On the agenda: North–South research partnerships and agenda-setting processes

Co-operation between researchers in the global North and South is critical to the production of new knowledge to inform development policies. However, the agenda-setting process is a formidable obstacle in many development research partnerships. The first section of this article examines how bilateral donor strategies affect collaborative agenda-setting processes. The second section explores researchers' motivations for entering into North–South partnerships; the obstacles that Southern researchers encounter in agenda-setting processes; and the strategies that they employ to ensure that research partnerships respond to their concerns. This analysis suggests that while strong Southern research organisations are best placed to maximise the benefits of collaboration, donors and researchers alike are well advised to recognise the limitations of this approach and use it prudently, because North–South partnerships are not necessarily the best way to advance research agendas rooted in Southern priorities.     

Policy termination in mental health: The hidden agenda

Three policy termination objectives can be analyzed in the field of mental health: the move to phase-down, and in some instances close, large state institutions for the mentally disabled; the elimination in some states of indefinite involuntary commitment procedures; and the attempt to transfer responsibility for the provision of direct services from the state level to local government and/or private providers of care. Initiatives in these areas have come from the executive, the legislature, consumer organizations, and most recently from the public interest law community through the use of litigation. Termination in this field, however, has met with increasing resistance because of the failure in many instances to pair these objectives with positive program development. In some states, the result has been the dismantling of one system without the commitment of resources necessary to encourage the development of an alternative system.     

A validation study for vinyl electrical tape end matches

Fracture matches are considered the strongest conclusion in the forensic examination of rigid materials, such as glass, metal, and paint. However, publications that support the fracture matching of polymeric films, such as tape backings, are limited. This study was designed to determine the validity and error rate associated with conducting end-match (fracture match) examinations on vinyl electrical tape. Test designs varied the source roll of tape, test preparer, or mode of separation from the roll. Results indicated that each affected the resulting severed tape ends. The analysts examining the end matches also had an effect on the results. Eight end matches in the study were not identified by the initial analysts and were considered inconclusive. One end match was misidentified, resulting in one false positive and an error rate of 0.049%. These results support a comprehensive physical and chemical tape comparison regardless of indications of an end match.     

Pulling the Levers: Transformational Leadership,Public Service Motivation,and Mission Valence

This article contributes to our understanding of public service motivation and leadership by investigating ways in which organizational leaders can reinforce and even augment the potential effects of public service motivation on employees’ attraction to the organization’s mission (mission valence). The results contribute to two research questions. First, the findings provide new evidence on the sources of public service motivation. The authors find that transformational leadership is an organizational factor associated with higher public service motivation. Second, the article examines the relationship between transformational leadership and mission valence. The authors find that transformational leadership has an important indirect effect on mission valence through its influence on clarifying organizational goals and fostering public service motivation.     

Cloud forecasting: Legal visibility issues in saturated environments

The advent of cloud computing has brought the computing power of corporate data processing and storage centers to lightweight devices. Software-as-a-service cloud subscribers enjoy the convenience of personal devices along with the power and capability of a service. Using logical as opposed to physical partitions across cloud servers, providers supply flexible and scalable resources. Furthermore, the possibility for multitenant accounts promises considerable freedom when establishing access controls for cloud content. For forensic analysts conducting data acquisition, cloud resources present unique challenges. Inherent properties such as dynamic content, multiple sources, and nonlocal content make it difficult for a standard to be developed for evidence gathering in satisfaction of United States federal evidentiary standards in criminal litigation. Development of such standards, while essential for reliable production of evidence at trial, may not be entirely possible given the guarantees to privacy granted by the Fourth Amendment and the Electronic Communications Privacy Act. Privacy of information on a cloud is complicated because the data is stored on resources owned by a third-party provider, accessible by users of an account group, and monitored according to a service level agreement. This research constructs a balancing test for competing considerations of a forensic investigator acquiring information from a cloud.
