The review identifies significant areas of weakness that demand the attention of professional organizations, accrediting agencies, educators, lawmakers, practitioners, and consumers.The truth is what is, not what should be.--Lenny Bruce  相似文献

Research on governance has extensively explored the complex interactions of governmental, nongovernmental, and for‐profit entities in the execution of public policy. It has consistently failed, however, to model empirically the joint effects of political and bureaucratic actors in governance systems. To address this issue, a theory of multilevel governance built upon the foundation of representative bureaucracy was developed and tested. Results from an analysis of Texas school districts suggest that Latinos at all levels of the governance system, political and managerial, influence representation at other levels. Findings also indicate that Latinos at each level of governance have positive effects, directly and indirectly, on outcomes for Latino students. The influence of both political and managerial actors at times extends beyond the immediately adjoining level; the effects of such actors cascade through the governance system. The results show that a priority for systematic research should be the identification of approaches and settings for examining the multilevel aspect of governance. © 2004 by the Association for Public Policy Analysis and Management.  相似文献

War heightens public interest in politics, especially when human lives are lost. We examine whether, and how, combat casualties affect the decision to vote in established democracies. Drawing from social psychology research on mortality salience, we expect increasing casualties to increase the salience of death, information that moves people to defend their worldview, especially nationalistic and ideological values. By heightening the importance of values, we propose that combat casualties increase the benefits of voting. In particular, we expect the effect of combat casualties to be pronounced among the least politically engaged. Using both cross‐national data of elections in 23 democracies over a 50‐year period and survey data from the United States and United Kingdom during the Iraq and Afghanistan wars, we found that mounting casualties increase turnout. Furthermore, as expected, we found the effect of casualties to be most pronounced among those least interested in politics.  相似文献

Research has demonstrated that management influences the performance of public organizations, but almost no research has explored how the success or failure of a public organization influences the decisions of those who manage it. Arguing that many decisions by public managers are analogous to risky choice, the authors use a well‐validated model of relative risk aversion to understand how such choices are influenced by managers’ perceptions of organizational performance. They theorize that managers will be less likely to encourage innovation or give discretion to employees when they are just reaching their goals relative to other performance conditions. Analyses of responses to the 2011 and 2013 Federal Employee Viewpoint Surveys provide considerable support for these assertions. The findings have significant implications for our understanding of the relationship between management and performance in public organizations.  相似文献

Although implementation of the federal Government Performanceand Results Act (GPRA) has provided the framework for the federalperformance effort, other efforts have been undertaken withinfederal agencies to balance the two often conflicting imperatives:to provide states with flexibility and yet maintain a commitmentto performance outcomes that acknowledges the expectations ofthose who fund and authorize programs. This analysis seeks todevelop a typology to examine the ways that the federal governmenthas attempted to bridge the goals of funders with the demandsof those who implement programs. This article highlights sixdifferent approaches that have been taken recently within federalagencies: performance partnerships, incentives, negotiated measures,building performance goals into legislation, establishment ofstandards, and waivers.  相似文献

This article examines the content of Women's Cricket magazine, which was published between 1930 and 1967 by the Women's Cricket Association. It is suggested that sportswomen have always actively resisted and attempted to combat the negative discourses surrounding their participation in physical activities; the magazine is used as a case study of this. It is argued that the editors attempted to challenge the stereotypes of women's cricket available in the mainstream press by publishing a newspaper of their own which provided accurate, serious coverage of their sport, and by distributing this to the mainstream press. The question of how far they were successful in altering negative discourses about female participation in the sport is also assessed.  相似文献

Programs administered by the U.S. Department of Energy under the American Recovery and Reinvestment Act (ARRA) of 2009 were designed to spur investment in clean energy and jump‐start the economy. There was considerable variation, however, in the proportion of obligated funds that states spent during each year. A primary goal of the ARRA was to infuse as much money as possible into the struggling economy; however, there was significant variation in the success with which states implemented these programs. This article draws on and extends the literature on intergovernmental implementation to explain such variation. The authors argue that jurisdictional capacity and federal guidance were important determinants of the rate at which states spent ARRA funds and, more important, that these factors interacted with one another in the implementation process. This assertion is tested using a mixed‐methods approach that includes a regression analysis of state ARRA spending between 2009 and 2012, as well as an evaluation of interviews conducted with 46 state agency representatives responsible for spending ARRA energy funds.  相似文献
