The forensic utility of short tandem repeat (STR) polymorphisms for ethnic inference (EI) has recently received limited attention from the research community. The large volume of population specific STR data available from public literature affords us the opportunity to assess the reliability of EIs based on STR profiles, and present significant results. We applied a binary Bayesian approach using 15 autosomal STR loci from computer-simulated and real STR profiles of Han Chinese, Japanese, Korean, American Caucasian, and a South Asian Indian aboriginal tribal group called Lodha. A correct classification rate of ≥90% was achieved via simulation for each East Asian group (Han Chinese, Japanese, and Korean) when paired with the American Caucasian or the tribal Indian group. Similar result was obtained between the Caucasian and the Indian group, while the correct classification rates among the three East Asian groups were much lower (70%). Results based on real profiles closely matched those achieved via simulation, establishing the credibility of our classifier performance metrics. This study shows that binary Bayesian classifier performed best for ethnic groups with distinctly different physical traits. This observation might be due to accidental differences caused by bottlenecks, genetic drift, etc. However, it could also be taken as an indication that STRs, commonly referred to as “junk” DNA, may have an effect on phenotype, a possibility that warrants further research. 相似文献

In the public sector, corporate governance is an expression that is yet to be explicitly defined. This paper examines the existing public sector literature in order to derive a set of broad principles of corporate governance in the public sector. These principles are then applied through a content analysis of corporate governance disclosures in a group of government‐owned corporations, state government departments, local governments and statutory bodies. The results indicate the set of principles derived is generally applicable to various forms of public entities. However, due to a lack of an established public sector corporate governance framework, the disclosure of corporate governance is piecemeal. Government‐owned corporations achieved better disclosure practices in most principles than other public sector bodies. The paper aims to stimulate debate on public sector corporate governance and provides a basis for a more extensive survey on corporate governance disclosures. 相似文献

In 2006, Singapore passed legislation allowing the establishment of integrated resorts (IRs) with extensive gaming facilities on the island nation. The Singaporean government was motivated to open two massive IRs in 2010 by the twin objectives of achieving a dramatic elevation in the position of the services industry within their national economy, and to increase state income through lucrative gaming taxes. The Singapore government's decision to take this developmental step was directly influenced by the expansion of Macau into the largest global gambling entity in the world, now dwarfing Las Vegas across all key indicators including revenue and visitor numbers. Macau's position at the pinnacle of Asian gambling, attracting the massive Chinese market, is now beyond dispute. Combined, both Macau and Singapore have altered the IRs services landscape of Asia and Australasia. The economic success of the two Asian gambling giants has seen notable policy responses from national and regional governments. In Australia these policy responses have led to decisions to build new IRs and massively redevelop existing facilities up to a new standard of service aimed at competing with the new facilities operating in Singapore and Macau. 相似文献

Evidence shows that gay men hold fewer government jobs in the US than their share of the population would predict. Two large surveys of Canadian university and college students, however, indicate no lack of interest in public sector jobs among gay, lesbian, transgender and queer people (GLBTQs). This article explores data on the differing perceptions, motivations, and expectations of GLBTQ students of public and nonprofit employment. We find that (1) GLBTQs are more likely than heterosexuals to prefer public and nonprofit sector employment; (2) GLBTQ career goals and work values predict stronger desire for public and nonprofit sector jobs than heterosexuals; and (3) GLBTQs expect to pay a smaller penalty for working in the public and nonprofit sectors. 相似文献

A method based on profiling of dye components by electrospray ionization mass spectrometry (ESI/MS) is described for the characterization of ballpoint pen inks. The method involves benzyl alcohol (30 microL) extraction of ink from paper. The extracts of ink lines 1 and 5 mm in length are used for direct ESI/MS analysis in positive and negative modes, respectively. The instrumental analysis takes 3 min. Basic and acid dyes in the inks are detected in the positive and negative modes, respectively, with each dye yielding one or two characteristic ion peaks. The mass spectrum, which is mainly a compositional signature of the dyes in the ink, was not affected by the type of paper from which the ink was extracted, or by natural ageing of the ink on document in the absence of light. However, exposure to fluorescent illumination caused dealkylation of polyalkylated basic dyes and resulted in changes in the homologous distribution of the dyes. In this study, a total of 44 blue inks, 23 black inks, and 10 red inks have been analyzed, and the mass spectra were used to establish a searchable library. ESI/MS analysis provides a simple and fast way to compare ink specimens and in combination with on-line library search permits rapid screening of inks for forensic document investigations. 相似文献

In the past, studies on inclusive development involve mainly the perspective of equitable distribution of economic and societal outputs. This study, however, takes a different approach and analyses the potential roles of regional coordination mechanisms (RCMs), specifically universities and research council's networks within Southeast Asia, in disseminating the innovation-related activities for inclusive development or Innovation for Inclusive Development (IID). The literature on innovation intermediaries within the realm of innovation systems studies was used to establish the framework of the study. The findings indicate that RCMs have a huge potential role to play. However, due to a number of reasons, including lack of funding support, lack of attention and commitment to IID, weak engagement with industry and non-governmental organisations, the implementation of the IID activities was rather poor. As a whole, the study argues that current approaches are not well positioned and it is fragmented preventing the effective use of RCMs despite their potentials for IID efforts. The study attributes this to the systemic failures in the regional coordinating systems. In enhancing the role of RCMs in IID, this study recommends the promotion of IID platform, the leveraging of non-government organisations and industry as well as energising the Southeast Asia engagement in promoting IID. 相似文献

This paper develops two models of the lobbying of interest groups to examine the effect of the number and size of interest groups on rent dissipation. In cases where individuals ignore the effect of the lobbying activities on the rent size, the number of groups is negatively related to rent dissipation and there exists an inverse relation between the extent of egalitarianism of within-group rent sharing rules and the total rent dissipation in the symmetric setting. Model two examines the case where each individual in each group takes into account the effect of lobbying activities on the total “pie”, of which she/he competes for a share through within-group and between-group interaction. The relation between the number of symmetric groups and the total rent dissipation is shown to be an inverted “U”-shape, contrary to the conventional wisdom that holds a monotonous relation between the two variables. 相似文献

Australia remains one of the last liberal democracies to retain a property franchise at the local government level. This particular feature is both the result of historical particularities and contemporary political arrangements. This article analyses the property franchise in the City of Melbourne, the capital of the Australian State of Victoria, based on democratic theory and an empirical study. It illustrates the tensions between the democratic principles of representation and political equality in defining structures for representation at the local government level. The authors suggest that a more nuanced interpretation of representation can be adopted at a local level based on territorial residency rather than legal citizenship. Despite this, based on analysis of both electoral and non‐electoral mechanisms, the property franchises are found to be anachronistic and indefensible from a democratic perspective and unrelated to the status of capital city. The article concludes that, at a local level, deliberative democracy holds the promise to better represent various interests, including property interests. 相似文献
