The decades since the 1970s have seen an ‘explosion of interest’ in the concept of citizenship, both as means to elucidating the compromises over demands of justice and membership which underlie communities and feed into definitions of citizenship, and the increasing instability of those communities and ideals in the modern era. While there have been as many contexts of the negotiation of citizenship as there are nations (whether real or imagined), within Canada some of the most intriguing discourses around belonging have occurred within First Nations. This article is an attempt to elucidate the struggles over citizenship and membership within one Canadian Aboriginal community, the Mohawk Nation at Kahnawake. Here, intertwined with issues of blood, ‘Indian status’ and entitlement, Kahnawake has been riven by contests over the meaning of ‘belonging’ and who should belong in this First Nation.  相似文献

Unelected officials with coercive powers (e.g., police, prosecutors, bureaucrats) vary markedly in the extent to which citizens view their actions as legitimate. We explore the institutional determinants of legitimate authority in the context of a public goods laboratory experiment. In the experiment, an “authority” can target one “citizen” for punishment following citizen contribution choices. Untargeted citizens can then choose to help or hinder the authority. This latter choice may be interpreted as a behavioral measure of the authority's legitimacy. We find that legitimacy is affected by how authorities are compensated, the transparency with which their decisions are observed, and an interaction between these. When transparency is high, citizens are more willing to assist authorities who receive fixed salaries than those who personally benefit from collected penalties, even when citizens' material incentives are controlled for. Lower transparency reduces support, but only for salaried enforcers.  相似文献

Conclusion In summary we can state that judicial assistance stands to lose further ground with respect to police cooperation. The Schengen Agreement authorized and legitimized the autonomy of the police which they themselves had already assumed in the legal assistance process. At national level the situation is worsened by the insufficient statutory regulation of the investigation prior to prosecution and by the absence of a well functioning judicial control thereof. Above all the research indicated that not all magistrates/prosecutors showed the same amount of interest in direct involvement in the international legal civil system, a disturbing conclusion in the light of the increasing internationalization of crime phenomena (De Ruyver, 1992).The manner in which the judicial assistance functions fails to deal with geographically determined and limited types of group crime, as in the study area. Crime organized in a businesslike manner and at the same time requiring greater expertise and cooperation with respect to the investigation prior to prosecution, remains a fortiori beyond concern.  相似文献

A comprehensive list of innovations in the semiconductor industry during 1970 to 1980 was derived. The patterns of innovation across eight organizations showed consistency between the stages of initiation, adoption and implementation. Smaller organizations compared to large implemented a lower percentage of the innovations they initiated. The value of organization net sales and the dollar amount of the R&D budget, but not the number of organization of R&D personnel were significantly related to the number of innovations.  相似文献
