ABSTRACT

The nation-building project of the Lao People’s Democratic Republic has been challenged by the task of uniting the multi-ethnic country under its political ideology. The Lao National Radio broadcasts in the Khmu and Hmong languages are the only official voice of minority languages and provide insights on how political messages are sent to the population. In their creation of programming material, the broadcasters must translate the socialist ideology of the Communist Party into language that is politically correct and culturally acceptable. In the process, they are creating a political register in the two languages that is heavily influenced by the linguistic structures of Lao. This article examines these two broadcasts to see how language use at the radio effects the message that is delivered to the listeners, enhancing the calls for mobilisation by teaching the people a new political language reflected not only in terms of lexicon, but also in the syntax and phonology of their translations. The result is a way of speaking that crosses ethno-linguistic boundaries to reinforce the control of the state.  相似文献

Abstract:  One of the most important issues surrounding the new Constitutional Treaty is the extent to which it will be able to generate a greater popular identification with the European integration project. This article explores this issue in more depth by looking at the role of popular identification in securing polity legitimacy in general. An argument is then developed that although popular identification and polity legitimacy are often separated, from a practical point of view, it is preferable to think of polity legitimacy in such a way as to incorporate questions of identity and affectivity. The article then outlines a way in which such a theory can be constructed, termed an 'aesthetic' theory of political legitimacy. Such a theory is then applied to understand both the EU as a distinctive type of post-state polity and the role that the constitutional tradition might play in securing its legitimacy.  相似文献

This paper is broadly concerned with Deleuze’s distinction between ‚la loi et les lois’ on the one hand, and jurisprudence on the other. Jurisprudence is the␣creative action of legal practice, the process by which it is forced to think constructively and anew. In such circumstances legal thought is akin to Deleuze’s concept of the event. I explore the distinction between law and jurisprudence by way of Deleuze’s comments on control societies, arguing that, under control, law ceases to be a juridical hierarchy conforming to disciplinary modes to become a regulatory practice of interminable modulation. In order to begin to explore the relations and connections between law/jurisprudence and control, the paper will look to the semiotics of C.S. Peirce (who influenced Deleuze’s work on cinema). In particular it will argue that control operates predominantly through icons. As a consequence I argue that the proper ground of the sign, the event, is co-opted and, following from this, that control functions through the confusing of sense and meaning. Recent work suggests that violence among people with mental illnesses is not simply due to the symptoms and comorbidities that define mental illness. We further this work by examining the extent to which strains or stressors explain the link between mental illness and violence. Specifically, we apply general strain theory (GST) to a longitudinal sample of adults with mental illnesses to investigate the lagged effects on violence of several strain measures, while controlling for mental illness symptoms, substance abuse, past violence, and other key variables. Parental drug abuse from childhood and stressful life events across the life course predict violence in adulthood. In a prospective model, relationship strain from an earlier time period significantly predicts changes in later self-reported violence. The results shed light on the ability of criminological frameworks to explain violence among people with mental illnesses.  相似文献

Young people in custodial care are known to have high levels of mental health and emotional problems, and recent policy and service developments have sought to improve their access to services. However, little is known about how they cope or about what would increase their uptake of services (when such services are available). This study aimed to develop, validate and use a standardised measure to examine the coping, help-seeking and attitudes of a larger cohort of young people in custody. There was a marked reluctance to seek help for any but the most serious of problems, but there were also indicators of what would make services more acceptable to this population, with implications for both commissioning and delivering services. In particular, greater involvement of parents and carers, offering a wider range of interventions and offering them more flexibly, and challenging stigma within the secure environment may increase uptake of services.  相似文献

Simulations are increasingly common pedagogical tools in political science and international relations courses. This article develops a classroom simulation that aims to facilitate students’ theoretical understanding of the topic of war and peace in international relations, and accomplishes this by incorporating important theoretical concepts about the causes of war found in international relations theory into the design and implementation of the simulation. In addition to sharing a successful classroom simulation with other international relations instructors, the article makes two important contributions to the pedagogical literature on simulations. First, it shows how simulation design can be usefully based on the theoretical concepts and/or substantive problems that course instructors aim to impart to their students. Second, it demonstrates that it is possible to achieve important learning objectives with low-intensity simulations that do not require a big investment of time, energy, and resources.  相似文献

This paper draws upon Hannah Arendt's idea of the 'right to have rights' to critique the current protection gap faced by refugees today. While refugees are protected from refoulement once they make it to the jurisdiction or territory of a state, they face an ever-increasing array of non-entrée policies designed to stymie access to state territory. Without being able to enter a state capable of securing their claims to safety and dignity, refugees cannot achieve the rights which ought to be afforded to them under international law. Drawing upon both legal theory and political philosophy, this paper argues that refugees today, just as the stateless in Arendt’s time, must be afforded the ‘right to have rights’, understood as a right to enter state territory.  相似文献
