Short placements can provide an important and meaningful experience of politics in action for students who are unable to benefit from the generally lengthy placements currently on offer. How do we explain high rates of investment in the production of oil palm in Indonesia under conditions of legal uncertainty and uneven protection of property rights? This article argues that what are commonly seen as deficiencies in the formal institutional environment actually enabled investment, but only when informal institutions were able to provide investor assurances. Although the finding that informal institutions provide investor assurances is not new, this study addresses outstanding questions about how such informal institutions work. An examination of the micro-level details of informal institutions in the oil palm industry shows that informal institutions frequently grouped under umbrella terms such as ‘patronage’ or ‘relational ties’ are not uniform. Rather, two types of informal relational tie operate to provide investor assurances: clientelistic and co-investment. Although they serve similar purposes, clientelistic ties work well only under restrictive conditions and are vulnerable to decay. Co-investment, in contrast, is a more robust informal institution, especially when political power is fragmented. Although co-investment provides investor assurances under conditions of legal uncertainty, it remains a particularistic solution and does not guarantee generalized public interest protections.  相似文献

The American tradition of experimental investigation of electoral phenomenon indicates that the medium, as well as the message, is important. Highly controlled experiments give insight into the nature of voter decision making. The importance of partisanship is especially pronounced. Field experiments probe the effectiveness of the mediums of telephone, mail, and personal contact as well as the message dimensions of moralistic and rational appeals in actual electoral campaigns. Collectively, these experimental studies allow strong inferences about electoral behavior.  相似文献

This study applies insights from principal‐agent models to examine whether and how the language assistance provisions of the Voting Rights Act, Sections 203 and 4(f)(4), affect Latino representation. Using panel data from 1984–2012, we estimate two‐stage models that consider the likelihood and extent of Latino board representation for a sample of 1,661 school districts. In addition, we examine how policy design as well as federal oversight and enforcement shape implementation and compliance with the language assistance provisions. Our findings not only provide the first systemic evidence that the language assistance provisions have a direct effect on Latino representation, but also link the efficacy of the language assistance provisions to the duration and consistency of coverage and the presence of federal elections observers. Overall, our study underscores the continued need for federal government involvement in protecting the voting rights of underrepresented groups, in this case, language minority citizens.  相似文献

The substance of politics involves competition that evolves over time. While our theories about competition emphasize trade‐offs across multiple categories, most empirical models tend to oversimplify them by considering trade‐offs between one category and everything else. We propose a research strategy for testing theories about trade‐off relationships that shape dynamic compositional variables. This approach improves current methods used to analyze compositional dependent variables by addressing two limitations. First, although scholars have considered compositional dependent variables, they have done so in contexts that were not dynamic. Second, current approaches toward graphical presentations become unwieldy when the compositional dependent variable has more than three categories. We demonstrate the utility of our strategy to expand current theories of party support and political budgeting. In both cases, we can extend trade‐offs across pairs of alternatives (e.g., prime minister versus all other parties or spending on defense versus everything else) to competition across multiple alternatives.  相似文献

Crime prevention through environmental design (CPTED) is now routinely adopted in many parts of the world. The role assumed by police in CPTED practices has however received limited academic attention. Through an analysis of available documentation and interviews with local government planners from 10 Sydney councils, this article provides a (partial) understanding of the historical and contemporary roles police have played in the development and implementation of CPTED guidelines in New South Wales (NSW), Australia. It is argued that the NSW Police Force was a pivotal driver of the introduction of planning guidelines to ensure crime risks are considered when new developments are being planned. However, the ongoing contribution of police appears to have waned, largely due to administrative, practical and operational realities. These findings have relevance for ongoing CPTED practice and the work of specialist policing roles more generally.  相似文献

Despite the importance of European Union negotiations, the majority of scholarly attention has not been directed towards the means by which policy is coordinated in member states. This article addresses one aspect of this gap by focusing upon the structures which existed for UK policy making during the 1990–91 IGC negotiations. Particular emphasis is attached to the key role of officials, who often proved crucial to the extraction of compromises at the European level, and the manner by which policy was constrained by the inability of the Prime Minister to dominate Cabinet.  相似文献
