Finding and using technology-specific expertise

Successful technology transfer depends on the skills and knowledge of those who must implement new or rapidly advancing technologies. Often, new systems and technologies are delivered without proper preparation of the intended users. Thorough documentation is only part of the solution-during development, many important and technology-specific lessons are learned. These include problem diagnosis, troubleshooting techniques, and strategies for optimum utilization. Many such skills develop in response to incidents that occur during testing and evaluation and are rarely incorporated into formal documentation or instructional materials. Yet they can make the difference between skilled satisfied users and frustrated non-users. Gary A. Klein, who received his Ph.D. in experimental psychology at the University of Pittsburgh in 1969, is chairman and chief scientist of Klein Associates Inc. (Fairborn, OH) an R&D company he founded in 1978 to do work in applied cognitive psychology. His principal research area is methods of knowledge elicitation that reflect the perceptual-cognitive aspects of expertise. He previously worked at the US Air Force Human Resources Laboratory. Beth Crandall holds a dual appointment as research associate and director of operations at Klein Associates Inc., which she joined in 1986. Her research interests include expert knowledge and decisionmaking skills, and methods for eliciting this information. She received her BS in psychology from Wright State University in 1978.     

Sexual assault cases in the legal system: Police,prosecutor, and victim perspectives

The purposes of this study were to assess (a) the extent of attrition in the processing of sexual assault cases in the legal systems, (b) factors associated with attrition at various stages in the process, and (c) victims' experiences in the legal system and the relations between these experiences and recovery. Our results suggest that substantial attrition continues to occur in the prosecution of rape cases, that more severe assaults are prosecuted more vigorously, that victims are generally satisfied with the police (but not with the legal system in general), and that neither attitudes nor case outcomes are associated with victims' postrape recovery. Research and policy implications are discussed.     

Measuring change in academic self-concept resulting from curricular and instructional innovations

The paper begins with a discussion of the psychometric and psychological problems involved in attempts to measure changes in human characteristics. The Rasch psychometric model is proposed as a model which has the potential of alleviating or eliminating many of the problems. The model is applied to a set of responses to an academic self-concept instrument administered to seventh-, eighth-, and ninth-grade students. Items that failed to conform adequately to the model at every grade level were eliminated from the scale. The resulting scale was found to possess several properties which permitted its use in the measurement of school-induced change in academic self-concept.Received his Ph.D. in education from the University of Chicago. Current interests include instructional psychology, achievement testing, and affective scaling.     

Making drugs available at affordable prices: how universities' technology transfer offices can help developing countries

Legal context: In recent years, the prices at which medicines are soldin, and to, developing countries has become a hot politicalsubject affecting the international pharmaceutical industry.Specific legislative measures have followed the political debate,including (1) the EU Regulation 816/2006 on ‘compulsorylicensing of patents relating to the manufacture of pharmaceuticalproducts for export to countries with public health problems’and (2) the The Doha Declaration adopted by the Fourth MinisterialConference of the World Trade Organisation (WTO) in 2001, andthe subsequent Decisions by the WTO General Council to implementthe Declaration in August 2003 and to amend the TRIPs (Trade-RelatedAspects of Intellectual Property Rights) Agreement in December2005. Universities are increasingly considering whether to includeterms in their licence agreements with pharmaceutical companiesthat address this issue. Key points and practical significance: Universities may wish to consider whether it is part of theirmission to negotiate special terms in licence agreements tobenefit the developing world. Where universities decide that,in principle, they wish to include ‘humanitarian-licensing’clauses in their licence agreements, they need to find a formof words that is likely to achieve their objectives and be acceptableto pharmaceutical industry licensees. This article considerssome of the options and suggests some specimen wording.     

The Immovable Foundations of the Infinite and Immortal: Tocqueville's Philosophical Anthropology

My purpose in this essay is to show that the enduring value of Alexis de Tocqueville's work is rooted in his philosophical anthropology, or view of human nature. In Democracy in America, Tocqueville reveals his view of human nature as he treats the relationship between religion and politics in the democratic social state. His political science remains valuable because he understands human beings as creatures distinguished by their desire for the infinite and immortal. In sum, for Tocqueville, religion is an essential support of liberty in the democratic social state because it answers the soul's desire for the infinite and immortal, and provides the foundations for personal and political justice.
